PERFORMANCE-BASED WORK STATEMENT (PWS)

A. BACKGROUND

The U.S. Geological Survey (USGS), Water Mission Area (WMA), National Water Quality Laboratory (NWQL), located on the Denver Federal Center, Lakewood, CO, requires maintenance services for their Gas Chromatograph and High-Performance Liquid Chromatograph with attached Mass Spectrometers (GC, GCMS and LC-QQQ). These instruments are used by the NWQL to meet its mission requirement of processing and analyzing trace level analyses of water, soil, and tissue samples for local, regional, and national USGS projects. If the instrumentation is not maintained to manufacturer specifications, it could lead to compromising data quality, a loss of data results, and the inability of the water science centers and participating cooperators to meet their mission objectives.

The incumbent currently performing these services is Full Spectrum Analytics under Contract 140G0218C0005. Publicly available information about Contract 140G0218C0005 is available from the Federal Procurement Data System Next Generation (FPDS-NG) at https://www.fpds.gov/ezsearch/search.do?indexName=awardfull&templateName=1.5.3&s=FPDS.GOV&q=140G0218C0005

B. PERFORMANCE WORK STATEMENT

This work statement covers the requirements for full maintenance and software support for instrumentation owned by the NWQL. The Contractor shall provide all necessary personnel, equipment and materials, except as otherwise specified herein, for the preventative maintenance, emergency repairs, software support, and remedial service for the Agilent/HP instrumentation. Software upgrades and revisions necessary for maintaining uninterrupted operation of all listed systems, specifically after any hardware or software changes essential to maximize efficient operation of the Mass Spectrometers, shall be provided. These provided software updates and revisions are included for Government owned stand-alone and instrumentation attached computers using ChemStation and/or Mass Hunter for acquisition and data analysis software applications. The Contractor will immediately notify the Contracting Officer’s Representative (COR) regarding impending updates and revisions. The updates and revisions shall be installed by a qualified Contractor Service Engineer after scheduling a mutually agreed to date and time with the COR.

d. Emergency repairs and remedial service shall be provided as required within two (2) working days after, either email or verbal, notification has been initiated by the Contracting Officer (CO), COR, USGS Technical Liaison, or authorized NWQL chemist/technician. “Emergency repair” is herein defined as “a system or component of a system that cannot carry out its intended function without repair”. An emergency repair will be so specified, at the time of the service call, by the initiator of the service call, at the sole discretion of the initiator of the service call.

e. The Contractor shall provide non-emergency repairs as required within three (3) working days after, either the email or verbal, notification has been initiated by the analyst, USGS Technical Liaison, authorized NWQL chemist/technician, the Contracting Officer or the COR. “Non-emergency repair” is defined as “a system or component of a system that requires repair or service but can presently operate or carry out its intended function without the repair or service”. If the category of the repair is not specified by the initiator of the call, the repair shall be considered a “non-emergency repair”.

f. When repair requires replacement parts, the Contractor Service Engineer shall arrange for such replacement parts to be on site within 1 day of determining the need for replacement parts. All replacement parts shall be certified for use or reuse and meet OEM specifications.

g. The Contractor shall provide for shipment expenses of all replacement parts and return shipment expenses for all non-expendable replacement parts.
