STATEMENT OF WORK

for

20 ft by 30 ft 1-hour fire rated modular office

1.0 GENERAL

The Indian Head, Naval Surface Warfare Center McAlester Detachment, is requesting a purchase of 20 foot by 30 foot, 1-hour fire rated, modular office with installation to be performed by the contractor.

2.0 SCOPE

The Vendor shall provide and install a new 20 foot by 30 foot 1-hour fire rated modular office at McAlester Army Ammunition Plant 1 C Tree Rd Building 1041, McAlester Oklahoma with the minimum requirements stated in section 3.0.

3.0 REQUIREMENTS

3.1 1-HOUR FIRE RATED WALLS

STEEL BOTH SIDES OF WALL (SG/GS): 100 LF @ 12 FEET TALL

The panels are 3" thick composite sandwich panels. The outside & inside facings consist of stucco-embossed or smooth 26-gauge galvanized steel, pre-painted white & laminated to 5/8" fire shield gypsum. The core consists of metal studs and mineral wool. The 5/8" fire shield gypsum is mechanically fastened to the metal studs inside the panel. Every 4’ of wall has a steel joint cover to hide the seams between panels. All penetrations of the wall shall be sealed with fire stop caulking. This wall system shall reduce ambient noise by up to 32 decibels and has been certified to meet the ASTM E119, UL 263, and NFPA 251 requirements for a fire rated wall assembly.

CONROCK 60 CORE:

The mineral wool core shall have the following mechanical properties:

Shear strength (flatwise) 18 -22 PSI Shear Modulus (flatwise) 280 - 320 PSI The water absorption rate shall be less than 4% STC Value: 32 R-Value: 13

3.2 1 HOUR FIRE RATED ROOF ASSEMBLY

600 SQUARE FEET

The roof shall consist of cold rolled steel c-channel framing with 22 gauge, primed or painted steel inter-nesting B-deck pans as a dust cover with closure fascia. Steel shall be fabricated from steel conforming to Section 1.2 of the latest edition of the American Iron and Steel Institute, Specifications for the Design of Cold-Formed Steel Structural Members or bar joists as designed.

Six-inch batt insulation shall be used between roof framing members, with (2) layers of 5/8” fire shield gypsum mechanically fastened to the 16 gauge cold rolled studs. (1 sheet on the interior and 1 sheet on the exterior). A corner trim shall fit over the edges of the roof to hide the roof framing and insulation.

3.3 1-HOUR FIRE RATED CEILING:

600 SQUARE FEET

The ceiling system shall consist of a complete one-hour suspension system and acoustical material. The ceiling suspension system shall consist of a concealed assembly of structural members and such hardware and wall moldings, maximum deflection of L/360 of the span. The ceiling shall be capable of incorporating lighting, heating, ventilation, air conditioning, electronic and electrical system components, as necessary. The system shall be completely integrated with the structural and mechanical elements and shall be coordinated with the interior partitions.

The ceiling system shall consist of a white "T" grid system with a 2’ X 4' pattern.

3.4 DOORS

20 GAUGE INSULATED STEEL ONE-HOUR FIRE DOOR WITH CLOSER: 2 EACH

The door(s) shall be 36"w X 84"h X 1 3/4" thick and shall be constructed of 20-gauge hot dipped galvanized steel, mill treated for proper paint adherence. The door shall have a top and bottom channel of 16-gauge steel projection welded to door skins on no less than 2" centers. The top channel is to be flush while the bottom channel is to be inverted. The hinge preparations are to be 9-gauge steel reinforcements projection welded to the door skins in six places each. Hinge preparation is to be cut through the doors and provided with reversible filler plates to allow building site handling. Standard hinge preparation is to be 4-1/2" regular weight .134" hinge, conforming to ANSI A1567, three preparations. The door frame shall be 16 gauge single "rabbit" commercial quality steel. The frame shall be pre-mortised for the application of matching hinges and striker set of the door. The door shall be supplied with all necessary hardware to meet local and state code requirements. Also, the heavy-duty door closer.

3.5 WINDOWS

45 MIN. FIRE RATED PICTURE WINDOW: 2 EACH

Picture windows shall be nominal 3’ wide X 3' high with 1/4” tempered safety wire glass and shall be an integral part of the wall panel. The window shall be non-opening, and the entire window frame shall be painted in accordance with AAMA Specification 603.8. The surface area of windows shall not exceed 25% of total wall surface area to maintain the 1-Hour fire rating of the room.

3.6 ELECTRICAL

The electrical package shall consist of (2) wall switches; (13) duplex receptacles to include (1) 230 volt, 1 phase, 60hz; (8) 110-volt; 2x4 lay-in LED fixtures (75 fc at desk height) with pre-wired electrical modules. Switches and receptacles are flush mounted in 2x4 handy boxes with modules consisting of MC cable with #12 AWG solid copper conductors. For switches and receptacles, the conductors tie into the apparatus in the usual fashion. Each module has a "power-in" tap, which plugs into a distribution or extender cable. As a circuit is filled, a "home run" is then made to the breaker box. Lighting is handled in a similar fashion, with the switch module acting as the “home run”. Also, included shall be (3) 2x4 handy boxes for telephone/data connections no faceplate – wiring by others.

NOTE: Final hookup of power to the breaker box must be made by a licensed electrician. This package meets NEC (current edition).

THROUGH-THE WALL HVAC UNIT TO A CONTRACTOR SUPPLIED LOAD CENTER

The electrical service shall include an indoor load center of sufficient amperage and circuit capacity to handle all lighting loads, receptacles and supplied HVAC systems.

NOTE: The entire electrical system for the modular building shall be in accordance with the National Electrical Code and shall meet all N.E.C. requirements.

3.7 HVAC

The HVAC package shall include, a minimum, Mitsubishi ductless mini-splits TRUZA0181KA70NA – Heat pump / TPKA0A0181LA00A – or equivalent 3x3 Celling Cassette, 50’ Line set, outdoor unit stand, Wind Baffles – low ambient cooling, thermostat. All with a 1 year parts and labor warranty

4.0 TRAVEL

Modular office will be installed by the contractor on-site at NSWC, McAlester Detachment.

52.211-6 BRAND NAME OR EQUAL (AUG 1999)

(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must--

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by--

(i) Brand name, if any; and

(ii) Make or model number;

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

o Low price, responsible offer.

o Technical and past performance, when combined, are NONE

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(a) Definitions. As used in this clause--Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area Workflow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

52.0033-4000 AMC-LEVEL PROTEST PROGRAM

If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible Contracting Officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with General Accounting Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. To be timely, protests must be filed within the periods specified in FAR 33.103.

52.0047-4001 HOURS OF OPERATION – MCAAP (FEB 2004)

Normal work hours are Monday through Thursday 6:30 A.M. until 5 P.M. Contractors will not be permitted to work on Fridays, Saturdays, Sundays, or legal holidays for any reason, unless otherwise approved by the Contracting Officer. The following legal holidays will be observed:

January 1st 3rd Monday of January 3rd Monday of February Last Monday of May July 4th 1st Monday of September 2nd Monday of October November 11th 4th Thursday of November December 25th

When one of the designated holidays falls on a Friday or Saturday, holiday will be observed on Thursday. If the holiday falls on a Sunday, holiday will be observed on the following Monday. (End of Notice)
