Pursuant to Federal Acquisition Regulation (FAR) 12.603(a) and 13.106, the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of Fee Collection Services for the Bureau of Land
Management (BLM) Imperial Sand Dunes Recreation Area (ISDRA) managed by the BLM El Centro Field
Office, Imperial County, CA.
(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation Number 140L0621Q0003 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 12, Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation evaluation and award prescribed in
FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 2021-05 effective March 10, 2021.
(iv) This solicitation is being issued as an unrestricted RFQ. The North American Industry
Classification System (NAICS) code associated with this solicitation is 721211, titled Recreational
Vehicle Parks and Campgrounds with a size standard of $8.0 Million.
(v) See the attached Performance Work Statement (PWS) for detailed requirements (Attachment
2). The price schedule to be completed and returned with your quote is provided as a separate document (Attachment 1). Wage Determination 2015-5607, Revision 12, dated December 21, 2020 is hereby incorporated into this combined synopsis/solicitation (Attachment 3).
(vi) The services to be acquired through this combined synopsis/solicitation are for Fee
Collection Services for the BLM ISDRA in accordance with the PWS (Attachment 2).
(vii) Performance location is detailed in the attached PWS (Attachment 2). The base performance period is June 1, 2021 through May 31, 2022. The four (4), 12-month option periods will be from
June 1, 2022 through May 31, 2026.
(viii) FAR Provision 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition.
Potential offerors shall read and comply with all terms and conditions, see Attachment 6 – Addendum
FAR 52.212-1 – Instructions to Offerors – Commercial Items for additional instructions.
(ix) FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition, see Attachment 5 for detailed evaluation criteria. The basis of award will be best value source selection based upon an integrated assessment of Factor 1: Technical, Factor 2: Past Performance (see Attachment 7 for Past
Performance References Document), and Factor 3: Price. The Government anticipates making one
(1) contract award to the acceptable, responsible offeror whose offer quote conforming to the solicitation will be most advantageous to the Government.
(x) Offerors shall ensure that their Representations and Certifications are up to date in the
System for Award Management (SAM) which can be accessed through https://www.sam.gov.
Offerors shall ensure that this acquisition’s NAICS Code of 721211 is listed in FAR 52.212-3, Offeror Representations and Certifications – Commercial Items.
Even if offeror has an active SAM registration all offerors must 1) print, complete required entries and submit with their quote FAR provision 52.204-24, Representation Regarding Certain
Telecommunications and Video Surveillance Services or Equipment; and 2) Ensure FAR provision
52.204-26 Covered Telecommunications Equipment or Services-Representation is incorporated into their SAM Registration and if not, they must print, complete required entries and submit with their quote.

If the offeror does not have an active SAM registration, offeror must print, complete the required entries and submit with their quote FAR Provisions 52.212-3, 52.204-24 and 52.204-26.

All FAR clauses will be incorporated into the successful offerors’ contract award. Additional provisions that apply to this acquisition are provided at Attachment 5 - Provisions. These provisions are incorporated into this solicitation but will not be incorporated into the successful offerors’ contract award.
(iv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
(v) Quotes are due no later than Wednesday May 26, 2021 5p.m. MT. Quotes shall be submitted via electronic mail to BOTH point of contacts listed below.
(vi) Interested parties may submit questions relating to this solicitation via electronic mail to the point of contacts listed in section (xvi) and are due no later than close of business Wednesday

Attachment 2 - Performance Work Statement
BUREAU OF LAND MANAGEMENT
IMPERIAL SAND DUNES RECREATIONAL AREA
The Bureau of Land Management (BLM) El Centro Field Office, California has a need for a contractor to furnish the labor, materials, supplies, services, transportation, and equipment necessary to provide fee collection services for the Imperial Sand
Dunes Recreation Area (ISDRA). The services required consist of supplying weekly and season permits for sale; develop and maintain a website for the public to purchase permits and provide customer service; provide permits to local third party vendors for sale to the public along the travel routes to the ISDRA; and provide personnel to staff two ranger stations located within the ISDRA to provide and process administrative duties including customer service and sell permits during the office hours beginning at 8:00 a.m. to 4:30 p.m. Pacific time (PT) except for holidays which require additional staff and office hours are between 8:00 a.m. and 10:00 p.m. PT, Monday through Sunday (See paragraph 4.F for extended hours and holiday weekends).
