Scope of Work
Project: Replacement of East Banks Fence from Bridge St Gate to S. end of Riverbank Rd.
Fence and Gate Repair and Replace, Bridge St./Lothrop St. gate to South end of
Riverbank Rd.
Saugus Ironworks National Historic Site, Saugus, MA, PMIS 244800b and
244800c
1) Location and Significance
Saugus Ironworks National Historic Site (SAIR) preserves the history of the first successful Iron
Works in the United States. The site is approximately 9 acres. Access to individual work may be restricted due to presence and location of historic gates and structures at SAIR in the area at the corner of Bridge Street and Lothrop Street, and continue to the end of the chain link fence down past Riverbank Road next to the Saugus River, Saugus, MA 01906. The length of fencing is 710’ in total.
2) General Intention and Overview
The purpose of this contract is to remove and replace the existing fences and gates with a mix of a new yellow cedar fence on one stretch, and black chain-link in another, as specified by location within the contract documents. Awardee will provide supervision, labor, management, supplies, equipment, disposal of materials and any other services required to complete the project as described below. Any questions or concerns should be brought directly to the Contracting Officer (CO) or Contracting Officer’s Representative (COR). The project take place at Saugus Ironworks NHS. Since the separate fences differ in construction and location, each section has been broken down into its own segment, clarifying what is to be expected for each section of fence. At the beginning and end of the document the overall guidelines and responsibilities of the awardee are laid out and must be followed for all 3 sections and at
Saugus Iron Works-NHS.
3) Site Visits
The SAIR site is open to the public allowing any potential candidate the opportunity to walk around and examine the extent of this project in closer detail at their leisure prior to scheduling a site visit. Scheduled site visits will be announced on the Request for Quote.
4) Measurement and Source Documents
Location and measurements of existing fence lines and gates must be measured and documented prior to any removal. Fence lines run close to historic structures and paved walkways. The awardee is responsible for any damage to these structures and must take great care during the removal of fencing and installation of new materials. The Contracting Officer’s
Representative (COR) will make the final determination on construction details and materials of the new components.
The measurements included in this document are close approximations. The awardee is responsible for taking their own measurements and shall verify all measurements and quantity of materials, along with relevant source material, to develop a clear understanding of the proposed project and associated issues. Any questions or concerns should be directed to the
CO or COR.
Awardee will provide the following minimum documentation at the completion of the project:
1) Copies of any shop drawings created for execution of the project.
2) As-built drawings of the completed fences in printed or electronic format.
3) Fastener schedule if all details are not shown in “as-built drawings” that show all relevant details, must indicate type, size, material, location of all fasteners.
5) Description and Details
5)1) Base Contract- Fence and gate repair and alteration from Swing gate (included) at the
Corner of Bridge and Lothrop Street, to East post of the swing gate located at Riverbank Road
(not included) approx. 350’.
Project Summary: The approx. 350’ feet of existing fence in this location is chain-link construction. The new fencing will be similar in appearance to the 4’ random width pine fencing running the perimeter of central St. However, this new fencing will be constructed of Yellow Cedar picket’s of mixed width using a combination of 1”x6”x6’, 1”x8” x6’ and 1”x10x6’ sizes.
The width of these pickets should match those of the central St. Fence and the height of these pickets shall be 6’. Rails connecting the post spans will be 1”x10” with length cut to match each span. The spanning between posts averages 8’ but varies post to post. The new wooden fencing will sit at least 2” above ground level to decrease rot and prolong the life of the boards.
