Piles must meet specific rectangular dimensions (maximum 14' length, 12' width, 10' height; minimum 8' length, 7' width, 6' height). A minimum 85 percent quality standard is required for payment, with acceptance based on compliance with all specifications. Quotes must include past performance references, technical proposals describing approach and timeframe, equipment and personnel qualifications, commitment to on-site project management, and pricing per acre and total project cost. The offer due date is June 15, 2026 at 1200 ADT, with technical questions due by June 9, 2026 and answers provided by June 11, 2026. Award will be made to the lowest-priced, technically acceptable, responsible offeror. A wage determination (WD 1979-0948, Revision 76) applies, establishing prevailing wage rates for forestry occupations in Wyoming counties. Offerors must be registered in SAM.gov and submit a signed SF 1449, unique entity ID, CAGE code, and complete all required representations and certifications.

C.1 General and Site-Specific Specifications
Project Name 2026 East Rim Piles Contract
Scope of Contract This contract requires selective thinning, pruning, and piling on 30.5 acres in the East Rim Project area on the Pinedale Field Office.
This is a request for quotes from contractors to complete hand thin-prune-pile work on a mixed conifer habitat improvement unit. Prices for the bid items should be based on the Description provided below. Please use this Performance Work Statement to assist with quotes.
Base all quotes on site specific conditions and prescription cost per acre as well as total cost of project.
Maps are georeferenced for use with mapping apps. Shapefiles can be provided upon request.
Location The project area has one unit located in the Little Twin Creek Drainage approximately 21 miles north of Daniel, WY, on the E ½, E½, Sec. 13, T37N R111W. Access to the unit will be through private land, notice will be required at least one week before contractor arrival to notify landowners.
Performance Period
June 30th through September 30th, 2026.
Description The project will promote a mature forest cover type by selective thinning, pruning, and piling per the specifications on the next page. Piles will be burned by the BLM/USWFS.
Detailed Unit Information
Specifications are on the next page.
Hand Pile – 30.5 acres in FY 26
East Rim Hand Thin-Prune-Pile
Average Canopy Cover: 50%-60%
Average Slope: 25%-35%
Prune the roughly 110 leave trees/acre after thinning
Construct an average of 41 to 60 piles per acre
Specifications The East Rim Piling Project is designed to promote a mature forest cover type by selective thinning, pruning, and piling.
Selective Thinning
The best available acceptable leave trees will be selected to achieve a 20’ x 20’ spacing with 90% variability (2’ to 38’). Variability will favor leaving clumps of most desirable, healthy trees over uniform spacing to achieve a final cover of roughly 110 trees per acre.
• No 5-needle pine trees will be thinned, pruned or damaged regardless of size.
Only 5-needle pines over 8” DBH will be considered when accounting for leave tree spacing.
• No dead trees/snags will be considered in accounting leave tree spacing. All dead trees/snags less than 20” DBH will be cut.
Species Preference and Size-Class Guidelines, to be removed in this order until spacing is achieved, or all these non-desirable trees have been cut.
1. Remove all non-5-needle conifers less than 6” DBH
2. Remove all subalpine fir less than 8” DBH.
3. Excluding 5-needle pines, remove all other unhealthy conifer trees less than 16”
DBH, that display the following defects/conditions; severe mistletoe, broom rust, beetle infestation, weak/discolored crowns, or damage to the main bole i.e. split top, dead top, or severe crook.
4. Remaining healthy trees to be removed in the 8”-12” DBH size class utilizing the following table:
No healthy trees over 12” DBH will be required to be cut. If all trees that fall under the specifications listed in items 1-4 have been cut and spacing has not been achieved, the residual tree spacing will be deemed acceptable.
Additional specifications
• No aspens will be removed, unless they pose a safety risk and mitigation is required.
• All stumps will be flush cut and 4” or less above the ground, or 6” above natural obstruction i.e. large rocks/boulders, measured from the uphill side.
Staubs cut at angles to the ground exposing sharp points will not be accepted and will be recut.
• All limbs will be severed from the stump including subalpine branches that emerge from the duff within a short distance of the stump.
• Trees will not be left “hung up” in adjacent leave trees. Additional trees outside of the above specifications may be cut mitigate trees that become entangled or any other safety concerns.
• Additional leave trees may be marked with flagging.
Pruning Specifications
• No Pruning of 5-Needle Pines
• All other leave trees will be pruned to 6’ above ground, measured from the uphill side.
• All limbs will be cut to leave a roughly ½” limb collar. Care will be taken not to damage the bole during limbing. Any excessive damage to the bole during limbing will result in the tree needing to be cut and piled with other activity fuels.
• Any limbs that emerge higher up the bole and extend below 6’ from the ground will be severed at that 6’ level to achieve a 6’ canopy base height.
Piling
• All slash between 1 inch and 10 inches in diameter and greater than 2 feet in length shall be piled.
• Limbs will be severed from the boles and placed in piles to maximize compaction;
loose piles will not be accepted.
• All live material less than 8” DBH will be piled.
• All dead material less than 12” DBH will be piled.
• All dead material greater than 12” DBH and live material greater than 8” DBH shall be cut to lengths no greater than 10’. These lengths will be scatted to maximize ground contact and these un-pilled larger materials will be separated and not left stacked or resting on top of each other.
• All piles shall be constructed by laying limbs, stems, cut boles, and other slash parallel in the pile so as to be rectangular in shape, see diagrams below.
• Slash less than 1 inches in diameter and less than 2 feet in length shall be left on the ground. Slash left on the ground shall not exceed 6 inches in depth.
• Slash that causes large air spaces in piles shall be cut to eliminate air spaces. Each pile shall include an area of small sized slash (small branches less than ¼ to ½ inch in diameter and/or small branches with needles or leaves attached) to provide “kindling” for prompt ignition and to aid in combustion of larger slash. These fuels shall be placed in the center of the pile.
• Maximum pile size shall be 14 feet in length, 12 feet in width, and 10 feet in height.
Minimum pile size shall be 8 feet in length, 7 feet in width by 6 feet in height at the time of final inspection. Any slash protruding more than one (1) foot beyond the general contour of the pile shall be cut off and placed in the pile.
• Piles will be built with the goal of killing living overstory Subalpine Fir when piles are burned. Piles may be located underneath the dripline and adjacent to these subalpine fir individuals but must retain a rectangular structure.
• Piles will be placed at least 10’ away from the dripline of any non-subalpine fir leave trees, i.e. lodgepole, 5-needle, spruce, Douglas fir.
• Piles will not be placed in ephemeral drainages, riparian vegetation, seeps, and bogs.
• If any trees with historic carvings are found in the units, piles will be placed a minimum of 20’ away and trees will be reported to the COR/designated inspector.
Units are designated on the attached project maps for treatment. Unit boundaries are not flagged, see PDF maps for guidance on the unit boundaries.
Throughout operations, progress through the units will be evaluated and any adjustments needed to meet specifications will be addressed.
Noxious Weeds Ensure that all vehicles are cleaned prior to operating on Governments lands. Remove all dirt, grease, and plant parts that carry noxious weed seeds or vegetative parts. This may be accomplished with a pressure hose. In addition, if equipment is found operating in a noxious weed area, the equipment must be cleaned before leaving project or moving to another area in location identified by COR.
C.2 Inspection and Acceptance
Piling Inspection Procedure
The Contracting Officer or designated representatives will make periodic inspections, which may include plots. The Contractor or representative is encouraged to observe the inspection and will receive inspection summaries upon request. Acceptance of work shall be based on compliance with all Specific Tasks that correspond to the treatment. A minimum basic quality of 85 percent is required for payment. If the work quality falls below 85 percent, the Contractor must improve the quality of work.
Measurement and Payment
The acreage was measured on a horizontal plane within the established boundaries.
Maps begin on next page
TIMELINESS: Offeror's shall submit their work schedule for this project.
Lowest Price Technically Acceptable:
1 . Past Performance To include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information).