1. BACKGROUND:
The ISDRA, managed by the BLM’s El Centro Field Office, is in eastern Imperial County, California. At 40 miles long and averaging five miles in width, it covers almost 160,000 acres, the largest area for sand dune off-highway vehicle (OHV) recreation experience in the United States. It draws visitors from throughout California as well as other states and receives the highest visitor use concentration of any BLM recreation area in the country.
2. SALES HISTORY STATISTICS:
Recent sales history shows 92% of all permit sales were sold off site through third party vendor sales within southern
California, and southwestern Arizona areas. The convenience of third-party vendor sales resulted in a high level of visitor satisfaction and revenue. Because the majority of sales are accomplished off site it is very important to the BLM-ISDRA management that the third-party vendors always have stock of weekly and season permits. The government sets and manages the weekly and season permit prices. All monies collected are electronically deposited to the Department of the Treasury using the attached ACH form. (See Appendix 8 - ACH_CC_Fedwire Form)
Historical Sales Information:
In 2019, the annual sales were approximately 5,700 season and 54,600 weekly permits sold.
In 2019, 92% of the total permits sold were made offsite.
3. CONTRACT TYPE AND PERIOD OF PERFORMANCE:
The Government intends to award a single fixed price contract for a base period of 12 months and four 12-month option periods. The period of performance will commence on June 1st through May 31st for the base period and each option period.
A. For each contract period the Contractor is required to develop permits for Government destructive testing, and once approved, production of the permits will be authorized must be ready for sale on 9/1/2021. The
Contractor shall deliver 10 season permits by July 12th each year of contract performance for destructive testing.
B. Permit sales begin September 1st and end April 15th of each year.
C. The contractor shall attend and provide staff as well as provide permits to vendors to sell at the Sand Super
Sport Show (SSSS) which is in the month of September. BLM El Centro Field Office (FO) will assume the booth cost of the SSSS each year.
D. BLM may offer “fee free” days which are typically on Veterans Day and Martin Luther King holidays.
4. PERFORMANCE WORK STATEMENT:
A. The Contractor shall provide all labor, materials, supplies, services, transportation, and equipment necessary to provide fee collection services for the ISDRA. Visit Bureau of Land Management El Centro
Field Office website www.blm.gov/visit/imperial-sand-dunes for maps, ranger station locations, and permit information.
B. The Contractor shall manage all permit sales for the ISDRA during the contract period including but not limited to establishing a website for visitors to purchase permits online, management of Contractor staff at the Cahuilla and Buttercup Ranger Stations, customer service, development and supply of weekly and season permits for sale, secure cash handling of fees collected from permit sales, timely electronic deposits of all fees collected within the surety bond amount, customer service, reporting of accurate permit sales and electronic deposits and submission of monthly reports.
C. The Contractor shall attend and sell weekly, and season permits at the annual SSSS in Costa Mesa, California. You may visit the SSSS website to obtain the dates and times of the show here:
https://www.sandsportssupershow.com/. The annual SSSS is usually either the second or third weekend of
September.
D. The government will provide a 10’ x 10’ space for this purpose without cost to the Contractor. The
Contractor shall furnish enough weekly and season permits at the BLM booth and each authorized vendor booth to guarantee permit availability. The average number of permits sold between the BLM booth and authorized vendors is 270 per year for the last three years.
E. The Contractor shall provide staff at the Buttercup and Cahuilla Ranger Stations during open hours from mid-October through mid-April. Normal hours may vary to adjust for daylight hours, but normally are
8:00 a.m. to 4:30 p.m. PT, Friday through Sunday, with extended days and hours during holidays which require additional staff and where office hours are between 8:00 a.m. and 10:00 p.m. PT, Monday through Sunday (see table below). The Contractor shall coordinate with the BLM Contracting Officer’s
Representative (COR) to make certain Contractor staff is scheduled for the extended holidays. The
Contractor shall ensure appropriate staff coverage is maintained during holiday extended days and hours.
