Statement of Work

Archaeological Records Sharing and Maintenance

1.0 Background

The Bureau of Land Management in Alaska (BLM) is seeking to obtain by contract four products for managing cultural resource and archaeological site information for BLM lands in Alaska. These products are required for effective management of cultural/archaeological site information and include management of paper and digital records and geospatial data (hereafter called “site records”). All site records within the state of Alaska must be submitted to the Alaska Office of History and Archaeology (OHA) and are exclusively managed by the OHA in the Alaska Heritage Resources Survey (AHRS) database. The AHRS is the single, statewide database for Alaska containing statewide records on archaeological sites, scanned photos and site records, and geospatial information. The OHA has maintained BLM site records in the AHRS for over five decades.

The purpose of this contract is to ensure that site records are maintained and updated, and that BLM staff has continued access to site records for the purposes of managing cultural and archaeological resources on public lands, and that the BLM can meet the requirements of the BLM National Cultural Resource Management Data Standard, as described in Instruction Memorandum (IM) 2018-079.

2.0 Objective – Overview of the Desired Contract Outcome

The desired outcome for this contract is to provide BLM with access to, and management of, site records for archaeological sites on BLM lands in Alaska by 1) providing BLM with immediate and continued access to site records in the AHRS database; 2) providing maintenance of existing site records and incorporation of new site records into the database;

and 3) providing quarterly data cuts of the AHRS database to the BLM to be used to meet there requirements of IM 2018-079; and 4) participating in an annual meeting between BLM and state SHPOs

These outcomes will aid BLM’s management of archaeological sites on BLM land in Alaska, as required by the Archaeological Resources Protection Act, the National Historic Preservation Act, and other relevant laws, regulations, and guidelines. No other business or entity can provide the services sought in this contract as OHA is the only entity with legal authority to manage site records for all of Alaska.

3.0 Objective details: Description of the Products:

Product #1: The OHA shall provide database and records access to all BLM Alaska archaeologists and other qualified BLM personnel, for all BLM site records and geospatial information in the AHRS database or contained in other file formats. The OHA shall also provide maintenance of existing site records as needed. This product is deliverable to BLM by the OHA providing BLM with electronic access to these non-public records, and by OHA staff maintaining existing records as needed.

Product #2: The OHA shall incorporate new site and project records into the AHRS database throughout the year, as site and project records are submitted by the BLM. In addition, the OHA shall incorporate legacy records into the AHRS database that are currently being updated for the BLM National Cultural Resource Information System (NCRIMS) through a national contract. This includes approximately 250 new site or project records. This work may include digitizing site and project record information and uploading it to the AHRS database.

Product #3: The OHA shall provide the BLM with a data cut of all geospatial datasets (AHRS points, lines, polygons, and the Project module data) that are contained in the AHRS database, on a quarterly basis. These data cuts will be used by BLM for the purposes of implementing

IM 2018-079.

4.0 Requirements

The requirements for the three Products are provided below:

Product #1: This product can be accomplished from the office of the OHA, and personnel involved will include the AHRS database manager, technicians, and other personnel who maintain the database. The first requirement is to provide BLM with continuing electronic access to the AHRS. This requirement will be met when qualified BLM staff have full access to site records in the AHRS and when maintenance of existing BLM site records is completed (as necessary). This is estimated to take 31 hours of work annually for OHA staff members.

This product may also require coordination between the BLM and OHA staff as necessary, via email, phone calls, or in-person meetings, to ensure continued access and maintenance of site records.

Product #2: The second requirement is for the OHA to add new site records to the AHRS database. The BLM submits site records throughout the year in a digital format that is compatible with incorporating into the AHRS database. Annually, the BLM submits approximately 250 new or legacy site and project records to be entered into the AHRS database. The work will require OHA staff to spend approximately 20-30 minutes per record to verify that all fields are properly formatted before the data is then entered into the AHRS database. This work will occur at the OHA office and on their computer systems. The time OHA staff spend annually on this task will involve an estimated 125 hours of work.

Incorporating the NCRIMS data will take another approximately 450-650 hours of work. This product may also require coordination between the BLM and OHA staff as necessary, via email, phone calls, or in-person meetings, to ensure the new and legacy site records have been accurately entered into the AHRS database.

Product #3: The OHA will submit a data cut of all geospatial datasets, which are contained in the AHRS database, to BLM on a quarterly basis. The datasets will be provided to BLM as a GIS shapefile or feature class and shall contain all updates made to the site records in the AHRS database during that quarter. This work will occur at the OHA office and on their computer systems and will require about 31-32 hours of work annually, which will include downloading and packaging the data cuts and providing them to the BLM.

5.0 Deliverables

The deliverables for the four Products are provided below:

Product #1 Deliverables: 1) provide continued digital access to the AHRS for all BLM site records for qualified BLM staff; 2) maintain and update existing site records on BLM lands as necessary; and 3) provide BLM with a one-page summary via email about performance of the prior requirement within 30 days following the end of the contract period.

Product #2 Deliverables: 1) input all new site records into the AHRS database as they are received (within a reasonable timeframe, such as within 30 days); and 2) provide BLM with a one-page summary via email about the completion of Product #2 within 30 days following the end of the contract period to provide BLM with an update on the new site records.

Product #3 Deliverable: provide geospatial data cuts of the AHRS database during the second two weeks of April, July, October, and January to BLM staff via email (or via a disc or other data sharing device).
