About this file
This document is a Statement of Work (SOW) for the repair and refurbishment of 18 GPS/Iridium radio collars for the Bureau of Land Management (BLM) in Alaska. The BLM has monitored caribou in cooperation with the Alaska Department of Fish and Game (ADFG) since the 1980s using these radio collars. The 37 collars originally purchased in 2019 have been in use and 18 units require refurbishment, including replacement of the internal battery, wiring, electronics, housing, and attachment hardware. The vendor will receive the collars from BLM, complete the refurbishment within a 17-21 week period, and deliver the refurbished units to BLM by September 30, 2024 for redeployment in October/November 2024. This is a sole source requirement as the original manufacturer must perform the refurbishment. ADFG may be included in correspondence regarding the units' programming and performance.

BLM Alaska – Solicitation – 140L6324Q0012
Statement of Work
1.0 Background
The BLM Central Yukon Field Office has monitored caribou distribution and range use in cooperation with the Alaska Department of Fish and Game (ADFG) since the 1980s. This work fulfills agency directives as described in BLM Department Manual 6500. BLM and ADFG use radio collars affixed to individual caribou to conduct this work.
Thirty-seven (37) TGW-4577-4 GPS/Iridium transmitters (“collars”) were purchased by BLM from Telonics Inc. in 2019. These collars were deployed on caribou in 2020. The collars transmit data to Iridium satellites. The Iridium data is stored, managed, and distributed to BLM and ADFG by MetOcean Telematics Inc. Since initial deployment in 2020, 18 of these units have been retrieved from the field. They must be refurbished and redeployed to support ongoing monitoring work. BLM and ADFG plan to redeploy these units in October or November 2024.
This purchase request is being submitted with sole source justification because the manufacturer must refurbish the units.
2.0 Objective
The objective of this work is to repair and replace worn or damaged components of radio collar units so that they can be redeployed on animals in October or November 2024.
ADFG may be included on correspondence with the company related to coordinate timing of unit delivery or to address questions about unit programming and performance (e.g. battery life). The BLM will retain oversight of all aspects of the contract.
3.0 Requirements
Units are damaged and worn after prolonged use. Refurbishment includes replacing the internal battery, repairing the wiring, electronics, and housing unit as necessary, and replacing the strap and hardware that affixes the unit to the animal’s neck. Units may be reprogrammed as necessary in coordination with BLM and ADFG, but must retain the original frequency.
The BLM will ship the units to the vendor. Upon receipt, the vendor will refurbish the units as described above within the 17–21-week production period and will deliver the refurbished units to the contact listed on award document by 9/30/2024. The vendor is responsible for delivery.
The delivery date is time-sensitive, as the units must be redeployed in October/November 2024.