The Contractor’s duties will include, but not be limited to, customer service, fee collection, answering questions, answering the phones and radios, providing information regarding the BLM’s mission and objectives, and assisting with minor cleaning in their work area (wiping counter, dusting, sweeping). The
Contractor shall schedule a shift supervisor during the extended holidays to coordinate Contractor staff coverage and management of the fee collection program with the BLM COR.

*These holidays shift from year to year. This sometimes causes one busy weekend when the holiday is on a
Friday, Saturday, Sunday, or Monday, or two busy weekends when the holiday falls mid-week. The number of “potential staffing days” is the maximum number of staffing days for the holiday. For an example: Thanksgiving is always observed on a Thursday; therefore, the potential extended holiday days and hours can be the weekend before Thanksgiving and after Thanksgiving which would consist of 10 days.

H. SEASON PERMITS (DECALS):
Season permits are adhesive decals that will be placed on the exterior of a vehicle windshield and must last eight months outdoors without failure. Failure includes, but is not limited to, fading, washing off, peeling off, wearing off from windshield wipers, moisture, or tearing. A sample season permit is provided as
Appendix 3 - Sample Season Permit. Note: Season permits, and decals are used interchangeably throughout this solicitation.
1. All season permits (decals) shall be colored brightly for ease of recognition by BLM law enforcement and shall be weatherproof.
2. Decals shall have measures in place to prevent illegal duplication such as a hologram.
3. The decals must leave behind the word “VOID” if tampered with and must not be able to be re-affixed again.
4. Decals may be metallic; however, the contractor shall ensure the decals have a strong adhesive and be very difficult to remove.
5. Decals shall be numbered sequentially with the season year such as 2021-2022 and shall be packaged in bundles of 50 each.
6. The decal dimensions shall be approximately 3 inches by 3 inches (may vary due to shape of the decal).
7. Thickness is a standard sheet of copy paper.
8. Each season the decals shall change color, shape, and design to prevent fraudulent reproduction. For informational purposes, the 2020-2021season decals were a pentagon shape.
9. Permit rules and directions shall be printed on the reverse side of the permit (See paragraph titled
“Permit Rules and Directions” below. The rules and regulations may change from year to year;
therefore, the contractor shall contact the COR before providing the new permits each year).
10. The Contractor will coordinate with the BLM on the design for the front and back before the permits are printed.
Season Permit Rules and Directions:
Placement: Place the permit on the exterior driver’s side, lower corner of the front windshield. If the permit will be hidden due to a windshield cover, then adhere it to the exterior side of the window directly behind the RV driver.
How to Apply: Thoroughly clean window. Peel back ½ of the liner paper and apply permit to window.
Hold down edge with finger and remove the rest of the liner paper. Press permits down firmly for 25 seconds, giving special attention to the edges. Do not expose permit to any moisture for 72 hours; if moisture exposure is unavoidable and the permit needs replacing, the visitor shall provide proof to the ranger station (receipt, photos, and damaged decal).
Rules and Regulations:
1. Season permit is non-transferrable and non-refundable.
2. Season permit must always be adhered directly to your vehicle.
3. Unlawful reproduction of this permit is punishable by arrest, imprisonment and/or fine.
4. Failure to display this permit will be punishable by citation and fine.
5. Failure of the permit holder and/or members of your group to comply with all applicable regulations in the Imperial Sand Dunes Recreation Area are grounds for its revocation and/or group eviction by law enforcement officers. It is your responsibility to know all of the regulations.
I. WEEKLY PERMITS (PLACARDS):
Weekly permits are hanging placards that will be placed on the interior of a vehicle and have a cut out so it can be hung from the rear-view mirror. There are two types of weekly permits (placards), Onsite and
Offsite. The Onsite Weekly Permit shall be a bright color and the Offsite Weekly Permit shall be a different bright color to be easily identified by BLM law enforcement. Each season the color of both permits shall be changed to a different bright color and shall have measures in place to prevent illegal duplication and fraud. Holograms have been used in the past to prevent fraudulent duplication; however, if the Contractor has an alternate method to prevent duplication, reproduction and fraud, the Contractor shall include the alternate method in their technical proposal. (See FAR Clause 52.212-2, Evaluation of Award)
Note: Weekly permits and placards are used interchangeably within the solicitation.
