About this file

This is a Sole Source Justification under Simplified Procedures for Certain Commercial Items issued by the Department of Defense, Washington Headquarters Services (WHS), for the Office of the Secretary of War (OSW).

The justification seeks approval to award a sole-source, firm-fixed-price (FFP) contract to Pall Aeropower Corporation for Executive Champion Orientation (ECO) training support over a 12-month performance period from September 30, 2026, through September 29, 2027, valued at $40,000.00, funded with Fiscal Year 2026 appropriations. The requirement calls for proprietary Danaher Business Systems (DBS)-based training and experienced practitioners capable of delivering ECO curriculum, customized instructional materials, and management-system methodology to support the Government's continuous-improvement objectives across U.S. defense operations and the industrial base. The justification cites 10 U.S.C. 3204(a)(1) as the authority for sole-source procurement under Revolutionary FAR Overhaul (RFO) procedures, asserting that only Pall Aeropower Corporation—a Danaher subsidiary with exclusive access to proprietary DBS-based ECO curriculum and practitioner resources—can meet the Government's minimum needs. Market research identified multiple sources capable of providing general leadership, Lean, and Six Sigma training but no other source possessing the authorized DBS-based curriculum and instructional materials. A Notice of Intent to Sole Source was posted on SAM.gov on September 15, 2026, for seven days and closed on September 21, 2026, without vendor objections. Fair and reasonable pricing will be determined using RFO 15.404-1(b)(5) techniques without requiring Certified Cost and Pricing Data. This is identified as a new requirement with no prior competitive acquisitions. The justification was approved on October 20, 2026, by Contracting Officer Kealon Wallace.

Text version

Danaher is the parent company of Pall Aeropower Corporation. Pall Aeropower Corporation is the entity identified to provide the required ECO training and associated instructional support. Pall Aeropower

Corporation has access to the proprietary DBS-based ECO curriculum, authorized instructional materials, and experienced practitioners required to deliver the specific training sought by the Government. The DBS methodology incorporates continuous-improvement principles, including policy deployment, daily management, visual management, structured problem-solving, and leadership development, which are integral to the required ECO training.

Market research identified sources capable of providing general leadership, executive-orientation, Lean, Six Sigma, and continuous-improvement training. However, no other source was identified that can provide the proprietary DBS-based ECO curriculum, authorized instructional materials, and practitioner experience necessary to meet the Government’s minimum need. Award to an alternate source would result in training based on a different methodology and would not satisfy the requirement for DBS-based ECO training.

Therefore, Pall Aeropower Corporation is the only responsible source reasonably available to meet the

Government’s requirements.

6. EFFORTS TO OBTAIN COMPETITION: On September 15, 2026, WHS/AD issued a “Notice of

Intent to Sole Source” to Pall Aeropower Corporation. on Sam.gov. The Notice of Intent was posted for seven days and closed on September 21, 2026. The Notice of Intent did not yield any objections from vendors regarding the issue to sole source.

7. FAIR AND REASONABLE COST DETERMINATION: The Contracting Officer will determine that the anticipated prices will be fair and reasonable by using the techniques identified at RFO 15.404-1, specifically, RFO 15.404-1(b)(5), to ensure the award will be at a fair and reasonable price. Certified Cost and Pricing Data will not be obtained.

8. MARKET RESEARCH: Market research was conducted to identify potential sources capable of meeting the Government’s requirements. An internet search identified multiple sources capable of providing general leadership, Lean, Six Sigma, and continuous-improvement training. These sources were considered capable of providing related—but materially different—commercial training services. However, the research did not identify another source capable of providing the authorized DBS-based ECO curriculum, associated proprietary instructional materials, and direct DBS practitioner experience required to meet the

Government’s minimum need.

Pall Aeropower Corporation was identified as the available provider because it is a Danaher company and has access to the DBS-based ECO curriculum, instructional materials, and practitioner resources required for this effort. Briefings from Pall Aeropower demonstrated their proven capability to deliver a solution that meets these critical needs.

9. ANY OTHER FACTS SUPPORTING THE USE OF SOLE SOURCE: Failure to award to Pall

Aeropower Corporation would prevent the Government from obtaining the required proprietary Danaher

Business System-based Executive Champion Orientation curriculum, authorized instructional materials, and practitioner experience. While other sources may provide general leadership, Lean, or continuous improvement training, such training would not provide the specific DBS-based management-system approach required to meet the Government’s minimum need.

Awarding an alternate source would create schedule, cost, and performance risk. The Government would need to identify, evaluate, and potentially tailor an alternative curriculum that may not provide comparable

DBS-based content or implementation experience. Use of a different methodology could also create inconsistency in training concepts, terminology, and execution practices, reducing the DoW’s ability to establish a common and scalable approach to continuous improvement across defense operations and the defense industrial base.

As a result, failure to award to Pall Aeropower Corporation may delay development of the intended institutional capability and reduce the effectiveness of the Government’s investment in improving execution discipline, operational performance, manufacturing throughput, innovation, and readiness.
