DOI-AAAP-0050 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DEC

2015)

FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web- based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at

Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at

Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

All information provided should be reviewed for accuracy prior to submission.

If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

The following guidelines apply concerning your use of the past performance evaluation:

Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

1. PV Array Conduits and Supports

Item:

The PV system circuits on the roof are protected by conduit which are mechanically supported above the roofing membrane. The conduits enclose circuits between the array combiner boxes and the central power system within the powerhouse.

Findings:

1. Roof top conduit support components are showing evidence of rust and corrosion.

Solution:

Not resolved.

Recommendation:

1. Replace corroding components with stainless components.

a. Medium priority.

i. Corroded components are functional, but inevitably fail in the future.

Corrosion, oxidation, and degradation of metallic components occur more rapidly on the island due to its marine environment. To reduce the rate at which components corrode, they should be comprised of stainless steel.

2. PV Array Electrical Equipment Ground

Item:

The rooftop electrical equipment including PV modules, rails, and combiner boxes should all be connected with a common grounding circuit.

1. Most electrical components on the roof are not properly grounded.

a. Modules and rails have a separate ground from that of the combiner boxes.

i. The module and rail ground passes down the side of the building to the main ground rod.

ii. The combiner boxes ground passes down into the building and equipment room then to the main ground rod.

b. PV support rail ground connection points currently exhibit signs of corrosion.

c. The combiner boxes have a ground terminated within them but are not grounded because there is no connection to the central electrical system.

Conduit clap and screw are completely rusted.

Note: All metal components are steel, however the arrow indicates a stainless component that is not corroding.

Conduit clamps, screws, and strut are rusting.

360 357 1131 Ext 102 | NexgenES.com | Mike.McGoey@NexgenES.com | CA Contactor # 861277

Current situation:

Future Recommendation:

1. The electrical components on the roof should be properly grounded through the combiner boxes and the corroding ground components should be eliminated.

a. High priority.

Circuit breakers and other safety features require a common reference to ground in order to function properly.

2. Replace corroded rail ground points with bronze components.

a. High priority.

Combiner boxes have no reference to ground.

3. The combiner box should be integrated into the grounding system.

3. PV Array Wiring

The PV module conductors running behind the array should be secured and supported to prevent damage from wind induced movement.

1. Most of the PV conductors were loose and not properly secured.

Resolved by NESI, April 2022.

A support system was installed the length of each row to provide a secure and accessible attachment point for the

PV conductors. PV conductors had their attachments reinforced and are properly secure.

The issue has been resolved.

Array ground lug with signs of oxidization.

NOTE: The rail and ground lug are aluminum, however the rail is anodized and has no signs of corrosion.

Combiner box with ground wire in an isolated plastic termination.

Array with loose

PV conductor wires.

Array with PV conductor wires securely attached to support wire spanning the length of each row.

4. PV Array Support Attachment Seals

Item:

The solar PV array is supported by pedestals attached to the roof. These supports are sealed with membrane coating, clamps, and silicone caulking.

1. Most of the array support pedestals are not properly sealed against rain and salt spray.

a. The support seals are original and were not repaired or upgraded when the array was upgraded.

b. Many supports have their clamps fully exposed with little to no silicone caulking remaining.

Temporarily resolved by NESI, April 2022.

Several support seals in the worst condition received emergency repairs of new silicone caulking.

1. Repair all support seals with new, weatherproof, EPDM boots installed over the exposed pedestals and clamps. This solution would eliminate the need to continuously repair the silicone caulking.

a. High priority.

i. The faulty seals will lead to water penetration and damage to the PV array roof anchors and structure.

5. PV Array Bird Spikes

Bird spikes have been installed along the upper edge of the PV modules to prevent birds from roosting on the solar array.

1. Most of the existing bird spikes are damaged and broken.

a. Aa of the components are from the original installation and were not upgraded when the PV array was upgraded.

b. The plastic spike bases have become brittle and are broken in many places.

c. The metal spikes are bent and deformed in numerous locations.

d. The attachment screws are showing signs of rust.

Support seal with fully exposed metal pipe clamp.

Support seal with partially exposed metal pipe clamp.

1. Replace all the bird spikes with new stainless-steel components.

a. Medium priority.

i. Components are marginally functional but are severely damaged.

6. PV Module Cleaning

Item:

The modules comprising the PV array require clean glass surfaces in order to produce electrical energy efficiently.

Over time, the modules become soiled with bird droppings which results in reduced energy production.

1. The PV array had moderate soiling from a combination of bird droppings, and other debris.

Solution:

The PV array was washed and cleaned.

1. Wash the array regularly during periods of heavy soiling to maintain energy production and promote array component longevity.

a. High priority.

7. PV Array Curve Trace Testing

Solar array test data was collected with an IV Curve Tracer to verify if the modules are performing to their factory specifications. The testing process can detect internal defects within a PV module’s electrical circuits which can result in decreased energy production.

1. The resulting PV Array test data showed no sign of defects or degradation in any of the PV modules.

a. All modules are performing according to factory specifications.

Plastic bird spikes with rusted screws highlighted.

Before washing.

After washing.

360 357 1131 Ext 102 | NexgenES.com | Mike.McGoey@NexgenES.com | CA Contactor # 861277

Solution:

Performance data was collected.

1. Array performance data should be collected every three years.

a. Low Priority.

If issues are ever observed, priorities may change.

8. Battery Seismic Support System

The original battery bank was installed in structural steel support racks that are intended to provide stability for the battery cells during seismic events.

1. The existing battery support system is not designed for the recently installed batteries.

a. The support system from the original system was not upgraded when the battery bank was last upgraded.

The new batteries are smaller in physical size than the original batteries.

Modifications to the support structure do not meet the manufacturer’s design requirements for seismic restraint.

a. High priority.

When batteries are replaced in the future, the cells should be secured in a properly specified battery support rack.

Support rails excel length of batter bank

Shims used to the battery racks.

Example of typical module performance curve data collected by NESI.

9. Battery Hazmat Containment

The recently installed battery bank does not have any provisions for secondary containment of spilled battery electrolyte. Battery electrolyte is hazardous because it contains sulfuric acid and other dangerous compounds.

1. There are no sealed, nonconductive outer cases to contain electrolyte that may spill or leak from the battery cells. The causes of a spill include overwatering of a battery cell or the rupture of a battery cell’s plastic envelope.

2. The outer metal battery cases and support system show evidence of battery electrolyte (acid) leakage.

a. The existing metal battery casing has a drain hole in the bottom. (To reduce corrosion of the metal case in the event that it becomes exposed to corrosive battery electrolyte.)

3. There is no material or equipment on site to mitigate the hazards of spilled or leaking electrolyte.

a. High Priority

1. Observe the battery bank and regularly inspect it for signs of further corrosion.

2. The USF&WS should consider having hazardous material spill mitigation materials and equipment at the site in the event that there is an electrolyte spill or leakage event.

3. Procedures for mitigating a hazardous spill safely and effectively should be written and posted near the battery bank

10. Battery Bank Connections

The two battery banks are connected to a common electrical bus for normal operating purposes.

Findings:

1. Battery connection terminals were not properly tightened (torqued) upon installation.

a. A problem reported to NESI in June 2020 led to the discovery of a defective connection in Battery String one.

i. Battery bank string one was not completely terminated to the battery bus system resulting in electrical isolation during discharge events.

ii. Battery bank string two experienced excessive cycling during discharge events.

Drain hole in the metal case.

Note: The discoloring is due to battery acid leakage.

Partially resolved by NESI, June 2020.

Battery bank one had connections tightened and…