Weekly permits (placards) shall be a material sturdy enough to be placed on the rearview mirror without tearing. Permits will be designed so that months (Oct. – Apr.) and dates (1-31) can be scratched off and a month or number will appear behind the scratched off material with a bright and contrasting background.
Weekly permits (placards) will have sequential numbering and the year (example: 2021-2022) and be 8 ½ inches in height and 3 ½ inches in width. The permit color and design will need to change annually to help reduce illegal reproduction. Permit rules and directions (i.e. place on windshield rear view mirror, permits are non-transferable, place date side out, unlawful reproduction is prohibited) will need to be printed on the back of the permit. Permits will be packaged in sequential order and wrapped in bundles of fifty (50).
Contractor shall coordinate with the BLM on the design for the front and back each year. Sample onsite and offsite weekly permits (placards) are provided as Appendices 4 and 5.
Weekly Permit Rules and Directions:
The rules and regulations to be printed on the reverse side of both weekly permits (placards) are as follows:
1. This permit must always be displayed properly in your vehicle while within the ISDRA.
2. Place permit on your rearview mirror with the front side (date validation grid) clearly visible from outside of your vehicle. Permits hidden by sun visors or screens are invalid.
3. Failure to properly display this permit while in the ISDRA will be punishable by citation and fine.
4. Unlawful reproduction of this permit is punishable by arrest, imprisonment and/or fine.
5. This permit is non-transferrable. Every primary vehicle within the ISDRA fee area must display a permit, unless exempted by PL 108-447. When visitors tow street legal vehicles for OHV use, and have it attached to the primary vehicle, they can receive a free “tow-in” permit from the ranger station for OHV recreation only.
6. This permit is non-refundable.
7. ISDRA will not be responsible or liable, directly, or indirectly, in any way for any loss or damage of any kind incurred to your vehicle. Always secure your vehicle and protect your permit. Lost, stolen, or damaged permits will not be replaced.
8. Failure of the permit holder and/or members of your group to comply with all applicable regulations in the ISDRA is grounds for revocation of your permit and/or group eviction by law enforcement officers (BLM, Imperial County Sherriff, Border Patrol). It is your responsibility to know all the regulations.
J. ADMINISTRATIVE PERMITS:
The Contractor shall provide 200 permits to the COR for administrative and law enforcement use by
September 1st of each contract period except for the base year, this date shall be October 1, 2021. The contractor shall provide 170 season permits, 20 weekly “off-site” permits, 10 weekly “on-site” permits.
K. OHV PERMITS and TOWED IN VEHICLE PERMITS:
The BLM will provide the OHV and Towed in Vehicle Permits to the Contractor. The Contractor Staff shall sell the California non-resident OHV permit at Buttercup and Cahuilla Ranger Stations. Sales of this permit will be accounted for separately from the ISDRA permit. More information about this program can be found at http://ohv.parks.ca.gov/?page_id=25669. Profits from the sales of the non-resident OHV permits will retained by the Contractor.
In addition, the Contractor shall issue “Towed in Vehicle” permits to visitors, as requested. These permits are free of charge and are requested by visitors who tow in a secondary street legal vehicle, but for recreational use only.
L. WEBSITE /PERMIT SALES ONLINE:
The Contractor shall maintain a website for permit sales and keep the site current. At a minimum, the site will:
1. Provide a link to the BLM ISDRA site.
2. Link to BLM ISDRA Facebook page.

3. Provide secure permit sales.
4. Provide ordering information for permit vendors.
5. Provide a current interactive (Google or equivalent) map of vendor locations, fully functional across all devices (for both who is selling and who has them available.
6. Contact information for vendors.
7. Include a permit rules and terms section so that the purchaser must agree before submitting payment online.
8. Maintain a mobile version of the website for Android and iPhone devices.
The Contractor shall include their technical approach explaining how this website will be implemented, and it will be evaluated pursuant to FAR 52.212-2, Evaluation of Award.
