Summary: Instructions to Offerors and Evaluation Factors for Prefabricated Pedestrian Bridge Solicitation

This document contains the Instructions to Offerors and Evaluation Factors for a federal solicitation for a prefabricated pedestrian bridge in Lincoln, New Mexico. The Government will award the contract on a best value basis, considering price and other factors, with a technical Evaluation Panel conducting initial technical capability assessments before the Contracting Officer makes the final award recommendation. Offerors must submit quotes in two separate volumes: Volume 1 must include priced quotations for the prefabricated pedestrian bridge, abutments, other costs (including material lead time and delivery schedules), and total price on an FOB Destination basis excluding applicable taxes. Volume 2 must contain non-pricing technical information addressing evaluation factors.

Technical evaluation will assess three subfactors: Bridge Specifications (design specifications meeting or exceeding Bridge and Design Requirements 2.0-9.0, with the bridge in kit form and transportable at delivery); Experience as a Qualified Supplier (manufacturer must have minimum five years in bridge design and fabrication with documentation of at least five successful similar bridge projects in service for at least three years, including project name, dates, description, size, location, owner contact information, and total dollar value); and Schedule (detailed work breakdown schedule showing critical path including material lead times, prefabrication build, and delivery). Past Performance evaluation will review SAM.GOV and CPARS.GOV profiles for governmental performance history, with absence of past performance evaluated as Neutral. Contractors must address any past terminations for default regarding cause, corrective action, and remediation efforts; failure to adequately address such terminations may result in disqualification. Price evaluation will assess whether offered prices, inclusive of all transportation charges FOB destination, are fair and reasonable. Technical and past performance factors, when combined, are significantly less important than cost or price.
