BLM Alaska - 140L6322Q0030 – Attachment 01 - SOW
Statement of Work Goose Bay Airstrip Site Investigation
A. Introduction:
The Bureau of Land Management (BLM) manages a parcel of land encompassing approximately 112 acres that includes the southern end of the runway at the Goose Bay Airport. The airport is located on the western shore of the Knik Arm of the Cook Inlet, approximately 9 miles north of Port McKenzie (Figure 1).
The legal description for Goose Bay Airport is Township 15 North, Range 3 West, Section 16, and in the Seward Meridian. The public can easily access the airport via Goose Bay Road and the southern end of the runway is reportedly a place where people celebrate (Figure2). The BLM has received multiple reports of refuse, abandoned vehicles, and unsupervised shooting at the southern end of the runway. The area is also reported to be littered with bullet casings, beverage containers, and other small debris.
The Alaska Department of Environmental Conservation (ADEC) conducted soil sampling for lead at the southern end of the Goose Bay runway on August 13th, 2014 to assess the potential for lead contamination in the soil resulting from shooting activities. ADEC personnel collected six surface soil samples that were sent to a commercial laboratory for analysis. The samples were collected directly from the surface soil areas that appeared to be used for shooting activities. One of the six samples contained a lead concentration of 5,070 mg/kg., which is above the ADEC Table B1 Method Two Soil Cleanup Levels for Human Health of 400 mg/kg. None of the other samples contained measurable lead.
Representatives of the Bureau of Land Management visited the parcel at the southern end of the Goose Bay Airport runway on July 1 to inspect the property for evidence of shooting and other impacts of past activity. The BLM team observed:
• Abandoned vehicles on the beach adjacent to the parcel.
• Visible evidence of campfires.
• Refuse consisting of empty cans, bottles, and trash.
• Spent shell casings representing multiple calibers.
Unofficial shooting areas are common, and most are located on flat ground adjacent to a slope that is used as a backstop for various types of targets, including solid waste. The southern end of the Goose Bay runway is quite flat, but there are no features in the vicinity that could be used as a backstop. The only features displaying evidence of bullet impacts are the abandoned vehicles on the beach (approximately 60 feet below the bluff where the parcel is located) and empty aluminum cans inserted onto limbs of small alder trees.
The objective of this project is to identify potential impacts of past activity on the BLM parcel, focusing on the location where evidence of shooting has been observed. Surface and shallow subsurface soil will be sampled and analyzed for analytical parameters most likely to be found in soil based on site observations and past sampling. The BLM will determine future action based on the results of this investigation.
B. Contract Tasks:
B1. General Requirements
1. Contractor will attend site visit with BLM Anchorage Field Office (AFO) Project Inspector (PI) prior to completion of work plan.
2. Mobilization will not occur without an ADEC approved work plan. All response to hazardous and non-hazardous solid wastes on the site shall comply with 18AAC75 and other applicable federal and state laws and regulations.
3. Contractor is responsible for obtaining any permits or making notifications that may be required by the Federal Aviation Administration (FAA) or other agencies to conduct work near the Goose Bay Airstrip.
4. Field work at the Site shall be done in presence of a BLM-AFO-PI.
5. Execution of this project will comply with National Environmental Policy Act (NEPA) policy by preventing and controlling invasive non-native plant and noxious weed introduction or spreading per Executive Order 13112.
The contractor shall observe the standard practice of decontaminating all equipment and personnel prior to mobilization and before demobilization from the site, to include characterization and proper disposal of demobilization decon wash/rinse wastewater.
The contractor shall thoroughly clean all equipment and Personal Protective Equipment (PPE) used by the on-site crew prior to moving equipment across or onto BLM managed lands to ensure it is weed and weed seed free. The contractor’s cleaning shall include high pressure washing where practical to tracks, augers, buckets, shovels, any digging tools, and any other equipment to remove potential weed and weed seed carrying soil, greasy dirt, and vegetative material.
B2. Site investigation
The contractor shall conduct site investigation at the east end of the Goose Bay Airstrip in the area near the bluff where evidence of shooting and burning has been observed (Figure 3). Tasks to be completed as part of the investigation include:
• Identifying all burn spots in the project area.
• Collecting surface soil samples in burn areas.
• Collecting surface soil and shallow subsurface soil samples.
• Submitting all soil samples to an ADEC qualified laboratory for analysis.
• Gathering all solid waste in and near the investigation area and transporting to a permitted solid waste landfill for disposal.
• Mapping all burn locations, soil sampling locations and limits of the investigation area and area where solid waste was removed.
• Documenting investigation results, and final condition of the area.
Soil samples collected from burn areas shall be analyzed for RCRA Metals (EPA Method 6020), DRO/RRO (AK 102/103) and PAHs (EPA Method 8270 SIM). Surface and subsurface samples collected from other select locations shall be analyzed for RCRA metals (EPA Method 6020). Sampling locations shall be identified in coordination with the BLM PI during the initial site visit.
C. Submittals:
C1. Project Schedule
The contractor shall submit a project schedule to the BLM no less than 30 days prior to submitting the draft work plan. The schedule shall be formatted as a Gantt Chart with accompanying table of milestone dates and task durations and saved as a PDF. The BLM will review the schedule and comment as needed. The contractor shall coordinate with the BLM Project Manager informally on all revisions to the project schedule.
C2. Site investigation work plan:
A draft work plan shall be submitted to BLM for review and comment. The contractor shall follow the steps listed below and submit the final work plan to the BLM prior to mobilizing to the Goose Bay project area.
The draft work plan shall be reviewed and revised per the following steps:
• Submitted the draft work plan to the BLM as a bookmarked PDF, including all figures and attachments. The draft work plan text shall be submitted to the BLM as an MS Word 2010 (Word) document along with the PDF.
• The BLM will provide comments using track changes in the Word document within 30 days of receiving the draft work plan.
• The contractor shall revise the document per BLM comments and submit a revised draft work plan as a bookmarked PDF, including all figures and attachments within 14 working days of receiving comments.
• The BLM will transmit the revised draft work plan to the ADEC for review and comment. The contractor shall assume that ADEC requires 30 days to provide comments.
• The contractor shall compile formal responses to ADEC’s comments and submit to BLM for consultation.
• The contractor shall submit the revised responses to BLM for transmission to ADEC within 14 working days of the response resolution meeting with the BLM. The contractor shall meet with BLM and ADEC to resolve responses to comments.
• The contractor shall modify the document per ADEC the comment resolution discussion and submit a final work plan within 14 working days of the meeting with BLM and ADEC. A final set of comments with responses shall be submitted with the final work plan.
The contractor shall submit 4 hardcopies of the final work plan and a bookmarked, fully compiled PDF.
The final work plan shall be formatted such that it is in compliance with Section 508 of the Rehabilitation Act1.
C3. Summary report:
A draft report shall be submitted to BLM for review and comment. The contractor shall follow the same steps toward a final document as those listed for the work plan. The contractor shall submit 4 hardcopies of the final report and a fully compiled PDF. The final work plan addendum shall be formatted such that it is in compliance with Section 508 of the Rehabilitation Act1.
Note 1. 508 Compliance: The .pdf final report shall be in Rehabilitation Act Section 508 compliant format subject to being made available to the public via being posted on the internet. Section 508 requires that Federal agencies' electronic and information technology is accessible to people with disabilities to assure accessibility by the visually impaired using assistive technology such as screen readers and refreshable Braille displays.