Existing posts will be reused apart from 3 posts that need replacement and 2 posts that need to be installed. The Post which requires replacement is located 240 feet south of the swing gate at the corner of Lothrop and Bridge Street, Post 26 from North to South. Post 26 (shown above), is leaning and needs to be reset. The other 2 posts which require replacement are the 2 posts left and right at the swing gate located at the corner of Lothrop and Bridge Street, which currently hold the 2 gate panels. These 3 combined posts will be installed using a 12” diameter and 40” depth concrete footing, installed using a sona-tube, and minimum ground disturbance will be required. 5” of pea stone will be installed at the base of each footing to allow for proper drainage. The digging of these post holes will be monitored by an NPS archeologist, at a time agreed to by awardee and COR. COR must be notified at least 48 hours prior to any ground disturbance or digging/ground disturbance. 2 new posts will be installed at both sides of swing gate, located at the Corner of Bridge and Lothrop Street. These 2 new posts will be installed roughly 94” inward from the existing fence line, exact location to be confirmed by COR during performance of the work. Their purpose is to act as a stop for each gate door to open roughly 90 degrees and be latched in an open position. These new posts will be 4”x4” Pressure treated clear fir; with 40” above ground level. A Latch will be installed to match the finish of the new gate at this location and used to hook the gate open at each side of the Swing gate.
A new double swing gate, 2 approx. 7’ wide gates, will be installed to replace the current gate located at the corner of Lothrop and Bridge Street. This swing gate will be comprised of a new metal welded frame, with the dimensions of each doors being roughly 72”x 72”, measured and fit on site; and the rails and cedar boards will be installed to match the existing style of the surrounding fence.
All metal posts, new and re-used, in the Base portion of this fence contract, shall be cut to a 72” height and capped with galvanized steel cap. New Cedar posts will be secured to steel posts with the use of U brackets. All metal fencing components, new and re-used, will be prepared including removal of any corrosion and rust scale, primed and painted with a paint system fully compatible with Galvanized steel and following all manufacturer’s recommended procedures and application details. The finish color will be brown to match the anticipated weathered cedar finish. At a minimum each post will be cleaned and scuffed to ensure the metal primer will adhere properly. Primer must be compatible with galvanized metal. Each metal post will receive 2 coats of paint and primer if recommended by the manufacturer.
All Nails associated with the Base portion of this contract, will be hot dipped galvanized, clenched, with size, length, type matching the existing fence along Central Street. Other fasteners used for hardware installation will be hot dipped galvanized or stainless steel.
There is a trough of pea stone that follows the fence line to alleviate splash back during heavy rains. The awardee will straighten and level it as part of this project. This area is roughly 12” wide and follows the footprint of the fence line. New pea stone will be supplied to match existing where it needs to be replenished.
1B. Demolition: Demolition of the fence shall be conducted with great care, not to damage existing posts or any structure that will remain, or adjacent buildings, trees or the NPS or neighbors’ property.
1B.1) Material Disposal: It is the responsibility of the awardee to arrange and take care of all aspects of material disposal. There is space in the rea East Banks Area for up to a 30-yard dumpster. (see map image)
1B.2) Termination points: The fence is anchored to the South post of the swing gate located at the corner of Bridge Street and Lothrop Street, and is also anchored to the East post of the swing gate located at Riverbank Road. The fence Is also anchored by to posts every approx. 8’ foot section post using brackets. (see images below).
1B.3) Wood Preservation: All wood components once manufactured and before installation will be sprayed with two coats of a water-based wood preservative (Seal-Once) which will be supplied to the awardee by the National Park Service.
1B.4) Rails: Rails are constructed of 1”x10” boards approximately 10’ in length. These boards are staggered so that top and bottom rails do not end on the same post. Ends of rails are butted with a 45-degree angle and placed so that the center of the board lines up with the center of the post. 45-degree butts will be in the same location as existing.
5)2). Option 1- Fence repair and alteration including the Swing Gate at Riverbank Road
(included) and ending past the turnaround approx. 35’ feet south of the Carpenter shop, approx. 100’ length.
