SOLICITATION NARRATIVE
1. The Army Contracting Command – Rock Island (ACC-RI) hereby issues Solicitation W519TC23Q2340 for the procurement of Edwards Vacuum Pump, in support of the Rock Island Arsenal- Joint Manufacturing and Technology Center (RIA-JMTC). This Solicitation is issued in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).
The Government intends to award one (1) Firm Fixed Price purchase order to the lowest price, responsive, and responsible contractor whose quote conforms to the terms and conditions of the solicitation and represents the lowest total evaluated price.
Contractors are responsible for providing their best price at the time of the quote submission. Contractor’s responsibility will be determined as outlined in FAR 9.104-1. The Government intends to evaluate proposals and issue an award without discussions with Offerors (except for clarifications as described in FAR 15.306(a)).
Close date is 1 July 2024, at 1000 Central time.
2. All offerors must complete the following provision contained within this solicitation if they have not completed it within the System for Award Management (SAM). Failure to comply may result in your firm being considered noncompliant.
FAR 52.204-24 - Representation Regarding certain Telecommunications and Video Surveillance Services or Equipment.
3. Quotes shall include delivery to Rock Island Arsenal, IL 61299.
4. Payment will be made by the Defense Finance and Accounting Service (DFAS) via Wide Area Workflow
(WAWF).
5. On time delivery is critical. Therefore, the contractor must adhere to the delivery requirements indicated in this purchase order. Failure to comply with the contractual delivery schedule after award may result in termination of the order or require consideration if the Government elects to extend your delivery. The Government is not required to extend your deliver schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflict, etc., are not acceptable excuse for failing to meet your delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and/or Contracting Officer designated in this purchase order prior to being late.
Contractors must provide written notice of what the delay is, the new proposed delivery schedule, and offered consideration for the delay for Government consideration. If the Government elects to extend your delivery, a formal modification will be implemented.
It is the responsibility of the contractor to ensure they are providing quality products that conform to the purchase order terms and conditions (to include delivery schedule). Delivery of non-conforming products results in delivery/acceptance delays and increased cost to the Government.
Early Delivery is acceptable, if at no cost to the Government.
