About this file

This document is a Justification for Exception to Fair Opportunity (JEFO) under Federal Acquisition Regulation Subpart 16.5. It describes a follow-on contract to extend manufacturing support for 15 Security Onion Solution appliances/sensors currently in production for the Raven Rock Mountain Complex (RRMC). The existing support expires on June 28, 2024, and this contract will provide software patches/updates, technical support, and onsite hardware service. The total value of the base period plus all option periods is $118,146.60. The contracting office is the Department of Defense, Washington Headquarters Services, Acquisition Directorate. The justification cites FAR 16.505(b)(2)(i)(C) as the exception to the fair opportunity process, as this is a logical follow-on to an existing contract under the Army CHESS IT Enterprise Solutions-3 Hardware IDIQ with Government Acquisitions Inc. as the only authorized reseller. A technical refresh is planned for FY26 to increase competition.
