STATEMENT OF WORK

Purchase- Installation-Repair of fencing at the Klamath Marsh National Wildlife Refuge.

1. GENERAL:

The U.S. Fish & Wildlife Service, Klamath Marsh National Wildlife Refuge has a need to replace, install/repair field fencing (barb & smooth wire) following the Marsh Fire (Sept 2023).

Project will total approx. 3.5 miles of new fencing. The cost of the entire project is Not to Exceed (NTE) $42,350.00. Any offers above that limit will be evaluated on Price per Mile

Job site is located at Klamath Marsh NWR – (physical address): 21401 Silver Lake Road, Chiloquin OR.

The need for new, repaired wildlife friendly fencing is crucial to the refuge objectives/goals and our legal mandates to preserve and maintain wildlife and their habitats within the KMNWR.

The topography for the fencing work is flat with a combination of dry meadow, woodland and marshy areas subjected to seasonal flooding. The marshy areas may only be accessible during late summer or fall due to high water conditions. All of the areas are accessible by 4-WD, ATV’s or tractors/tracked vehicles. However, driving and access conditions may change quickly due to water levels or muck-mud soils. Some areas may have thick stands of bulrush/cat tail, which may necessitate mowing/trampling of fence-line prior to construction. In addition, there may be creek crossings (seasonally flooded) that may necessitate the construction of free -swinging floodgates or water bars. These crossings are normally dry during late summer/fall and are between 25’ -50’ in width. Summer/fall construction work may also be limited, interrupted, or delayed by High Fire Danger conditions. Dry/windy conditions, flashy fuels and peat soils may cause fence work to halt until conditions are safe.

2. SCOPE:

Contractor will provide all fencing materials (posts-wire-braces-gates-clips) and needed equipment to install new 4-wire wildlife friendly fencing. In addition, certain sections of fencing will need to be repaired where necessary or as directed by the Refuge management.

All newly installed fencing will follow the Wildlife Friendly Fencing Guidelines outlines below:

Fence will be built utilizing 4-wire construction. Barb and smooth wire will be 12 ½ gauge and galvanized. Fence posts will be standard steel T-post minimum 6’0” length and installed at 16.5-foot maximum intervals. A brace will be placed every ¼ mile or where needed to ensure fence integrity such as turns or for gates. Bracing should be steel (i.e old drill stem) to reduce wildfire damage but may also be wood where Refuge management determines it is appropriate.

The top and bottom wires will be barbless, and the middle two wires barbed (2 barb). Top wire (smooth) height is 40 inches from ground and the bottom (smooth) wire 18 to 20 inches off the ground to allow pronghorn and deer fawns passage. The top wire should be at least 12 inches above the second wire to minimize chances of deer or elk becoming entangled. No stays will be required. Livestock gates will be installed at a minimum of every ½ mile or at turns/corners as instructed by Refuge management (estimate 4-6 gates total). Gates will be steel or aluminum (minimum span 12 feet) and installed to freely swing open and shut.

All old fencing material will be removed from the site by the contractor.

Sites visit will not be taking place do to winter weather conditions.

The line items for bid will be:

1. Construction of new fencing (bid to include all parts and labor: bid can be total cost per mile.

Fish and Wildlife Service Provides:

Maps-aerial photos-drawings of locations where new fencing is to be installed and or repaired.
