Statement of Work Remove and properly dispose of Solid Waste and Recyclable Cardboard

Badlands National Park South Dakota

I. DESCRIPTION OF WORK: In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this project for the National Park Service (NPS) as described below.

A. General Project Requirements:

1. The contractor shall provide on-site supervision sufficient to ensure the adequate performance of the specified work.

2. The contractor shall provide personnel to efficiently perform the work of this contract. Failure to provide a sufficient number of qualified employees will not be grounds for any modification or waiver of contract requirements.

3. All persons employed under this contract shall be subject to all applicable federal, state, and county regulations and laws. It shall be the contractor’s responsibility to inform his/her employees of such regulations and laws, and to ensure their compliance.

4. All contractor personnel must use approved safety equipment appropriate to the contract work being performed. Safety equipment must conform to OSHA Safety and Health Standards.

5. The contractor shall immediately notify Law Enforcement (by dialing 911) of any and all accidents to which the contractor’s employees are a party or witness; of any and all accidents involving his/her employees or equipment working under this contract. For contract-related emergency issues, the contactor shall contact the Contracting Officer’s Representative (COR) which will be designated at the time of award.

6. The contractor and all his/her employees and subcontractors shall treat all members of the visiting public with respect and courtesy.

7. The contractor shall provide refuse collection type vehicles and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle. Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in accordance with the State of South Dakota by a licensed driver. All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe, unserviceable, and unable to function as designed, shall be restricted from entering the Park. Vehicular repairs shall not be done in the park.

8. Adequate measures shall be taken to prevent spillage of refuse during pick-up operation. All refuse spilled during this operation shall be cleaned up prior to leaving the site. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse or recyclables at a collection location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container, during the collection.

9. The contractor shall report any trash that was not properly inserted into the dumpsters to the COR.

The contractor will not be responsible for trash that was not properly inserted into the dumpsters.

10. No in-Park disposal will be available to the contractor. The contractor shall transport and dispose of all solid waste at a licensed off-Park site selected by the contractor. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with the use of off-Park disposal locations.

11. The contractor shall submit proper monthly electronic invoices with appropriate details and a backup summary page showing the month of performance period, the number of the dumpster/dumpsters tipped, the date the dumpster was tipped with enough detail that the park can assess compliance with the approved schedule.

12. Provide Dumpsters and tip them per sections II and III (below).

i. Dumpster will be painted sandstone.

ii. No more than 5% of the visible area, Sides, Back and Front of the dumpster will be allowed to show chipped paint.

iii. Lids and locking devices will be in good repair and rust free.

iv. All equipment must be serviceable, ready for use and in place by the 1st day of the performance period

13. All Dumpsters must be numbered per section II A. through F. and those numbers used in invoicing the Park.

14. All Dumpsters will have two-part Plastic lids with a way to secure the lids in the closed position.

Dumpster 2 and 12 must be secured or removed per seasonal schedule. Contractor will advise on best method to prevent use and coordinate this with the COR.

15. Dumpsters must fit on existing pads.

16. To ensure access and dump-ability, contractor may use casters on dumpsters but must utilize tie-down cables at dumpster sites if provided by the park service on a location-by-location basis. Dumpsters are placed in high-wind areas.

17. Tipping will normally occur on Tuesday or Thursday between 6:00 AM and 3:30 PM. The contractor must provide park with solution for pickups when/if schedule falls on an approved holiday period.

Regular pickup schedule changes must be submitted to the park for approval. Additional tips may be requested outside the schedule, not more than Two 4-yard solid waste and Two 8-yard solid waste dumpsters in a Ordering Period (year). 48 hours’ notice will be given for these additional tips.

II. INDIVIDUAL REQUIREMENTS:

A. Seasonal Housing:

1. Dumpster Numbers 1 & 2 Provide (2) 4-yard Solid Waste dumpster at the end of the seasonal housing area. 43 degrees 44 minutes 44.17 seconds N 101 degrees 56 minutes 26.39 seconds W.

B. Permanent Employee Housing

1. Dumpster Numbers 3 & 4 Provide (2) 8-yard Solid Waste dumpster at the following location. 43 degrees 44 minutes 51.03 seconds N 101 degrees 56 minutes 25.14 seconds W. (Changed dumpsters from Prior Contract).

2. Dumpster Number 5 Provide (1) 4-yard Cardboard recycling dumpster at the following location. 43 degrees 44 minutes 51.03 seconds N 101 degrees 56 minutes 25.14 seconds W.

C. Administration

1. Dumpster Number 6 & 7 Provide (2) 4-yard Solid Waste dumpster at the following location. 43 degrees 44 minutes 55.06 seconds N 101 degrees 56 minutes 27.58 seconds W.

D. Maintenance Area

1. Dumpster Number 8 & 9 Provide (2) 8-yard Solid Waste dumpster at the following location. 43 degrees 44 minutes 15.80 seconds N 101 degrees 56 minutes 26.52 seconds W. (Changed dumpsters from Prior Contract).

2. Dumpster Number 10 Provide (1) 4-yard Cardboard recycling dumpster at the following location.

E. Pinnacles Ranger Station

1. Dumpster Number 11 Provide (1) 8-yard Solid Waste dumpster at the following location. 43 degrees 52 minutes 50.95 seconds N 102 degrees 14 minutes 15.24 seconds W.

F. South Unit

1. Dumpster Number 12 & 13 Provide (2) 8-yard Solid Waste dumpster at the following location. 43 degrees 30 minutes 44.94 seconds N 102 degrees 29 minutes 46.52 seconds W.

III. SCHEDULE---

A. Jan 1 to May 31 all tips will be starting on the first Thursday of the month, twice per month; will have one week between first and second tips (First and Third Thursdays).

IV: QUALITY CONTROL PLAN

A. Contractor shall establish a complete, written Quality Control Plan (QCP) to ensure that the requirements of the contract are provided as specified. The QCP’s purpose is to provide a plan for meeting all requirements of this contract. The QCP is intended to identify and correct deficiencies before contract performance becomes unacceptable. Contractor shall provide information regarding inspections, maintenance, and safety practices, and discusses proactive planning and solutions to remedy deficiencies.

B. Contractor will provide a quality control summary with offer and a final QCP prior to commencement of performance (Pre-performance meeting) for the government’s review and approval following award.

V: PERFORMANCE REQUIREMENTS SUMMARY

The Government expects the contractor to collect solid waste as outlined in the Performance Work Statement.

Acceptance of the work will be based on compliance with the work specifications. Non-compliance with any specification will constitute unsatisfactory performance and the contractor will be required to correct any deficiencies. The contractor service requirements are summarized into performance service tasks that relate directly to mission essential items. The Government will utilize the following summary matrix to monitor contractor performance.
