Award Selection Process:

Award will be made in accordance with FAR Part 13 to the offeror that provides the best value that meets the technical capabilities.

The Government anticipates awarding a firm-fixed price contract to the responsible offeror whose proposal conforms to the solicitation and represents the best value to the Government, based upon an integrated assessment of the evaluation factors listed below. The Government will consider: Technical Approach / Project Management, Past Performance, Applicable Industry Standards, Inspection and Acceptance Processes, Safety, Insurance Requirements, and Price. The factors listed below are in descending order of importance.

When combined, all other evaluation factors are significantly more important than price. However, price will contribute substantially to the selection decision. The evaluated price will not be rated or scored but will be a consideration for reasonableness in the final source selection decision.

The Government reserves the right to award to a technically capable offeror who is not the lowest price.

1) Technical Approach /Project Management – please limit to 12 pgs. (non-price) (pass/fail)

a. Provide written treatment approach including methods, products, and materials anticipated for use in addressing the treatment needs of the skylight. Methods should be explained in sufficient detail to make judgement as to its appropriateness for this object.

b. Provide anticipated workplan and timetable; description of site where work is to take place; methods of storage of objects if objects are at contractor’s site; sequence of work.

c. Proposal must include details on how the glass/related stained glass skylight components will be protected and packed for transport back to Thomas Edison National Historical Park (Glenmont) when the conservation work is complete. Contractor shall ensure NPS property is packed in such a way that the property is secure and protected from damage from handling, vibrations, moisture, weather hazards, and all other causes. Strategies such as padding and plastic wrapping shall be used to provide optimum protection for NPS property from the time it is removed from its current location at Morristown NHP to the time it is placed in the Glenmont conservatory at Thomas Edison’s home, Glenmont.

d. The offeror’s team shall have a qualified conservator, identified as the Prime Contractor, with a minimum of three years of stained-glass conservation training obtained through a degree program or a comparable period of apprenticeship with a reputable conservation services provider. This qualified conservator shall also have experience in conformance with the American Institute for Conservation (AIC) Code of Ethics and Guidelines for Practice (website address -http://www.conservation-us.org/docs/default-source/governance/code-of-ethics-and-guidelines-for-practice.pdf ) and conform to AIC standards. Applicant shall also demonstrate familiarity with the NPS conservation and preservation standards and the Secretary of the Interior Standards for the Treatment of Historic Properties (See NPS Museum Handbook at https://www.doi.gov/museum/nps-handbooks and https://www.nps.gov/tps/standards.htm for more information) and conform to these standards.

2) Past Performance – please limit to 5 pgs (non-price) (pass/fail)

a. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful operations and maintenance of a similar contract, to include scale and complexity.

b. Offeror must provide at least 3 narrative examples and points of contact for projects of similar past work carried out in the past 10 years. Offeror shall have demonstrated successful treatments of objects similar in size, condition, and historical value.

At least one of these examples must include conservation of a stained-glass architectural element from the historic period of circa 1880—1947.

i. Please note that all past performance work cited to meet this requirement must also be conservation work performed on stained glass features that are part of an AAM accredited museum collection (or equivalent) or are part of a historic structure identified on the National Register of Historic Places.

ii. Please note that conservation work performed on stained glass elements from a private residence, a local church, a local historical society, or a local municipal building does not meet this requirement. In this case, local is defined as not being nationally significant.

c. Offeror must provide evidence of this past performance work in their bidding proposal, in order for their bid to be considered.

Offeror must provide:

i. the name of the institution where this work was performed,

ii. the institution’s address, telephone number, that project’s point of contact, P a g e | 4

Point of Contact: Alicia Dunn Email: alicia_dunn@nps.gov

iii. a description of the work, and

iv. the date in which this work was performed.

Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of technical expertise in methods and analysis for these needs should be discussed.

Note: Offerors submitting offers without past performance will receive a neutral rating.

3) Applicable Industry Standards

a. Offeror shall also demonstrate familiarity with the NPS conservation and preservation standards and the Secretary of the

Interior Standards for the Treatment of Historic Properties (See NPS Museum Handbook at https://www.doi.gov/museum/nps-handbooks and https://www.nps.gov/tps/standards.htm for more information) and conform to these standards. Any proposal containing suggestions, approaches, options, or ideas that do not conform with National Park Service and AIC conservation and preservation standards will be automatically disqualified from the bidding process.

b. Materials used by the contractor for this project (including materials used for packing, protecting in place, testing, and conservation work) must meet NPS standards for preservation and conservation projects and the materials must be professional museum grade, in-kind materials (to the greatest extent possible), and be reversible.

4) Inspection and Acceptance Processes

a. The Offeror is responsible for producing a treatment proposal, outlining their proposed conservation work for the stained-glass panels and the related skylight components (wood sash and wrought iron frame). This document must also provide specific details about how the stained glass/its related components will be packed for transport after the conservation work is complete. It must also identify what materials will be used for packing. This treatment proposal must be submitted to the COR within 60 days of the contract award. This treatment proposal must be approved by the NPS, prior to the commencement of the on-site conservation work.

b. Contractor shall be required to submit an NPS approved health and safety work plan within 30 days after the award. Plan shall detail steps taken by the contractor to avoid damage to the on-site work areas as well as steps taken to reduce the incident of accident or injury during the course of the project to protect personnel as well as well as steps taken to reduce the incident of accident or injury during the course of the project for park staff and volunteers, the contracting team, and the visiting public. Plan shall outline all equipment and materials used for the project and their related safety features or properties as well as any special safety requirements identified on their Safety Data Sheets (SDS sheets shall also be submitted by the contractor with the plan).

c. Materials used by the contractor for this project (including materials used for packing, protecting in place, testing, and conservation work) will also be reviewed in order to ensure that they meet NPS standards for preservation and conservation projects and that the materials are considered to be professional museum grade, in-kind materials (to the greatest extent possible), and are reversible.

d. Upon completion of the project, the vendor is also responsible for producing a final treatment report with before and after photographs detailing the conservation work that was performed. This final treatment report, which must be reviewed and approved by the NPS, must be submitted to the NPS within 165 days of the contract award.

In general, no food, drink, or smoking is permitted within site work areas.

Contractor shall be responsible for removal of all trash debris on a daily basis when working on-site.

g. Contractors and their team shall be escorted at all times by a National Park Service staff member while they are working on-site. This means that contractors shall not be left unattended, even for short periods of time, and an NPS staff member shall be continually monitoring them as they work, in the immediate vicinity.
