PERFORMANCE WORK STATEMENT (PWS)
For
The 2ID Heritage Restoration By Providing The Repainting And Repairing
Of Six Armored Vehicles And Three Howitzers
Part 1 General Information
1. GENERAL:
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform restoration works as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: In order to well preserve the 2nd Infantry Division’s Heritage which is representing Division’s proud and long history, the 2nd Infantry Division Museum is requesting a maintenance service. Shortage of manpower and NCOs decreases the ability for the 2nd Infantry Division to properly program maintenance timelines and service schedules. In a sense we are in the “reactive mode” and not the “proactive mode” in the 2nd
Infantry Division’s maintenance arena. The contract maintenance will give the 2nd Infantry Division and its
Museum ability to commence maintenance and establish protection schemes of macro artifacts.
1.3 Objectives: Repainting and repairing of historic 6 armored vehicles and 3 howitzers as below. 1x BTR-50P, Armored Personnel Carrier; 1x M60A3 Patton, Main Battle Tank; 1x M46 Patton, Medium Tank; 1x T-54, Main
Battle Tank; 1x BTR-152, Armored Personnel Carrier; 1x 3M6 SHMEL on 2P26 Launch Vehicle; 1x Type 91, 100mm Howitzer Towed Artillery; 1x ZiS-3, 76mm Divisional Gun, M1942; 1x M1A1 75mm Pack Howitzer.
1.4 SCOPE: The Contractor shall provide all necessary skilled personnel, supervision, equipment, and tool sets
(general hand tools), personnel safety equipment (safety glasses, shoes, coveralls, and gloves), materials, transportation, and other items and services necessary to conduct the maintenance services in accordance with the work instructions described below.
1.4.1. The contractor shall establish the enclosed working space with scaffold, fence and/or tarp to control scattering of particles of dust and paint for protecting environment.
1.4.2. The contractor shall wash thoroughly all armored vehicles and howitzers using high pressure water jet to remove rust, dust, and oil stains on surface, and thence sandblast, strip, and sand the surface until the original primer is exposed.
1.4.3. The contractor shall provide repair works on any flaws and damages by installing new panels, welding, or using body filler.
1.4.4. The contractor shall provide devices of leak oil collectors under M46 Patton tank and T-54 tank.
1.4.5. The contractor shall provide wood spoke wheels on Type 91, Japanese 100mm howitzer.
1.4.6. The contractor shall apply thoroughly epoxy primer and finish coatings on body of vehicles and howitzers, and stencil all existing markings, apply cleaner and protectant to all rubber tires, and install each signboard in front.
1.4.7. The contractor shall comply with workflow, stated in the above articles 1.4.1 thru 1.4.7 and proceed to next step, such as clean, sand blast, paint, etc. with approval of Contracting Officer Representative (COR). In addition, abrasive blasting media and remediation shall be approved by Contracting Officer Representative (COR) and, or
DPW Environmental division prior to work.
1.5 Period of Performance: The period of performance shall be for one month; after getting the contract awarded, the contractor shall commence the service within a week.
1.6 Quality Control Program
1.6.1.1 QUALITY CONTROL. The contractor is responsible for quality control of its performance under this contract. (FAR 52.246-1) The contractor shall establish a complete Quality Control Plan
(QCP) that identifies potential and actual problem areas in providing requirements of the contract as specified and describes corrective action that will be taken throughout the life of the contract (CDRL
A004). The initial QCP shall be provided to the COR within 7 days of contract award and shall be updated thereafter to maintain an effective and efficient quality control program. The Government (the contracting officer and the COR) will make final review and acceptance of the QCP (after negotiating any needed changes) within 7 days after the contract is awarded. The basic tenet of the plan is that the contractor is responsible for quality control. All methods, procedures, metrics, and forms shall support this concept. The Government reserves the right to witness, participate in, or perform any activities associated with conformance to performance requirements. The quality control plan shall provide an overview of the contractor’s quality program, provide a work breakdown structure chart, and demonstrate direct accountability to the company’s senior management. The quality control plan shall cover all requirements detailed in this contract but should pay particular attention to the requirements identified in the performance requirements summary. The quality control plan shall include at a minimum:
o A training program overview that identifies how the contractor will prepare their workforce for performance of services required by the contract and how they address the training needs as a result of any employee turnover.
o Identify a method acceptable to the government of ensuring accuracy and timeliness of any financial submissions (to include invoices) that would minimize rejections of these documents for inaccuracy, incompleteness, or time constraints.
o Identify a process that utilizes early \ proactive problem detection and intervention to preclude impact to performance of the requirements of this contract.
