Description of Work

The contractor shall provide all labor, transportation, materials, equipment, supervision, and incidentals necessary to:

1. Base Items:

• Work includes Road Reconditioning (Brushing, Cleaning Ditches, Grading, Rocking, installing rolling dips, and pothole repair), Subgrade reinforcement (with Geogrid), Culvert replacement and installation.

• Round Valley Road work includes subgrade reinforcement with geogrid, rocking, grading, brushing, cleaning ditches, one culvert replacement and two new culvert installations.

• Copco/Big Bend Road work includes rocking, grading, brushing, cleaning ditches, pothole repair and one culvert replacement.

• Frain Ranch Road work includes rocking, grading, brushing, cleaning ditches, and one culvert installation.

• Onion Springs, National Knob Mainline and Kakapo Roads work includes rocking, grading, brushing, and cleaning ditches.

• Road Reconditioning is intended to perform brushing and cleaning ditches for maintaining line of sight and drainage on the identified road systems. Limits for brushing are shown in the plans, as are standard dimensions for ditches.

• ‘Spot rocking’ is intended to add rock as needed to sections of road that have decent but worn aggregate surfaces and need more aggregate were the surface has thinned.

Average depths of surfacing were used to estimate quantities of rock to be placed on these sections.

• Estimated quantities for the base bid are shown on Sheet 5 of the attached plans.

2. Option Item 1: CCC Road work includes subgrade reinforcement with geogrid, rocking, grading, brushing, cleaning ditches, and replacement of three concrete fords.

Location: Work under this contract is located in Klamath County, Oregon, in the Klamath Falls Resource Area of the Lakeview District, Bureau of Land Management (BLM). The work location is shown on the drawings.

Applicable Standard Specifications

The General Requirements (Division 100) and the applicable sections of Divisions 150 through 700 of the Federal Highway Administration’s "Standard Specifications for Construction of Roads and Bridges on

Federal Highway Projects, FP-14, U.S. Customary Units" of the U.S. Department of Transportation, Federal Highway Administration apply to this project as modified by these Special Contract Requirements and Contract Clauses contained in the contract. Unless otherwise noted, all reference headings in these Special Contract Requirements refer to divisions, sections, subsections, articles or paragraphs of the Standard Specifications, FP-14. The Contractor shall keep a copy of FP-14 on site during all construction for this project.

PREFACE

Delete the Preface and substitute the following:

These Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects are issued primarily for constructing roads and bridges on Federal Highway projects under the direct administration of the Bureau of Land Management. These specifications are cited as "FP-14" indicating "Federal Project" Standard Specifications issued in 2014 and contain both United States Customary and Metric units of measure.

When designated in a contract, the FP-14 becomes part of the contract and binding upon all parties to the contract. Construction contracts of the Bureau of Land Management are also governed by the following regulations:

● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter 1

The FAR regulations are not included in the FP-14. A complete copy of the FAR is available from the Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.

U.S. Customary units of measure are used in the FP-14 as provided in the November 25, 2008 Memorandum from Jeffrey F. Paniati entitled Update on Metric Use Requirements for FHWA Documents. Metric units are noted in parentheses following the U.S. Customary Units. The references to Metric or Metric units apply only when the project or portion of the project expressly calls for Metric units of measure.

Manual scales may be used if approved in writing by the CO and if the method of weighing meets all other contract requirements. For aggregates weighed for payment, adjust scale weights of material to deduct the daily average moisture content in excess of 2 percentage points over optimum moisture as determined by AASHTO T 99 or the designated compaction method. If moisture determination is necessary, determine the daily average moisture content in accordance with AASHTO T 255, from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighed.

Section 207. – EARTHWORK GEOSYNTHETICS

Delete in its entirety and substitute the following:

207.01 DESCRIPTION

A. The geocomposite shall consist of a geogrid heat bonded to a nonwoven geotextile for the purposes of aggregate stabilization, separation and filtration.

B. The geogrid shall be composed of a single layer and integrally formed with triangular apertures and high-profile ribs exhibiting significant dimensional stability through all ribs and junctions of the geogrid structure. The geogrid shall maintain its reinforcement and aggregate confinement capabilities under repeated dynamic loads while in service. The geogrid shall also be resistant to ultraviolet degradation, damage under normal construction practices and all forms of biological and chemical degradation normally encountered in road construction. Geogrid layers shall be placed as directed by the Engineer. The geogrid should be sized appropriately to interlock with the specified aggregate.

