About this file
This statement of work outlines requirements for the remediation and removal of solid waste and structures remaining at an expired mining notice site on Gold Creek in Alaska. The Bureau of Land Management seeks to complete removal and disposal of three wooden structures including an occupancy, shed, and outbuilding, a tractor, sluice box, solid waste, and household waste. Access to the remote site located approximately 7 miles from the road requires helicopter transport during summer months. The selected contractor must obtain any required permits, excavate and stabilize the sinking tractor for winter removal, dispose of all materials at approved facilities, and recycle scrap metal. Confirmation soil sampling is also required. The proposal is due 30 days prior to the anticipated start date, with all removal and remediation to be finished by May 1, 2025. Upon completion the contractor must submit a removal report with documentation of all actions, personnel, equipment, waste manifests, and photographs within one month.

Statement of Work BLM-Alaska
Olmstead Operation Expired Notice
Gold Creek Dalton Highway Mile Post 197
1.0 Background
The Central Yukon Field Office Bureau of Land Management has identified an expired pre-2001 (grandfathered) notice. This Statement of Work has (SOW) been created to fulfill part of the Central Yukon Field Office’s Fiscal Year 2023 expired notice reduction strategy under the State Director’s annual bond report.
This removal action may lead to the reclamation and closure of surface management case file FF091768, although further stream reclamation may be required. An assessment of the mined stream reach was last conducted in 2016. A reassessment for current conditions of the stream and reclamation recommendations, if necessary, is planned for 2023.
The Olmstead mining operation is located on Gold Creek within Section 25, Township 31 North, Range 10 West, Fairbanks Meridian. The last year the operation was bonded through the Alaska Statewide Bond Pool was 2014 and a Cessation Order was issued after the notice expired. No attempt to reclaim the site and remove any materials has been made since the Order was issued and in 2020 the operation was determined abandoned. To fulfill the expired notice reduction strategy, the site must be reclaimed through the removal of the mining operation and occupancy materials remaining on site.
2.0 Objective
The objective of this work is to complete the removal and disposal actions of the solid waste remaining on site.
The removal and disposal of the three wooden structures and remaining equipment will, in part, satisfy the requirements of 43 CFR 3715 and 43 CFR 3809 and achieve the goal of reducing the expired notices within the Central Yukon Field Office’s jurisdiction.
3.0 Requirements
The site is located within Township 31 North, Range 10 West, Fairbanks Meridian. Due to a washout of the access trail along Gold Creek just north of mile post 197, it will be necessary to access the site via helicopter in the summer to prepare the structures and equipment for overland removal during the winter/ spring when the ground is frozen. The site is located approximately 7 miles from the access road trailhead.
This site contains solid waste, household waste and scrap metal, and further upstream, a small tractor, and a single channel, 3-foot by 10-foot sluice box which all require removal and proper disposal. The tractor is sinking into the tundra and it is recommended that it be dug out, jacked, and placed on dunnage in the summer for removal in the winter. If it is not dug and jacked, it will be frozen into the ground come winter and will not be able to be removed. Soil staining under the equipment will need to be excavated and disposed of in an appropriate facility. Confirmation sampling of the stained soil should be taken and sent for analysis. There are three wooden structures: one occupancy, one shed, and a two-walled outbuilding. The occupancy and shed are approximately 10-foot by 12-foot with a maximum eave height of 8 feet and the walls of the outbuilding are approximately 3-feet in width. GPS coordinates are to be taken at the locations of and prior to the removal of the 2 wooden structures, the outbuilding, the tractor, and the sluice box as well as any soil samples taken.
