About this file
This solicitation is for laboratory analytical services to support environmental sampling and reporting requirements at the McAlester Army Ammunition Plant in Oklahoma. Services include analyzing groundwater, surface water, sediment, and soil samples from open burning grounds, demolition areas, a landfill, and fuel farm for explosive compounds, metals, nitrates/nitrites, and other analytes.
The contractor must provide analytical testing for samples from 30 monitoring wells, 10 surface water locations, 10 sediment locations, and 6 landfill wells. Tests include perchlorate, explosives detection, metals, nitrates/nitrites, VOCs, SVOCs, and other analytes specified in tables by matrix and method. The contractor will submit results to the Oklahoma Department of Environmental Quality and cooperate with third party data validation. The base period of performance is August 2023 through July 2024 with an option to extend for one additional year. Pricing is firm fixed price and proposals are due by specified dates.

ADDITIONAL INFORMATION
LABORATORY ANALYTICAL SERVICES
SCOPE OF WORK
The McAlester Army Ammunition Plant (MCAAP) must conduct semi-annual multi-media sampling and report results to the Oklahoma Department of Environmental Quality for three Solid Waste Management Units (SWMUs), MCAAP-025 (Open Burning Grounds), MCAAP-027 (Old Demolition Area) and MCAAP-028 (New Demolition Area), and the New Landfill and Fuel Farm. The Open Burning/Demolition Areas are used to treat bulk explosives, explosive-filled munitions, explosive-contaminated materials, and off-specification items. The New Landfill (Landfill) receives industrial solid waste generated on MCAAP. The Fuel Farm stores bulk fuel for use on MCAAP.
Primary Objective: The contractor will provide laboratory analytical services for the semi-annual Open Burn/Open Detonation (OB/OD) Areas, Landfill, and Fuel Farm sampling events. Laboratory analytical results will be submitted to the Oklahoma Department of Environmental Quality.
1.1. Sampling. MCAAP personnel shall complete low-flow method groundwater sampling at 30 existing monitoring wells (Monitoring wells MW-NDG-01 through MW-NDG-17 and MW-ODA-1 through MW-ODA-11).
Groundwater samples must be submitted for the analysis of Perchlorates (Open Burning Grounds only), Total Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag), energetics including explosive compounds, semi-volatile organic compounds (SVOCs) (Open Burning Grounds only), and Nitrate/Nitrite.
• 7 samples – Open Burning Grounds
• 1 Field Duplicate sample – Open Burning Grounds
• 10 samples – New Demolition Area
• 1 Field Duplicate sample – New Demolition Area
• 9 samples – Old Demolition Area, 4 additional monitoring wells do not historically produce enough sample
• 1 Field Duplicate sample – Old Demolition Area
• Field Duplicate Samples: 10% of the total number of surface water samples collected will be duplicate samples.
See Sampling Analysis Plan. (U.S. Army Public Health Center April 2016) Table 3-7 for groundwater sampling quantities.