C. The geotextile shall be a needle-punched nonwoven geotextile made of 100% virgin polypropylene staple fibers, which are formed into a random network for dimensional stability. The geotextile must resist ultraviolet deterioration, rotting, biological degradation, naturally encountered alkalis and acids. The geotextile must be certified by the National Transportation Product Evaluation Program (NTPEP).

207.03 MATERIALS

A. The geocomposite should be lightly laminated between geogrid and geotextile to facilitate good quality interlock of aggregate. The geogrid should extend 3-6in outside the edges of geotextile to ensure interlock between aggregate and geogrid on the overlapped edge. Any geocomposites where the geotextile extends outside the edge of the geogrid will not be considered.

B. The geogrid shall be integrally formed through punching and drawing of extruded sheets of polypropylene. The geogrid shall be oriented in three substantially equilateral directions so the resulting ribs have a high degree of molecular orientation which continues at least in part through the mass of the integral node.

C. The resulting geogrid structure shall have apertures that are triangular in shape, and shall have ribs with depth-to-width ratios greater than 1.0.

D. The geocomposite shall have typical characteristics shown in the table below, and shall be certified in writing by the manufacturer to meet these characteristics.

207.04 ALTERNATE GEOGRID MATERIAL

Alternate geogrid materials may be considered if they meet or exceed the design criteria of the project. Such materials must be pre-approved in writing by the Engineer. For alternate geogrid materials not meeting all the requirements of Section 207.03, alternate material packages must be submitted meeting or exceeding the design criteria of the project to the Engineer a minimum of 14 days prior to the bid date, and must include, as a minimum, the following:

1. Validation in writing from the authors of the design methodology (Dr. Jie Han and / or

Dr. J.P. Giroud) that the specific geosynthetic is calibrated to the Giroud – Han (G-H) equation, through the review of the manufacturer’s calculations and full-scale testing by Drs. Giroud and Han. Comparison to another geosynthetic with similar index properties that has been calibrated and validated to G-H method will not be accepted as validation to the design method, as required by the authors of the methodology.

2. Test results from full-scale wheel and / or plate load testing performed on the specific product(s) to evaluate performance, evaluating ruts between 40mm and 100mm.

3. A design signed and sealed by a professional engineer registered to practice in the state that the project is located that incorporates the performance benefits of the submitted geogrid through full-scale wheel or plate load testing based on the site specific conditions of the project.

4. Five case histories, on the specific product being supplied, that demonstrate the product performs as intended in similar applications and holds up under normal construction activities.

5. A sample of the alternate geogrid material and certified specification sheets.

Recommended installation instructions and additional information as requested by the Engineer to fully evaluate the application.

6. In-air index testing of geogrid properties, or explanations of performance based on in-air index testing of geogrid properties are not sufficient to understand the complex mechanisms involved in soil/geogrid interaction and/or the performance of MSL’s.

Therefore, no acceptance of alternates based on material property comparisons or explanations of performance based on in-air testing of geogrid properties will be allowed.

7. No performance shall be attributed to the bond between the geogrid and geotextile.

207.05 MATERIALS

A. Storage and Protection

1. Prevent excessive mud, wet concrete, epoxy or other deleterious materials from coming in contact with and affixing to the geocomposite materials.

2. Store at temperatures above -20 degrees F (-29 degrees C).

3. Rolled materials may be laid flat or stood on end.

4. Geocomposite materials should not be left directly exposed to sunlight for more than

6 months or as recommended by the manufacturer.

B. Examination

1. The Contractor shall check the geocomposite upon delivery to verify the proper material has been received. The geocomposite shall be inspected by the Contractor to be free of flaws or damage occurring during manufacturing, shipping, or handling.

207.06 EXECUTION

A. Preparation

1. The subgrade soil shall be prepared as indicated on the construction drawings or as directed by the Engineer.

B. Installation

1. The geocomposite shall be installed with the geogrid facing up.

2. The geocomposite shall be installed at the proper elevation and alignment as shown on the construction drawings.

3. The geocomposite shall be installed in accordance with these plans and specifications and any installation guidelines provided by the manufacturer or as directed by the Engineer.

4. The geocomposite may be temporarily secured in place with ties, staples, pins, sand bags or backfill as directed by the Engineer.

