STATEMENT OF WORK

Tuba City Boarding School

Dormitory Office Building No. 10

Installation of VRF/HVAC System

Updated August 1, 2023

Overview

This requirement is to install new HVAC Variable Refrigerant Flow (VRF) System at Tuba City Boarding School Dormitory Office Building No. 10. All bids shall be submitted through Bureau of Indian Education (B.I.E.) Contract Officer.

The HVAC Project is located on the Navajo Reservation. Tuba City Boarding School is a K – 8 School, located at 306 Main Street in Tuba City, Arizona, Coconino County.

HVAC VRF installation shall comply with current Bureau of Indian Affairs Design Handbook and Energy Savings Requirement.

General Information:

The Dormitory Building # 10 is a single-story building built in 1963 and is approximately 22,435 GSF, with 7,812 SF of footprint. The Dorm building was built to house students, and it consists of sleeping area, lounge, kitchen, restroom, and isolation rooms. The Dormitory Building today is now being utilized as an office space on the first floor and storage on the second floor.

Contractor is required to make a site visitation to assess existing field conditions of the dormitory building and to get acclimated with the structure of the dormitory building and to also evaluate the feasibility of HVAC/VRF installation.

Contractor shall provide an itemized cost breakdown for the VRF/HVAC project per bid process.

Contractor must be a licensed contractor and registered with the government in SAMS to solicit any construction work under the Bureau of Indian Education (BIE) Schools.

The Dormitory Building #10 currently uses Natural Gas for its boiler system.

Statement of Work:

• Contractor shall install new Mitsubishi VRF/HVAC Split System or of equal or better brand at Dormitory Office Building #10. The current heating system is a circulating hot water system from a Boiler system. Swamp Coolers provide cooling in the summer.

• Contractor shall provide design drawings & specifications and submittals, and all other necessary work to properly size and install VRF/HVAC System for Dormitory Building #10.

• Contractor shall provide schematic design engineered drawings indicating locations of HVAC parts such as VRF Compressor units, Heat Pumps, Heat Recovery Units, BC Controllers, Cassettes, Refrigerant lines, Conduit, Outdoor & Indoor units, Main Control Center Thermostat, and all other pertinent parts of a VRF System. Compressor Units shall be mounted or installed at ground level on concrete pads with security fencing in place.

• The Contractor shall inspect and evaluate the electrical requirements for Dormitory Building No. 10 to ensure proper power loads and requirements meet specifications in accordance with NEC. If power source needs to be upgraded, the Contractor shall contact and work with Arizona Public Service (APS), Electric Power supplies to the school with identifying the proper size transformer required.

• Contractor shall test and balance VRF/HVAC system when installation is complete per manufacturer’s recommendations.

• Contractor shall provide UV protection, rust prevention to all new refrigerant lines & pipes.

• Contractor shall replace all broken ceiling tiles that were damaged during HVAC Installation.

• Contractor shall cover up all holes with approved sealant where pipes were removed to keep rodents from entering the building.

• The Contractor will be responsible to install barricades and signage to warn employees and public of the on-going repair/installation work.

• School maintenance staff shall be responsible for moving of furniture, tables, beds, etc.

during construction.

• Contractor shall provide VRF O&M training to school maintenance staff. A 4 hour training shall be conducted by a certified VRF/HVAC specialist.

• Contractor to provide 1 year workmanship warranty form the date of completion.

• Manufacturer to provide 1 year equipment warranty.

Environmental Section:

Contractor shall review the AHERA 3 Year Re-Inspection information provided at the school location, to assess if any Asbestos Containing Materials (ACM) will be impacted during HVAC Installation.

Also conduct a Hazardous Materials Survey, in the event, hazardous building materials is discovered i.e., lead-based paint, mold, lead solder in pipe joints, PCB ballast in light fixtures.

Contractor shall engage a certified project abatement planner/designer to prepare a hazardous building materials abatement (removal) plan in accordance with the Environmental Site Assessment Phase II (ASTM E1903-11) Investigation Report. Then hire a qualified/certified and license abatement contractor to remove all hazardous building materials out of each project work areas and safely dispose of removed materials in an EPA-approved landfill located off Navajo Nation lands.

Furthermore, the successful Contractor will prepare and provide all required deliverables, detailed cost estimate, design documents (biddable documents) work plan, and work schedules to address any environmental abatement concerns and subsequent abatement of identified hazardous building materials from project work areas within the dormitory building and proper disposal of removed waste.

Mobilization:

Contractor shall provide all labor, materials, equipment, supervision, transportation, and all other services to complete project in full.

Contractor shall be responsible for mobilization cost of materials, equipment, office trailer, storage bins and other construction items that need transporting to project site before starting up.

Security Background Clearance:

A background check approval is required from B.I.E. Security before any work is to commence.

All workers are required to wear badges during regular work hours. All workers must wear masks while on campus and during work hours. Contractor jobsite Superintendent shall report to the school’s front office daily to sign-in.

Specifications:

Contractor shall provide professional workmanship in procurement and installation of new VRF System at Dormitory Office Building 10 per drawings and specifications.

The designer shall provide Construction Standard Institute (CSI) 16 Division Format Specifications for the VRF Project(s).

Designer shall provide at minimum, specifications for the following:

Shop Drawing Distribution: Three (3) Set of 100 percent drawings shall be distributed to the following individuals:

2. Tim Clashin, Assistant Principal Tuba City Boarding School Facility Office PO Box 187 Tuba City, AZ 86045

Performance Time & Delivery Dates will be determined after award of task order contract based on a 180-calendar day period of performance:

• NTP issuance

• Draft Shop Drawings & Onsite Review

• Final Shop Drawing Submittals

• Agency Approval of Shop Drawings

• Construction & Installation of VRF

• Testing/Balancing of VFR

• Substantial Completion Inspection

• Punch List Items

Site Visitation:

Contractors are encouraged to visit the project site to assess and acquaint themselves with existing conditions. Site visits may be coordinated through Tuba City Boarding School, Facility Department Office and the Contracting Officer.

Delivery Requirements and Performance Time:

Performance period is 180 calendar days from issuance of Notice to Proceed.

Debris Disposal/Demolition:

The Contractor shall remove all debris generated by of caused by the demolition work in this contract. The Contractor bears all responsibility and all associated or related costs with the removal and disposal of all debris from properties of the United States Government. The Contractor is required to comply with applicable Environmental Protection Agency (EPA), Federal, State, and local Government laws, policies and regulations while engaged in the removal and disposal debris. The Contractor shall transport the debris off the boundaries of the Navajo Reservation to an approved EPA landfill. The Government is not responsible in any way, financially or otherwise, for the success or failure of arrangements for disposal of debris between the Contractor and other parties.

Navajo Nation and State Taxes:

The Contractor is responsible and required to pay Navajo Nation Tribal Tax, which is equal to 6 percent of their total proposal amount. In addition, the Contractor shall also pay local and state gross receipt taxes.

Insurance Requirements:

The Contractor shall assume full responsibility for accidents to himself and his employees.

Certified Weekly Payrolls:

The Contractor is required to submit weekly-certified payroll to the Government for the term of the project.
