While other commercial codes can perform similar acoustic signature prediction, none have AERO-S' unique capabilities for efficiently predicting signatures of large finite element models. Using another software would delay the Navy's concept studies by approximately one year. Therefore, the justification requests approval to solicit the required services from CM Soft as the developer of AERO-S and sole source of its specialized capabilities.

SIMPLIFIED ACQUISITION THRESHOLD MEMO

SUBJECT: Sole Source Justification for Use of Other than Full & Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE

Code 7240 requires the purchase of maintenance, scripts and a scalability study for AERO-S software to demonstrate the effectiveness of this software to support future submarine designs. The estimated cost of this procurement is

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

Under the HPCMP Productivity Enhancement, Technology Transfer, and Training (PETTT), CMSoft has developed numerous extensions of AERO-S’ post-processing and output capabilities, particularly in the areas of acoustic scattering analysis, structural acoustic analysis, and fluid-structure analysis in the frequency domain.

Also under PETTT, CMSoft is currently equipping AERO-S with a portable, multi-level, FETI-DP/FETI-DPH library for the scalable solution of acoustic scattering and structural acoustic problems on the future generation of exascale computers.

3. Other Reasons: While there are relatable commercial codes, such as Abaqus, that can be used to perform similar acoustic signature prediction, none of the other codes have the unique capability in AEROS (such as Krylov Galerkin Projection, Finite Element Tearing and Interconnecting, etc.) to accurately and efficiently predict acoustic signature of large FEA models. Though Code 72 did not previously purchase AEROS, it is currently in usage at Carderock in support of ONR Integrated Structural Acoustics Tools and SSN (X) projects. Concept studies in support of PMS4XX will be delayed by approximately one year if this efficient finite element program is not available.
