About this file

This is a Request to Restrict Competition memorandum from the Naval Surface Warfare Center, Carderock Division, dated June 18, 2026, documenting a sole source procurement under FAR Part 12 procedures for a commercial product not expected to exceed the simplified acquisition threshold (SAT).

The requirement involves augmenting the Corrosion Cracking Maintenance Prediction Software (CCMPS), originally developed by VEXTEC Inc. under an Office of Naval Research Future Naval Capabilities program (project EPE-FY14-02) at an estimated cost of one million dollars. The performer will optimize the tool by refining its software framework and developing new material and structural input models, specifically implementing 5083 H116 aluminum alloy data and parameters for LCS ship classes to predict stress corrosion cracking. The estimated contract value is $171,660. The restriction to sole source procurement is justified based on restrictive rights, as VEXTEC Inc. possesses proprietary architecture in the Monte Carlo simulation methodology and stochastic weighting variables that are essential to leveraging the existing government investment and effectively augmenting the CCMPS software. Market research was conducted directly with VEXTEC Inc. POC Animesh Dey (615-372-0299). The request was approved by Contracting Officer Code 02 on July 13, 2026, allowing the procurement to proceed without full and open competition pursuant to FAR 12.102(a).

MEMORANDUM

Requirements POC: William Golumbfskie Requiring Code: 612 Date: 18 June 2026 Subj: Request to Restrict Competition for FAR Part 12 Acquisition NTE SAT

PID#: N00167-26-SIMACQ-CD-61-0124

This requirement is for a commercial product or commercial service that is not expected to exceed the simplified acquisition threshold (SAT) and FAR Part 12 procedures will be used for the purchase. FAR 12.102(a) states that the decision to restrict competition , must be documented. The Requirements Owner requests approval to restrict competition for the identified PID# for the reasons stated in Section III and submits this memorandum to document the basis for the request pursuant FAR 12.102(a).

I. TYPE OF RESTRICTION REQUESTED

SELECT ONE

Sole Source. A sole source procurement means only one source for the required commercial product or service is reasonably available based on the information provided and certified by the Requirements Holder, e.g., exclusive licensing agreement, direct replacement, e s who can sell the product/service to the Government.

Brand Name. A brand name procurement means that the requirement includes a brand name description, specifies a particular brand name product, or the features of the product are particular to one manufacturer. Brand name restricts what can be sold to the Government but not who can sell it. If there is more than one authorized dealer or reseller, select Brand Name.

Federal Supply Schedule (FSS). See FAR 8.401(b). Enter FSS#: Click or tap here to enter text.

Exception to Fair Opportunity. See FAR 16.507-6. Select one below.

II. REQUIREMENTS DESCRIPTION

Provide a brief description of the requirements.

The performer will augment the Corrosion Cracking Maintenance Prediction Software (CCMPS) that was developed as part of an ONR Future Naval Capabilities (FNC) program under project # EPE-FY14-02. The purpose of this

work is to further optimize the tool by refinement of software framework and allowing for the development and addition of material and structural input models to be incorporated into the existing framework.

Identify the Original Equipment Manufacturer (OEM), OEM address, and whether the market research was conducted by contacting the OEM directly or an authorized OEM dealer or reseller. For the source of the market research, provide the point of contact name, phone number, and e-mail. Also include the estimated dollar value from the Independent Government Estimate (IGE). Using manufacturer or vendor estimated cost information will result in rejection of the request.

III. BASIS TO RESTRICT COMPETITION

A. Existing Restrictive Rights/Licensing Agreements.

B. Coordination with Existing Equipment and Systems.

SELECT ALL THAT APPLY

Compatible Form, Fit, & Function. The product or service must be compatible in all aspects with existing systems presently installed and performing.

Direct Replacement. The product or service is a direct replacement for parts and components for existing equipment.

SELECT ALL THAT APPLY

Restrictive Rights. The prospective contractor has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the product or service required.

Exclusive Licensing Agreements. The product or service is only available from the OEM or authorized OEM dealer or reseller.

Other Reasons.

C. Market Research Conducted & Conclusions.

Detailed market research is required to establish why only one source, or one brand can meet the requirement for the exclusion of other sources or brands. To comply with FAR 12.102(a), limitations to competition MUST detail the market research conducted to find alternate sources and competition. This information will be verified before Contracting Officer approval.

For Sole Source ONLY:

Describe what is unique about the sole source that no other company or individual can provide.

If using a cost impact statement, attach the supporting documentation.

The Corrosion Crack Maintenance Prediction Software (CCMPS) tool was developed as part of an FY14 Office of Naval Research Future Naval Capabilities (FNC) program. The software was developed over a 4 year timeframe by VEXTEC Inc at a cost of approximately one million dollars. The tool was developed to predict the degree of sensitization (DoS), likelihood of cracking, and crack rate for 5xxx Al ship structures as a function of alloy, time and environments. CCMPS will allow the ability to pre-plan the time, location and extent of repair. The software creates a digital twin and implements a Monte Carlo simulation that utilizes stochastic weighting of input parameters to predict the likelihood of sensitization and cracking as a function of service conditions and location. The initial tool was developed specifically utilizing the 5456 H116 aluminum alloy and input parameters specific to CG class ships.

The current tasking looks to augment the CCMPS tool by implementing 5083 H116 aluminum alloy data and input parameters specific to LCS ship classes to develop models to determine likelihood of stress corrosion cracking in service. The utilization of the existing CCMPS tool will leverage the one million dollar ONR FNC investment allowing for the development of a tool designed for LCS at a considerably lower cost.

Restrictive Rights because the use of the software developer, VEXTEC Inc. is necessary due to the architecture Additionally the variables assigned to the stochastic input information is also proprietary. Without knowing either aspect, it is not possible to leverage the existing investment and augment the existing CCMPS software tool effectively.

IV. CERTIFICATIONS & APPROVALS

A. Requirements Owner/Technical Certification. I certify that the information provided above is true, accurate, and complete to the best of my knowledge. I understand that approval of this request precludes use of full and open competition.