However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

52.212-2 Evaluation—Commercial Products and Commercial Services. (DEVIATION MAR 2026)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Basis for Award (Comparative Evaluation)
1. General:
The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote is most advantageous to the Government, price and evaluation factors identified below. This acquisition is being conducted under the Acquisition of Commercial Products and Commercial Services of FAR Part 12.
2. Evaluation Process:
In accordance with FAR 12.203(c)(2) (FAR Overhaul - Part 12 | Acquisition.GOV) the Government will perform a comparative evaluation of quotes. A comparative evaluation is defined as the act of comparing one quote to another in a side-by-side fashion.
• No Formal Scoring: The Government will not use formal evaluation plans, precise weighting, or adjectival scoring (e.g., "Excellent" or "Blue").
• Direct Comparison: IAW FAR 12.203(b), Quotes will be compared against one another to determine which provides the best value. The Government will use their professional business judgment to determine if a quote’s technical superiority or more favorable terms (e.g., faster delivery, longer warranty) justifies a higher price. However, the Government may first perform a price analysis. If the lowest-priced quote provides the best value, the Government may award to that quoter without further comparison to other quotes.

3. Evaluation Factors:
The following factors will be used to evaluate quotes:
Lowest Price Technically Acceptable:
(A) Past Performance
To include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information).
(B) Technical Proposal
Technical Capability and Experience: The quote shall include a description of your technical approach and expected timeframe to complete the project, equipment, supervision and personnel. Include a commitment to keep the project manager/crew foremen on site for the duration of the project and communicate to the COR/PI the technical aspects of the project. In addition, please explain how the contractor and manager are qualified to successfully complete the tasks illustrated in the Performance
Work Statement. Describe the equipment that will be used for the job, that is suitable for the job and in good mechanical condition to prevent any long delays in completing the work.
(C) Price
Provide price per acre as well as total cost of the project.
Award will be made to the responsible offeror whose proposal meets all the technical requirements of the PWS, has acceptable past performance, and is lowest priced. By submission of its quote an offeror certifies that it will meet all the requirements and perform all the services listed in the PWS unless the quote clearly states otherwise. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).
Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL PRODUCTS
AND COMMERCIAL SERVICES (OCT 2025)