M. ELECTRONIC DEPOSITS AND ACCOUNTING AUDITS:
The contractor shall electronically deposit all monies collected on behalf of the Government from the sale of permits using Appendix 8 - ACH_CC_Fedwire Form. Deposits shall be reconciled with the BLM
Monthly Permit Sales Report (see paragraph titled “M. MONTHLY PERMIT SALES REPORTS”). All monies collected for the month shall be received and verified by the Department of the Treasury by the 10th of the following month. Proof of receipt of the monies deposited shall accompany the monthly permit sales report to the COR before invoices are processed.
In addition, the contractor shall contract for an independent accounting audit of the Fee Collection contract on an annual basis and include all sales and deposits from online, offsite, onsite and third-party vendors and each permit shall be tracked from receipt of the permits through final sale. The audit shall begin from the start of the period of performance through the end of the season (April 15 th) and the report shall be completed by May 30th of each performance period. The report shall be electronically sent to the
Contracting Officer, Ian Steinheimer, isteinheimer@blm.gov with copy to the COR, John Johnson, jojohnso@blm.gov.
N. MONTHLY PERMIT SALES REPORTS/SPREADSHEETS:
The Contractor shall provide to the COR by the 15th of the following month the monthly permit sales report using Appendix 1 - Sample Permit Sales Spreadsheet or similar format acceptable to the COR. The final sales report shall be submitted to the COR by June 30th of each one-year contract period. Monthly permits sales reports shall be delivered to the COR using Microsoft Excel spreadsheet including the following information:
1. How many weekly and season permits sold each month, accounting for total BLM Revenues and
Contractor revenues with running totals during the contract period.
2. The method of the sale shall be reported separately for the
a. Online Sales.
b. SSSS.
c. Online Sales.
d. Cahuilla, and Buttercup Ranger Station Sales.
e. Offsite Vendor Sales. Only those sales sold by the third-party vendors shall be reported.
3. Each Monthly Permit Report shall be delivered by the 15th of the following month or the first business day following a weekend when it falls on the 15th.
4. The final Monthly Permit Report shall be delivered by June 1 of each contract performance period.
On May 15 of each contract period of performance, the Contractor shall provide a list of all third-party vendors (vendors) including the business name of the vendor selling permits on behalf of the Contractor, the point of contact with phone number, physical location address, and the type of permit and quantity sold.
O. CUSTOMER SERVICE:
The Contractor Staff shall provide quality customer service. The Contractor shall provide a telephone number for the public to call anytime, 24 hours a day, 7 days a week. This phone number shall be printed on the weekly and season permits (decals) and provided on the Contractor’s website.
Customer Complaint. In the event the BLM receives a customer complaint; the COR will investigate to determine the validity of the complaint. If the COR determines the complaint to be valid, the COR will document the findings and notify the Contracting Officer and the Contractor. The COR will retain a copy of the written complaint made within the contract file. If the complaint is valid, the Contractor will be given the opportunity to respond and correct to the Government’s satisfaction.
Customer Service Staff shall be provided orientation training by the BLM at the beginning of the contract performance period and scheduled during the post award conference. The BLM staff will be providing this orientation training without cost to the Contractor. The BLM orientation training will provide how to address public questions and complaints such as permit replacement issues such as, but not limited to, stolen, faded, lost, or how to replace a permit in the event of a windshield replacement. The customers will need to know if/when their order was processed or when they will receive their permit in the mail. The public will want to know how to become a third-party vendor. The contractor staff will be trained how to issue “towed in vehicle” passes and refunding customers if a daily fee is implemented. A stationary two-way radio will be provided at the ranger stations to be used during normal business hours. The Contractor staff will be provided a land line telephone at each ranger station during performance of the contract for business use. BLM telephones will be answered promptly and in a courteous manner according to BLM protocol. BLM Protocol training will be provided as well as 2-way radio usage.
Contractor Staff shall observe the speed limits and other posted traffic signs in the operation of personal vehicles. Vehicles shall be operated in a safe manner, to include the use of seat belts, and shall not be parked in unsafe positions.
All emergencies, including fires, medical emergencies, or accidents shall be reported immediately to the
BLM Dispatch Center. The Dispatch Center contact and phone number will be provided during the post award conference.
