SECTION 2

STATEMENT OF WORK

REPROCESSING OF VINTAGE 2-D SEISMIC REFLECTION DATA IN THE U.S. OCS

AND NEARSHORE AREAS

2.1 BACKGROUND

The Bureau of Ocean Energy Management (BOEM) Outer Continental Shelf (OCS) Management Areas are investigated for their mineral potential (mainly for oil and gas potential), and to ensure that the federal government receives fair market value (FMV) for OCS oil and gas leases that it awards to private firms through a competitive bidding process.

BOEM uses seismic and well data to create maps that identify those areas of the OCS likely to contain oil and gas accumulations. BOEM also carries out regional assessments of the undiscovered oil and gas potential. These assessments are used to identify those areas offering the greatest potential, and to guide leasing and exploration policies and programs.

Many areas of the U.S. OCS remain untested by exploration drilling. Direct observations and samples of subsurface rock formations that may contain petroleum resources, therefore, are very limited in these areas. For this reason, seismic reflection data is the main tool for interpreting subsurface geology and for evaluating the potential for these areas to contain petroleum resources. Across much of these unexplored or lightly explored areas only vintage 2-D seismic reflection data, collected 20 to 50 years ago, is available. BOEM will procure contract services to reprocess selected portions of the vintage 2-D seismic reflection data with the objective to enhance the resolution of the data and facilitate improved interpretation of subsurface rock formations.

2.2 OBJECTIVES

The purpose of this Indefinite Delivery-Indefinite Quantity (IDIQ) contract is to have a single source against which to issue task orders for the services described in this Statement of Work that can be used over the next 5 years. This contract provides services for BOEM in the Federal OCS and nearshore areas. Separate task orders issued by the Contracting Officer (CO) shall accomplish specific working tasking.

The objective of this project is to obtain reprocessing of 2-D seismic reflection data in the United States Federal OCS and selected adjacent lands and waters. Work to be completed during the period of performance will include reprocessing of mostly marine, seismic reflection data but may include other sources of geology and geophysical data.

2.3 SCOPE OF WORK

The Contractor shall provide reprocessing of 2-D seismic reflection data in the U.S. Federal OCS, as required per task order, to Alaska Region surveys, Pacific Region surveys, Gulf of America Region surveys, and/or nearshore areas in accordance with this Statement of Work and applicable laws.

Alaska Region Specific considerations: There are special challenges to imaging seismic data for the Alaska Region that must be considered during data processing. For example, in the Cook

Inlet, topography varies from sea level to nearly 400 meters water depth in the survey area. The area is affected by strong tidal currents which cause feathering of streamer cables and introduce errors into survey geometries. The seabed is highly variable in composition and ranges between hard rock, soft mud, clay/gravel, and sand dunes.

The shallow section contains thin coal beds which act to attenuate high frequency portions of the data signal. The subsurface is significantly deformed by folds and wrench faults in both older, relatively brittle rocks and in younger, relatively ductile rocks, many of which faults have offset expression at the seafloor. A relatively small part of the area is characterized by undeformed sedimentary rocks. Other challenges for processing in Alaska include issues associated with shallow water, transition zones, and permafrost. The vintage nature of the data also creates special challenges for reprocessing associated with incomplete/missing navigation files (P190).

Additional considerations that should be addressed are those specific to the project, including:

• Signal attenuation from shallow coals

• Vintage character of the seismic data

• Strong Cook Inlet tidal effects on geometry of the data

• Water bottom multiples from shallow water

• Permafrost effects on statics and near surface seismic velocity

• Varying seafloor composition from hard to soft bottom

• Abrupt velocity changes at major unconformity boundaries

Pacific Region Specific Considerations:

Complex geological features may make reprocessing difficult in certain areas, especially in areas with high slopes and complex faulting.

The primary products of the reprocessing will be pre-stack time migrated (PSTM) processed or pre-stack depth migrated (PSDM) imaged seismic lines, both delivered as digital data in Society of Exploration Geophysicists ‘Y’ (SEG-Y) file format in both time and depth domains. Data may require processing for anisotropy.

The following are the types of tasks the Contractor will perform under task orders (TOs):

2.4 Task 1: Seismic Reprocessing

All reprocessing shall be performed in facilities of vendor. Standard pre-processing from field gathers in preparation for migration and stacking is required.

2.4.1 Pre-stack Time Migration Processing (PSTM)

2.4.1.1 Task 1a: Pre-stack time migration processing shall consist of state-of-the-art PSTM, including:

a. Noise attenuation

b. Preservation of amplitudes

c. Coherency and frequency enhancement

d. Particular consideration should be given to the subsurface geology of the area, specifically:

• Likelihood of abrupt lateral and vertical velocity variations

• Likelihood of anisotropic velocities

• Likelihood of steep dips locally

e. Dense, spatially continuous velocity and intersection tie analysis

• Consistency in velocity and statics at line intersections

2.4.1.2 Pre-stack Depth Migration Processing (PSDM):

Pre-stack Depth Migration shall include:

a. State-of-the-art PSDM, including

• Noise attenuation

• Preservation of amplitudes

• Coherency and frequency enhancement

b. Particular consideration should be given to the subsurface geology of the area, specifically

• Likelihood of abrupt lateral and vertical velocity variations

• Likelihood of anisotropic velocities

• Likelihood of steep dips locally

c. Regional, spatially consistent velocity model for all seismic lines such that all lines tie in depth

• Consistency in velocity and statics at line intersections

2.5 MEETINGS, REPORTS AND OTHER DELIVERABLES

Each task order issued by the Government under the IDIQ contract shall specify deliverables, quantities, delivery location, and delivery schedules. The Contractor shall clearly mark all documents and correspondence with the task order and IDIQ contract number on the first page.

All correspondence, including email, pertaining to this Contract shall include the task order and contract number on the subject line. The following deliverables shall be submitted and meetings held in accordance with the schedule provided at the task order level. The Contractor is responsible for editing and proofreading all material in order to prepare products as error free as possible prior to their delivery to the BOEM.
