U. S. Geological Survey Task Request

Task Title: Adding electrical and network outlets for the Upper Midwest Water Science Center Facility located at 5840 Enterprise Drive, Lansing, MI 48911.

TASK DESCRIPTION

A. INTRODUCTION & BACKGROUND

The Department of the Interior (DOI) U.S. Geological Survey (USGS) Upper Midwest Water Science Center (UMWSC) Lansing, Michigan Office has a requirement for timely installation of additional electrical and network outlets in laboratory spaces to accommodate the increased occupancy and laboratory equipment in the office. This space is dedicated to the Michigan Bacteriological Research Laboratory (MI-BaRL). The MI-BaRL provides a variety of modern analytical approaches to understand bacteriological contamination of water, and microbial ecology in diverse water environments.

B. SCOPE

Independently, and not as an agent of the Government, the contractor shall provide services, non-personal, to provide all equipment, labor, travel, supervision, and materials (unless otherwise provided herein) necessary for the timely, legal, and safe completion of adding electrical outlets connected to building power and a backup generator circuit and adding data network drops.

C. TECHNICAL REQUIREMENTS

1. DNA Extraction/QIACUBE/Centrifuge Room: Provide, wire and install (7) 20A 120V duplex receptacle assemblies tied to generator power.

2. DNA Clean Room: Provide, wire and install (2) 20A 120V duplex receptacle assemblies tied to generator power.

3. PCR Microscope Room: Provide, wire and install (9) 20A 120V duplex receptacle assemblies tied to generator power.

4. Storage/Field Supply Room: Provide, wire and install (4) 20A 120V duplex receptacle assemblies tied to generator power.

5. Sample Prep Area:

a. Provide, wire and install (4) 20A 120V duplex receptacle assemblies tied to generator power.

b. Provide, wire and install (2) Data Drops.

D. GOVERNMENT FURNISHED RESOURCES

The contractor shall not be provided with government furnished equipment & resources to accomplish their assigned tasks.

E. CONTRACTOR TRAVEL

No travel is required by Government. The Contractor is expected to arrive at the job location by their own means. This includes subcontractors.

F. TRAINING

There is no training required to enter the USGS facilities. The contractor will be with the local staff to receive a general orientation of the space and important points of contact.

G. PHYSICAL DEMANDS AND OTHER REQUIREMENTS

The Contractor is expected to be familiar with and capable of meeting the physical demands required to complete the technical requirements of the contract.

The contractor shall be licensed to legally complete the requested tasks; acquire the necessary permits for the tasks; acquire the necessary permissions from the facility owners; and complete the tasks according to all applicable regulations.

The Contractor shall be responsible for acquiring access to necessary utilities and facility information from the facility owners before commencing work.

The Contractor shall provide the Government advance notice of construction activities at least 72 hours prior to being onsite to allow adequate preparations by the Government for adapting work activities during construction. The Contractor shall coordinate the work schedule with the Government to construct a mutually agreeable work schedule.

H. REPORTS

The Contractor shall provide daily verbal updates to local staff during construction such that local staff can plan for adjustments to their work schedules and activities if necessary. Upon completion of the contract tasks, the Contractor shall provide to the Government a final written summary of work completed. The report shall include the company name and logo and shall list every task title in the task order. Summary performance results associated with the task will be documented clearly, legibly, grammatically, and in appropriate terms.

The Contractor shall provide all necessary documentation to the facility owners and local authorities as requested or required. The Government is not responsible for reporting the Contractor’s work to facility owners or local authorities.

J. Initial Period of Performance

The contractor shall complete the work within 60 days of the award. After the contractor begins the work onsite, the contractor shall complete the job within a 2-week period and minimize the downtime for the Government during construction.

K. QUALITY ASSURANCE AND SURVEILLANCE PLAN

The contractor is responsible for quality control. The contractor shall have their work inspected according to the requirements of the electrical permit for this contract.

The Government is responsible for quality assurance and verifying that the new electrical and data service functions for the Governments’ needs. Verification will include a walk-through in which the contractor will demonstrate electrical and data service functionality of the new installations, which could include a switchover to back up generator power. The Technical Liaison (TL) from USGS Upper Midwest Water Science Center office will accompany the contractor in this walk-through to ensure proper functioning of new electrical and data services. The TL will report any substandard functionality to the contractor during the walkthrough. The Government will have up to 120 days after work completion to report any substandard functionality of the electrical and data services. The contractor shall make necessary repairs of electrical or data systems within 5 business days of notification to meet required functionality at no additional cost to the USGS.

L. 508c requirements for this position:

The resources acquired in this investment must meet all applicable standards established by the Access Board in 36 CFR Part 1194, including technical, functional performance, information, documentation, and support standards. The products, services, information and data that are provided to the Government or the public as a result of this acquisition shall afford individuals with disabilities accessibility comparable to that afforded to individuals without disabilities. 508 Exemption:

The contractor will NOT be developing or maintaining webpages, software applications or multi‐media applications.

M. A08 FISMA

Contractor employees who will have access to federal information technology (IT) systems are subject to background investigations by the Federal Office of Personnel Management. Procedures for investigations and obtaining identity credentials are described in clause GS1414 (or GS1419 if working on the Denver Federal Center). The level of investigation required will be the same as would be required for federal employees holding positions involving similar duties.

Based on the risk and sensitivity of duties performed and system access authorities to be granted, the following type of background investigations will be required, as described in DOI Departmental Manual Part 441, Chapter 3, Illustration 1 (available at: http://elips.doi.gov/app_dm/act_getfiles.cfm?relnum=3860).
