About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide hydrologic equipment and repair/recalibration services, specifically for Forest Technology Systems (FTS) brand or equivalent products, to support the U.S. Geological Survey (USGS) Water Mission Area's hydrologic data collection activities.

The SOW outlines the general requirements for the equipment and maintenance/repair/recalibration services, including compliance with attached salient specifications. It details the repair approval process, reporting requirements, and delivery timelines. The equipment is to be delivered to the USGS Hydrologic Instrumentation Facility in Tuscaloosa, Alabama. The repair/recalibration services are needed to support the HIF's rental program and to service customer-owned equipment. The contract will be awarded as an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a period of performance from 09/11/2024 to 09/10/2029.

Requisition for Hydrologic Equipment and Repair (Forest Technology Systems Brand Name or Equal)

Statement of Work

SECTION C – DESCRIPTIONS/SPECIFICATIONS

Background

The U.S. Geological Survey (USGS) Water Mission Area, Hydrologic Instrumentation Facility (HIF) has a requirement for hydrologic equipment and repair/recalibration services, specifically Forest Technology Systems (FTS) brand, or equivalent, products and services.

The equipment is used to support USGS hydrologic data collection activities. USGS hydrologic data is collected, maintained, and interpreted by USGS State Water Science Centers throughout the United States and its territories. In aggregate, these Water Science Centers operate networks of over 7,500 continuous record stream gages, 10,000 ground water level monitoring stations, and 2,500 water quality stations. Data collected from these monitoring sites are widely used by resource managers, regulators, scientists, engineers, consultants, and the general public to effectively and responsibly use and manage the nation’s water resources. All data are collected using standard techniques and methodologies, are subjected to rigorous quality assurance checks, and are maintained in a national database containing records that date back to the late 19th century. These data are publicly available via the internet and are extremely valuable because they can be directly compared across broad spatial and temporal scales. Because of the high quality of the data, they are almost universally accepted as the best available information by all parties in matters such as legal proceedings, compact disputes among sovereign entities, and scientific investigations by outside parties. The HIF contributes to the overall quality of these data by procuring and supplying instruments and equipment to Water Science Centers across the U.S. HIF ensures that the instruments and equipment meet any applicable USGS specifications and performs quality assurance testing on the instruments and equipment. Water Science Centers that obtain instruments and equipment from the HIF are assured that the instruments and equipment will provide reliable, high-quality data.

The repair/recalibration services are needed to support HIF’s rental program, as well as repairs for Water Science Center-owned equipment. HIF currently conducts a nationwide rental program to support Water Science Center data collection programs with over 700 items on rent. In addition, HIF services customer-owned equipment that is sent to HIF for repair and calibration. Over time, partly due to the harsh environmental conditions in which the equipment is used, the equipment needs repair and servicing work. Repair work is often needed after the equipment warranty period has expired, and the work required is beyond the capabilities of HIF.
