MARCH 2026)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible
Offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Factor 1—Technical Capability
The Government will evaluate the extent to which the proposed subscription meets the requirements of Section 2, including
• federal budget and appropriations coverage;
• legislative tracking and bill-version comparison;
• timely news and analysis;
• congressional information;
• energy-policy coverage;
• search and customized notifications;
• access and licensing for seven users.
The evaluation will also consider activation, onboarding, customer support, and required deliverables.
Factor 2—Past Performance
The Government will evaluate past performance based on the reliability of subscription access and responsiveness of customer support. The Government may contact the reference and consider other available information, including
CPARS. Quoters without relevant past performance information will receive a neutral evaluation.
Factor 3—Price
The Government will evaluate the total price for the base period and all option periods to determine whether the price is fair and reasonable. The evaluation will include all charges necessary to provide the required subscription services for the specified number of users.
Relative Importance of Factors
Technical capability is more important than past performance. When combined, technical capability and past performance are more important than price.
The Government reserves the right to request clarification of any aspect of a quotation. The Government may make award without requesting clarifications; therefore, quoters should submit complete quotations with their best technical approach and most favorable pricing in their initial submissions.