The Contractor Staff shall be familiar with applicable Federal, State, and Local regulations relating to Fee

The Contractor shall provide their own Wi-Fi services at the Cahuilla and/or Buttercup Ranger Stations in performance of this contract. The Contractor’s Wi-Fi services will only be used by the Contractor and not by the BLM or visitors.
The Contractor staff shall not engage in other commercial sales or activities outside the terms and conditions of the resulting contract and performance work statement.
Discrimination, sexual harassment, or hostile work environment shall not be tolerated and may result in immediate removal of the Contractor staff from the BLM premises.
All contractor staff working at the ranger stations shall wear professional casual/business attire, such as a polo shirt and long pants. Dark or medium wash and/or black denim is permissible without stains, fading and fraying. The shirt shall contain the employee’s name (first initial and last name spelled out) including the company name located upper chest area of the shirt.
P. INSPECTION OF PERMITS AND RECORDS:
The BLM El Centro Field Office will randomly test season permits to ensure they will withstand water and weather when affixed to a vehicle windshield. The season permit will also be tested by peeling off the sticker from the window determine whether secure method use of and weather submerge in water to see how easily it peels off if at all. BLM will also look at the colors (for both season and weekly) to see how visible it is, the durability and see if they tear easily (both). Check to see if the "void" residue comes off when you peel the decal (season) off a window. The contractor permit sales records are always subject to
BLM COR/CO inspection. Random fee audits could take place to ensure that fees turned over by the
Contractor Fee Collection Staff match those observed.
Q. QUALITY CONTROL PLAN:
The Quality Control Plan shall be submitted with the technical proposal and will be evaluated pursuant to
FAR 52.212-2, Evaluation-Commercial Items and will be incorporated into the resultant contract. The
Contractor is required to develop a comprehensive plan of quality inspections and monitoring actions. The first step in ensuring a “self-correcting” contract is to ensure that the quality control plan provides the measures needed to lead the Contractor to success. Specifically, the Contractor shall address each area of the performance work statement and how the Contractor will monitor performance and how performance issues will be prevented. If in the event, the Contractor fails in any of the performance requirements, the
Contractor shall provide a written plan to remedy the deficiency.
R. POST AWARD CONFERENCE
The Contractor shall schedule a meeting with the designated COR, Contracting Officer and Contract
Specialist within five (5) working days of contract award. The Contracting Officer will address unique contract requirements such as:

6. Discuss fee collection, electronic deposits to the Department of the Treasury.
7. Discuss quality control plan.
8. Discuss onboarding of Contractor personnel and protection of personal identifiable information
(PII).
S. GOVERNMENT FURNISHED INFORMATION/EQUIPMENT
The government shall furnish to the Contractors, annual visitation totals, and historic annual fee program budget reports, and access to Government facilities to include electricity, parking, and telephone.
T. PERFORMANCE REQUIREMENTS SUMMARY:
This summary identifies critical success factors for the contract. It identifies both the performance objectives for those factors and the performance threshold required for each performance objective. The
Government reserves the right to inspect all services called for in the contract to determine whether the performance objectives and goals were met. The Performance Requirements Summary is an integral part of the quality control plan.
The absence of any contract requirement from the Performance Requirement Statement (PRS) shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract.
Performance Evaluation and Re-Performance. Performance of a service will be evaluated to determine whether it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance. The Contractor shall provide the Government written response why the performance threshold was not met and how the Contractor will remedy this.

Dear Reader, The following enclosed document is the Imperial Sand Dunes Recreation Area Business Plan – Proposed Fee Adjustment 2013. The Bureau of Land Management (BLM), El Centro Field Office has prepared this business plan, in accordance with regulation, policy and guidance, including elements of public participation and review, to adjust the existing Special Area Individual Special Recreation Permit (SRP) for fees within the project area.
The Project Area is the Imperial Sand Dunes Recreation Area (ISDRA) and a one-mile fee-area buffer around the ISDRA. The business plan refers to this entire area as the ISDRA unless otherwise specified.
