STATEMENT OF WORK
FY 2025 BeadedStream Data Plan, BLM NPR-A Soil Stations
1.0 General Background: Arctic District BLM Alaska is monitoring the Community Winter Access Trail (CWAT). The CWAT runs from Ocean Point near Nuiqsut to the end of BLM managed lands south of Utqiagvik with additional segments going from Utqiagvik down to Atqasuk and over to Wainwright. Near real-time snow depth and soil temperature data is used to inform management decisions, evaluate permitting stipulations and mitigation effectiveness and aid in planning for tundra opening and closing within NPR-A in support of oil and gas development. This data plan renewal will allow BLM to continue its tundra monitoring efforts along the CWAT and throughout the NPR-A.
2.0 Objectives: The objective of this requirement is to aid in planning for tundra opening and closing within NPR-A. This data plan renewal will allow BLM to continue its tundra monitoring efforts along the CWAT.
3.0 Requirements: Contractor shall provide annual data plan for each of the 14 existing data loggers installed at BLM weather stations located within the NPR-A and data plans for 2 new installations planned for the summer of 2025 (total of 16 transmitting data logger plans). This funding is scalable based on the actual number of data loggers installed in the NPR-A. It is possible that fewer loggers would be deployed in a given year if stations are not able to be repaired due to animal damage or equipment failure. The 16 data logger plans represent the maximum number of operational stations installed for winter of 2025/2026. Numbers will be revised annually as the determination whether to fund the option years is made.
4.0 Deliverables:
Annual services/data plan.
5.0 Scheduling:
Yearly service plan to begin approximately 10/1/2025. This requirement is for one (1) base year with the option to extend via modification for up to four (4) option years.
