Construction Statement of Work for Ditch Improvements on Citizens Ditch near Hwy 550 in Bloomfield NM

1. Project Name: Concrete Lining of Citizens Ditch in Bloomfield, NM

2. Conditions: There are time constraints in that the agreement specifies that the data to be collected at the site will be available in time for the 2026 irrigation season, starting on March 1, 2026.

3. Background: A joint funding agreement was signed with the Upper Colorado River Commission (UCRC). The agreement is to design, construct and operate an Index Velocity Discharge Gage on Citizens Ditch near Hwy 550. Because the ditch is unlined and subject to conditions that affect data quality, a main design feature was to make channel improvements by lining the channel with concrete. The prescribed concrete work is technically significant and requires a contractor who specializes in concrete work within waterways.

4. Delivery or Performance Period: To make the data collection requirements for the joint funding agreement, construction is expected to start in January 2026, with an expected 2-week duration.

5. Scope of Project

a. Scope – The scope of the project included:

i. Initial Channel survey

ii. Channel excavation

iii. Concrete form work and securing steel reinforcement

iv. Puring concrete and concrete finishing

v. Concrete form removal and backfilling

vi. Site cleanup

6. Environmental Laws/Policies: A NEPA Environmental Compliance Information Form was submitted and approved for the project.

7. Drawings, Designs, Specifications: The specifications for the concrete work are as follows. The downstream end of the rectangular, concrete ditch lining will start approximately 70’ upstream from the Highway 550 culvert opening and extend for about 35’ upstream. The concrete lining dimensions will be approximately 30’ x 12’, located within the ditch bottom. The walls of the ditch lining will be vertical and about 5’ high, with a wall thickness of 6”. The concrete ditch floor elevation will be within 3” at or above the current grade. The most upstream end of the concrete structure will have wing wall sections tied into the ditch bank. The exit or downstream end of the concrete ditch will have perpendicular wall sections into the banks.
