About this file

This Statement of Work (SOW) details a design-build project for installing five emergency strobe towers at Haskell Indian Nations University (HINU) in Lawrence, Kansas. The Bureau of Indian Education (BIE) requires a contractor to design and install cellular communicating strobe towers with 2-way voice communication, mass notification, audio, and camera capabilities that will interface with the existing campus security system. The towers, specified as Alpha Communications Alpha TPC-1 9'-0" tall emergency blue strobe towers or equivalent, must comply with ADAABAAG requirements and be weather and vandal-resistant.

The project has a 260-calendar day performance period from the notice to proceed, with the contractor responsible for comprehensive design, electrical wiring, utility routing, structural foundations, and site restoration. Key requirements include providing A/E services, creating construction documents at 70%, 99%, and 100% stages, submitting detailed designs for approval, and verifying underground utility locations. Background clearance will be required for two contractors, and all employees must complete a safety orientation. The contractor must submit monthly invoices, provide project references, and coordinate closely with the Contracting Officer and Contracting Officer's Representative throughout the project.