5. Aggregate shall be placed and compacted in accordance with the local Department of Transportation standards. Aggregate shall be placed, spread and compacted in such a manner that minimizes the development of wrinkles in the geocomposite and/or movement of the geocomposite.

6. A minimum loose aggregate thickness of 6 inches is required prior to operation of tracked vehicles over the geocomposite. Turning of tracked vehicles should be kept to a minimum to prevent tracks from displacing the aggregate base material and damaging the geocomposite. When underlying subgrade is trafficable with minimal rutting, rubber-tired equipment may pass directly over the geocomposite reinforcement at slow speeds (less than 5 mph). Sudden braking and sharp turning movements shall be avoided.

C. Inspection and Repair

1. The Owner or Owner's representative may randomly inspect geocomposite before, during and after (using test pits) installation.

2. Any damaged or defective geocomposite (i.e. frayed coating, tears, etc.) will be repaired by removal of affected area and patching using new material with a minimum three foot overlap beyond the limits of the affected area.

3. Any roll of geocomposite damaged before, during and after installation shall be replaced by the Contractor at no additional cost to the Owner.

207.07 MEASUREMENT AND PAYMENT

This work will be measured and paid for by the square yard, completed in place. No allowance will be made for overlap, splices or material cut off or wasted. Different manufacturer's overlap and splicing requirements for the intended application may vary. Payment for Earthwork Geosynthetics will include furnishing the material, labor, and equipment required to furnish, place and anchor the geocomposite, and any hand work necessary to establish grades, make geocomposite splices, and repairs to protective coatings.

Section 303. – ROAD RECONDITIONING

Construction Requirements

303.03-303.04 Work under this pay item includes: Removal of vegetation to the limits shown in the plans and cleaning debris and reshaping the ditches to the slopes and dimensions shown on the plans.

Add the following:

o This work shall consist of the removal of vegetation from the road prism-variable distance, and inside curves in accordance with these specifications and conforming to the lines, grades, dimensions, and typical cross sections shown on the Roadside Brushing Detail Sheet, at designated locations as shown in the plans or reference Standard Roadside Brushing Detail in plans.

o Roadside brushing may be performed mechanically with self-powered, self-propelled equipment and or manually with hand tools, including chain saws.

o Vegetation cut manually and or mechanically less than 7 inches in diameter at DBH shall be cut to a maximum height of 2 inches above the ground surface or above obstructions such as rocks or stumps on cut and fill slopes and all limbs below the 2 inch area will be severed from the trunk.

o Vegetation shall be cut and removed from the roadbed between the outside shoulder(s) and the ditch centerline and such vegetation shall be cut to a maximum height of 2 inches above the ground and running surface. Limbs below the 2-inch area will be severed from the trunk. Sharp pointed ends will not be permitted. Cuts shall be parallel to the ground line or running surface.

o Trees in excess of 7 inches in diameter at DBH shall be limbed, so that no limbs extend into the treated area or over the roadbed to a height of 14 feet above the subgrade of the roadway on cut and fill slopes, within the road prism-variable distance. Limbs shall be cut to within 1 inch of the trunk to produce a smooth vertical face. Removal of trees larger than 7 inches in diameter for sight distance or safety may be directed by the COR/PI.

o Inside curves shall be brushed out for a sight distance of 200 feet chord distance. Overhanging limbs and vegetation in excess of 1 foot in height, shall be cut within these areas.

o Self-propelled equipment shall not be permitted on cut and fill slopes or in ditches.

o Debris resulting from this operation shall be scattered downslope from the roadway. Debris shall not be allowed to accumulate in concentrations.

Debris in excess of 6 foot in length and 2 inches in diameter shall not be allowed to remain on cut slope, ditches, roadways, or water courses, or as directed by the COR/PI.

o Sections of roadway to have vegetation removed will be marked at start and stop points with pieces of red ribbon.

o Mechanical brush cutters shall not be operated when there are people or occupied vehicles within 400 feet of the immediate operating area.

o Traffic warning sign shall be required at each end of the work area. Signs shall meet the requirement of the Manual on Uniform Traffic Control Devices (MUTCD).

303.06 Gradations for surface aggregate shall conform to AASHTO T 27/11. Gradations meeting requirements of FP-14 and ODOT Standard Specifications are acceptable.