Project Summary: All of the existing galvanized chain link on fence and gates will be removed and replaced with a black vinyl coated galvanized chain link, of the same gauge as existing. This section is approx. 100’ total, and has 3 gates, one double swing gate approx. 82” width each gate, and two 170” sliding gates. All posts (except as noted below), hardware, and gate frames will remain intact. All metal fencing components except the chain link, new and re-used, will be prepared including removal of any corrosion and rust scale, primed and painted with a paint system fully compatible with Galvanized steel and following all manufacturer’s recommended procedures and application details. The finish color will be black to match the chain link. At a minimum each post will be cleaned and scuffed to ensure the metal primer will adhere properly. Primer must be compatible with galvanized metal. Each metal post will receive 2 coats of paint and primer if recommended by the manufacturer. There are 4 known posts that need replacement here. These four posts (see image above) are located at the turn around approximately 35” feet past the Carpenter shop, posts 14, 15, 16, and 17
Starting from the west post of the swing gate at Riverbank road and running South down
Riverbank Road. These posts will be reset using the existing holes, a 12” diameter sona-tube, and 40” depth, to get below the frost level. Any component that is visibly damaged, not working, or corroded beyond 1/3” of its dimension when new will be replaced. Minimum amount ground disturbance is necessary and will require 48 hours notification and schedule coordination with the COR prior to commencement of work as any ground disturbance must be monitored by an archeologist. There is one cross rail which needs replacement located on the
North positioned Sliding gate adjacent to the Assembly Shop (approx. 20 feet south of the
Riverbank Rd. Swing gate), due to being bent inward (image located above).
2B. Demolition: Demolition of the fence shall be conducted with great care, not to damage neighbors’ property.
2B.1) Material Disposal: It is the responsibility of the awardee to arrange and take care of all aspects of material disposal. There is space in the rear East Banks Area for up to a 30-yard dumpster. (see map image)
2B.2) Termination points: The fence is attached by brackets to the West post of the swing gate located at the Riverbank Road adjacent to the Assembly Shop and is anchored by every Approx.
8 ‘foot section post with hardware (see images below).
5)3). Option 2- Fence repair and alteration between turn around, approx. 35’ feet south of the Carpenter Shop on Riverbank Road (where option 1 terminated), South alongside Riverbank
Road to the end of that fence, including one swing gate, approx. 260’ foot total distance
Project Summary: The existing chain link will be removed, and replaced with black vinyl coated galvanized chain link, of the same gauge as existing, over a 260’ foot length including fence and gates. There is one double swing gate in this section, that has two approx. 58” gates. All posts and hardware and gate frames will remain except for 1 bent upper rail located 240 feet south of the swing gate adjacent to the assembly shop, post 24 from North to South, near the far South end of the fence. Any component that is visibly damaged, not working, or corroded beyond 1/3” of its dimension when new will be replaced. The current dimensions including length and height will remain the same. There are no known posts and footings that need to be replaced.
3B. Demolition: Demolition of the fence shall be conducted with great care, not to damage neighbors’ property.
3B.1) Material Disposal: It is the responsibility of the awardee to arrange and take care of all aspects of material disposal. There is space in the rea East Banks Area for up to a 30-yard dumpster. (see map image)
3B.2) Termination points: The fence is anchored by every approx. 8’foot section post, beginning on the opposite side of the post that Option 1 terminates; to ensure no breaks in the fence line. The fence sections ends in the woods approx. 60’ south off Riverbank Road alongside the Nature Trail. (see images below).
5)4). Option 3 - Replace one post, 6’ or 8’, set in concrete if an unknown post is found to need replacing
Project Summary: If a post is found during the course of this project that needs replacing but was not already identified, it will be replaced using the existing holes at 12” diameter and 40” depth using sona-tubes, and crushed pea stoned at bottom 5” for proper drainage. Post will be installed true to vertical and will match existing diameter and height of the post being replaced(or 6’ above grade for base section). Any post discovered which may need replacement should be brought to the attention of the COR, prior to replacement, as ground disturbance requires monitoring by an archeologist and a contract modification must be processed. Please state the cost to replace one post if any not previously identified are found needing replacement during performance.
5)5) Mock-up: For each section (base, option 1 and option 2) The awardee will take 10 detailed photographs of each fence section and email these to the COR prior to removing any fence section, and they will provide a mock-up of one post and one fence section for COR approval prior to performing the remainder of that section. The COR will provide approval, or comments for adjustments, within 2 business days of receiving the mock-up. If adjustments to the mock-up are required, COR response will be within 2 business days after each time the awardee provides a mock-up for approval.