The document provides a brief description of authorities and processes used to create and adjust recreation fees along with an area description, information regarding current management, the proposed fee adjustment itself and the anticipated impacts of such an adjustment on revenues, and the socio-economic interests of the area.
At this stage, the business plan is published for informational review only. The fee-adjustment proposal will be presented to a Recreation Resource Advisory Council (R/RAC). This R/RAC will review the business plan, consider public input on the fee-adjustment proposal, and ultimately make a recommendation to the BLM. The R/RAC recommendation will affirm, modify, or not affirm, the proposal. Should the R/RAC affirm or modify the proposal, the BLM will continue with fee-adjustment implementation for the coming visitor-use season. If the R/RAC fails to affirm the proposal, the BLM will review the situation, the information provided by the R/RAC, and make a decision on how to proceed.
Unlike other BLM planning processes, there is no formal protest or appeal process for the adjustment of fees. Should there be specific concerns over the fee adjustment or the information presented in the business plan, the public is strongly encouraged to work with the BLM to resolve these concerns and ensure their concerns are elevated to the R/RAC. Readers Guide to the Document
This document, the Imperial Sand Dunes Recreation Area (ISDRA) Business Plan – Proposed Fee Adjustment 2013, provides the description, proposal, and analysis of, recreational-fee adjustments within the ISDRA fee area.
It is strongly recommended that this document be read in the order presented. Key information regarding the recreational-fee adjustment process, the BLM’s authority to charge recreational fees, and the policy and planning framework i.e., the rationale for fees, are presented early in the document.
These items establish the basis for the proposed-fee adjustment and provide an important understanding in how ISDRA management has evolved and what is needed to support on-going OHV-recreation opportunities in the area.
Chapter One: Introduction This chapter describes the overall purpose of a business plan and specifically this project: the adjustment of ISDRA recreational fees. It provides basic information on the BLM’s authority for charging these fees and the processes that are required by regulation to create and/or adjust such fees. This chapter concludes with a detailed description of the regulation, policy, and planning that have shaped management of the ISDRA -- and makes the collection of fees necessary to meet the goals and objectives established for the area.
Chapter Two: Project Area This chapter provides an overall description of the project area – the ISDRA fee area. For the purposes of this document, the term ISDRA refers to the fee area unless specifically noted. The area description includes basic information on the facilities and services, overall recreation opportunities, and ISDRA visitors. This chapter is supported by additional information concerning specific areas of the ISDRA in the appendices.
Chapter Three: Management and Budget This chapter outlines the specific management needed to meet the goals and objectives presented in the previous chapters. It includes an overview of the levels of service needed and past expenditures used in ISDRA management. In addition, a detailed explanation of the funding sources is provided, along with an explanation of how “no action” i.e., no fee adjustment, would impact opportunities and experiences through changes in levels of service.
Chapter Four: Fee Proposal This chapter includes the fee-adjustment proposal itself – for visitor fees. In addition to this information, the chapter provides a financial analysis i.e., what revenues can be expected, and a market assessment of how the proposed fees compare with similar fees for similar opportunities.
Chapter Five: Social and Economic Impacts This chapter examines the impact of the proposed-fee adjustment on several social and economic factors, such as discussions of impacts to low income, impoverished and/or minority populations, and local businesses.
Chapter Six: Public Participation This chapter describes the public participation process conducted while preparing this document and the public information and outreach program that would continue after establishment of the adjusted fees. Included in this chapter is a brief explanation of changes to the document between the draft and final versions. This chapter of the document is supported by two previously published documents: the ISDRA BP Communication Plan and the ISDRA BP Public Comment Content Analysis. Both are cited in the body of this document and referenced accordingly.

Figures, Calculations and Rounding Figures e.g., visitation numbers, expenditures, revenues, etc. contained in the document come from a variety of sources including previously published documents , such as annual fee reports, OHMVR grant applications, and internal BLM systems such as Recreation Management Information System (RMIS), Central Billing System (CBS), Financial and Business Management System (FBMS), etc. There are known limitations with these figures, including that systems for tracking figures have changed through the course of the historic data presented. In addition, any numbers retrieved from these systems are only as accurate as the data entered. As such, the figures used throughout this document are the most accurate available through the BLM budget tracking system.
