SECTION 2
STATEMENT OF WORK
2.1 INTRODUCTION
The Bureau of Ocean Energy Management (BOEM) oversees the development of the energy and mineral resources in U.S. Federal waters. Offshore oil and gas platforms are often used for recreational activities, like fishing and diving. This is particularly true in the Gulf of Mexico due to its well-developed offshore oil and gas industry. However, the existing literature does not adequately describe the extent to which recreational activities are dependent on offshore oil and gas platforms in the Gulf of Mexico. In addition, technological advances, socioeconomic changes, regulatory changes, and trends in platform installations and removals have most likely influenced recreational practices since a prior BOEM study regarding this issue (Hiett and Milon, 20021).
The scale and nature of recreational activities near oil and gas platforms are driven by various complex factors. Therefore, this will be a preliminary study that will assess the extent to which existing information sources can inform BOEM’s understanding of platform-based recreation.
This information will help BOEM fulfill its responsibilities for various upcoming environmental analyses. This study will also assess potential approaches for future research on the recreational use of platforms.
2.2 STUDY OBJECTIVES
2.2.1 To better understand the overall scales, geographic extents, and site-specific determinants of recreational uses of offshore oil and gas platforms.
2.2.2 To explore methods and viable opportunities to fill existing data gaps on the recreational uses of offshore oil and gas platforms.
2.3 SCOPE OF WORK
2.3.1 Task 1: Project Management
The Contractor shall create and follow a Project Management Plan (PMP) that shall identify a Project Manager (PM) who will serve as the point of contact with BOEM and will provide leadership to the study team. The PM will be responsible for all deliverables, budget control, quality assurance, adherence to the study timeline, and ensuring that all personnel work synergistically to achieve the goals of the study. The PM shall coordinate the execution of all

tasks and shall adhere to the PMP submitted as part of the Contractor’s Technical Proposal. This project requires multiple interactions (i.e., regularly scheduled and short notice) with BOEM.
The communication includes routine updates, as well as emails and phone conferences as issues arise that require BOEM’s input (e.g., Deliverables 1-4). The PMP shall also describe the
Contractor’s division of labor, activity monitoring procedures, and processes for literature and data management. Section 4 describes the PMP requirements in more detail.
2.3.2 Task 2: Literature Review
The Contractor shall review the extant literature regarding the recreational uses of offshore oil and gas infrastructure. This will include a review of peer-reviewed research, government reports, and other literature types (including but not limited to grey literature, books, and/or recreational guides).
The literature review will examine:
1. The scale of platform-based recreation
2. The site-specific determinants of platform-based recreation
3. The recreational uses of artificial reefs
4. Factors that could affect trends in platform-based recreation
5. Other related issues
The Contractor shall submit a memorandum (Deliverable 5) describing the findings (including references) of the literature review; this memorandum should be approximately 10 to 20 pages long. The Contractor shall also incorporate the literature review into the Synthesis Report (Task 6).
2.3.3 Task 3: Data Analysis
The data analysis will examine the extent to which existing data sources can provide insights regarding the scales and locations of platform-based recreational activities. One goal of this analysis shall be to clarify the relative abundance of structures for recreational activities in certain areas, and to identify any potential trends in, or relationships among, the analyzed variables. First, the Contractor shall conduct a geospatial analysis of trends in installations and removals of offshore oil and gas platforms in the Gulf of Mexico. Public data on platform locations are provided by BOEM (2020a2) and BOEM (2020b3). Then, the Contractor shall analyze the locations of artificial reefs in the Gulf of Mexico. The Contractor shall then identify and analyze existing data sources germane to recreational activities occurring near oil and gas platforms in the Gulf of Mexico, with an emphasis on fishing data. This analysis shall include, but is not limited to, analyses of data provided by the National Marine Fisheries Service, the

Texas Parks and Wildlife Department, and the Louisiana Department of Wildlife and Fisheries.
The Contractor shall submit a memorandum (Deliverable 6) describing the analysis of the geospatial data and offshore recreation data. Deliverable 6 shall include discussions of the data sources used, the methodologies employed, and the Contractor’s findings. The Contractor shall also incorporate the information into the Synthesis Report (Task 6). The Contractor shall also submit accompanying geospatial data products utilized and/or created (Deliverable 7).
2.3.4 Task 4: Exploratory Discussions with Key Informants
The Contractor shall conduct exploratory, in-depth discussions with people who have knowledge regarding the recreational uses of offshore platforms (or have knowledge regarding related issues). These discussions will provide insights regarding the scale, geographic patterns, and general nature of platform-based recreation. These discussions will also identify information gaps and inform the methods used in the other project tasks. These exploratory discussions may take the form of one-on-one discussions, group discussions, participant observations, and/or other formats. The nature and selected format of these exploratory discussions shall not require OMB Paperwork Reduction Act review.
The Contractor shall submit a Field Plan (Deliverable 8) that describes the Contractor’s plan for conducting these exploratory discussions. At the conclusion of the field discussions, the Contractor shall submit a memorandum (Deliverable 9) summarizing these discussions, as well as incorporate key findings from the exploratory discussions in the Synthesis Report (Task 6).
2.3.5 Task 5: Analysis of Approaches for Future Data Gathering
In the future, BOEM may arrange to obtain primary data that more directly assesses the recreational uses of oil and gas platforms. The Contractor will conduct a preliminary analysis of approaches, that BOEM could employ for such an effort. The Contractor shall assess a variety of methodologies, including but not limited to the effectiveness of a survey. The Contractor will also assess if an existing data gathering effort could be modified to meet BOEM information needs, such as Federal and/or state recreational fishing data collection efforts. The Contractor will also consider whether emerging technologies (such as phone apps) can facilitate efforts to collect relevant data. The Contractor will document key strengths and limitations identified with the approaches analyzed.
The Contractor shall submit a memorandum (Deliverable 10) describing its analysis of approaches for future data gathering. The Contractor shall also incorporate this information into the Synthesis Report (Task 6).
2.3.6 Task 6: Synthesis Report
The Contractor shall prepare a Synthesis Report that will describe the methodologies used, and the results obtained, from Tasks 2-5. The Synthesis Report is not just a compilation but a true synthesis, identifying major insights from the preceding tasks and tying these together into a cogent and value-added report. This report shall take a holistic view of the information collected and provide insights on the scale, extent, and determinants of recreational use.
The Synthesis Report shall also discuss the potential option, feasibility and utility for further data collection based on the Contractor’s findings in Task 5. The Contractor will submit an outline of the Synthesis Report (Deliverable 11), and then various versions of the Synthesis Report (along with associated deliverables) as outlined in Sections C.4 and F. The Contractor shall also submit copies of all datasets developed and all references cited in the Synthesis Report (Deliverable 19).

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
