About this file
This is a Notice of Intent to Award a Sole-Source Purchase Order issued by Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, located in Tobyhanna, Pennsylvania. The Army intends to award a sole-source purchase order to Hentzen Coatings, Inc., located at 6937 W. Mill Road, Milwaukee, Wisconsin. The requirement encompasses 650 gallons of 383 Green Aliphatic Polyurethane Coating (single component, MIL-DTL-53039 Type IV, Hentzen Part Number 08605GUZ-ULVOC) and 100 kits of Orange Zenthane Plus topcoat for aircraft and support equipment (two component, high gloss, SAE AMS-STD-595/MIL-PRF-85285 Type I Class H, Hentzen Part Number 04628NUX-3/04600CHA-FG). Upon delivery to Tobyhanna Army Depot, the 383 Green material must have a minimum shelf life of 16 months, while the Orange Zenthane Plus must have a minimum shelf life of 14 months. Both coatings must be climate and season appropriate, ready for use without requiring additional reducers or additives for spray application, and capable of application at temperatures between 60°F and 85°F with humidity levels typical to the Tobyhanna area, producing no blistering, foaming, or defects at up to 10 mils wet film thickness.
The sole-source justification is based on recent paint evaluation testing demonstrating that Hentzen's products performed superior to competing vendors in film build, sag/hang, coverage, resistance to blistering, recoat blending, dry time, and dry film finish. The Orange Zenthane Plus quick-dry formulation maximizes production rates and minimizes paint defects in hot and humid field conditions, while its extended pot life and short-filled kit design reduce waste and improve operational flexibility. The Government intends to acquire this requirement under FAR Part 12 Commercial Items guidelines. Although this is not a competitive solicitation, interested parties may submit capability statements, price lists, and supporting documentation via email to Purchasing Agent Alicia Piercy (alicia.a.piercy.civ@army.mil) by 12:00 PM EST on Tuesday, August 25, 2026. The Government will consider responses solely to determine whether to conduct a competitive procurement in the future, with the final decision to compete remaining at the Government's sole discretion.

NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER
Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to Hentzen Coatings, Inc., 6937 W. Mill Rd, Milwaukee, WI 53218-1225.
This requirement is for the purchase of the following: A quantity of 650 EA gallons of 383 Green (34094), Aliphatic Polyurethane Coating, single component, M53039-04-01G-34094 Conforming to MIL-DTL-53039, Type IV, Hentzen Part Number: 08605GUZ-ULVOC. A quantity of 100 Kits (size: 1-gallon kits, Part A: 0.75-gallon, Part B: 1-quart) Topcoat, Aircraft and Support Equipment, Two Component, High Gloss Orange, 12197 per SAE AMS-STD-595, Conforming to MIL-PRF-85285, Type I, Class H, Form M. Hentzen Part Number: 04628NUX-3/04600CHA-FG (Orange Zenthane Plus)
In addition to the CARC specification above, the coating delivered shall be of a climate and season appropriate formulation (i.e. paint received ready for use). For spray application, addition of reducers, reaction retarding agents, or other additives shall not be required. As delivered, the coating must not produce any blisters, foaming, or other defects when applied up to 10 mils wet film thickness at temperatures between 60°F and 85°F and humidity levels normally encountered in Tobyhanna, PA. The coating must be capable of being applied by roller to the required film thickness above with a maximum of 10% volume addition of a single reducer or VOC exempt retarder.
Upon date of delivery to Tobyhanna Army Depot (TYAD), 383 Green material must have a shelf life of NO LESS THAN 16 months and the Orange Zenthane Plus material must have a shelf life of NO LESS THAN 14 months.
This sole source to Hentzen Coatings, Inc. was determined based upon recent paint evaluation performed on different vendors' of the MIL-DTL-53039 Type IV CARC. It was determined from the testing that the Hentzen version performed best when applied up to 10 mils wet film thickness at temperatures between 60°F and 85°F and humidity levels normally encountered in Tobyhanna, PA in the following TYAD required criteria: Film Build, Sag/Hang, Coverage, Resistance to Blistering, Re-coat Blending, Dry Time, and Dry Film Finish.
Also, in reference to the Orange Zenthane Plus, the Quick-Dry formulation of this material maximizes production rates and is extremely beneficial for field work, where changing weather conditions and hot/cold cycling throughout the day may damage uncured paint. This material is also designed to not only perform in hot and humid conditions, which are often encountered in field work, but also minimizes paint defects often caused by hot/humid conditions, such as blistering.
The extended pot life of this material (several days) minimizes waste and also provides flexibility for technicians to delay work if need be due to changing priorities, weather, etc. Finally, Hentzen Coatings offers this material in short-filled kits, allowing the paint to be mixed within the manufacturer's container and eliminating the need for separate mixing vessels.
This combination of characteristics is unique to this Hentzen line of products.
Other manufacturers’ products previously used at TYAD did not meet TYAD's Quality Control Division’s inspection requirements when the coating was applied by System Integrations applicators. Use of a product that did not meet these criteria would dramatically impact our mission by negatively affecting final product quality, increasing rejects and rework, and delaying component return to primary shops thereby affecting program completions.
The Government intends to acquire this requirement under the guidelines of FAR Part 12, Commercial Items. This is not a solicitation for competitive quotes. However, if any interested party that can provide this supply, without compromising manufacturing delivery, warranty, or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to the Purchasing Agent: Alicia Piercy at alicia.a.piercy.civ@army.mil by 12:00 PM EST on Tuesday, 25 August 2026.
