Scope Of Work Monitoring, Reporting, Maintenance and Testing Of Intrusion and Security Alarm Systems
Salem Maritime (SAMA) and Saugus Iron Works (SAIR) National Historic Sites
PART 1 – General Information
An alarm monitoring, reporting, testing and maintenance service contract is required for intrusion and security alarm systems at Salem Maritime National Historic Site (SAMA) and Saugus Iron Works National Historic Site (SAIR). This contract is for a base year of twelve (12) months and two option years. The option periods will be exercised at the discretion of the government.
Monitoring and Reporting services will be severable from repair services during the option periods. Quotes will be evaluated based on the quoters ability to meet factors within this scope of work, and price.
Location:
The alarm systems are located at facilities in the cities of Salem and Saugus, MA, in Essex County
Regular Working Hours:
Regular working hours at the parks are from 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working Hours where possible.
Notification:
The Contractor shall notify the Contracting Officers Representative (COR) in advance for all work in facilities located within the park. The contractor should make all efforts to notify the COR by 3pm on the business day prior to the day of planned work performance to coordinate schedule.
Work Restrictions:
Two business day notification is required for entry into security sensitive areas. These security sensitive areas will be identified at the pre-work meeting. At a minimum the contractor must notify the COR by 3pm two business days prior to the day of planned work performance to coordinate schedule.
Waste Disposal:
The Contractor shall properly dispose of solid waste materials offsite.
Protection and site details:
Protection of the NPS/SAMA and SAIR historic resources is of the utmost importance for this comprehensive procurement. The contractor must be very sensitive to the historic nature, importance, and value of the park's resources. These are primarily historic buildings containing valuable collections. The ages of the buildings range from 1600s to the present day. The buildings and alarm systems are in good operating condition. The buildings are occupied by staff and the public during most daytime hours. There are no overnight occupants at any of the facilities.
Written Reports and Approvals:
Contractor shall provide a written description of work done during each site visit to the COR, within two business days, unless otherwise stated in this contract (see Part 3 Deliverables). No work is to be undertaken without specific approval of the COR or CO as applicable.
Central Office Contact:
Contractor’s central office shall be reachable by phone at all times and park service personnel shall be able to speak with a central station operator immediately without delay.
Payment:
The government requires electronic submission of all invoices via IPP.gov. Invoice(s) must itemize charges per park site so that the park and service being billed is easily identified as covered by the contract.
PART 2 –Intrusion And Security Alarms Monitoring And Reporting (CLIN 00010 – SAMA, and CLIN 00020 – SAIR)
Description of Work:
The contractor shall provide the necessary equipment, supervision, staff and any other resources required to monitor and report on multiple intrusion alarm systems. This service will be provided continuously throughout the Period of Performance, 24 hours per day, 365 days per year. This is a Firm Fixed Price Part.
Qualifications and Experience:
1. Monitoring and reporting central station services shall utilize UL approved equipment, and must be UL-681 & UL-609 certified for low voltage and alarm systems (applies to all sections of this contract). Bidders will submit UL certification for their central station with their proposal.
2. Contractor must employ certified technicians that are proficient in the installation, testing and maintenance of “Radionics/Bosch” and “Compass” Brand equipment. Technicians must be licensed by MA to perform low voltage alarm work, and they must have a minimum D license, for low voltage electrical and alarm work (applies to all sections of this contract). Bidders will submit with their proposal technicians’ Minimum MA D electrical licenses, for one or more of their workers who will be involved with the work under this contract.
3. Selected contractor will have at least three years’ experience in monitoring and servicing “Radionics/Bosch” and “Compass” systems/equipment. Company must be licensed by MA to perform low voltage alarm work, company must have MA minimum C license, for low voltage electrical and alarm work (applies to all sections of this contract). Bidders will submit with their proposal a brief descriptions for 3 projects or contracts that they have performed within the last 5 years that are of similar scope and cost to this one, including for each contract/project the contract information for the person or entity who hired them for each referenced project so NPS can check references.
Alarm Monitoring and Reporting:
1. Monitoring and reporting station must have the capabilities to arm, disarm, bypass, change codes, and reprogram control panels remotely from the monitoring station (where equipment is capable) upon request from the Contracting Officer’s Representative (COR) for all functions, or others who have approved codes (limited to arm, disarm and bypass).
Reprogramming of codes will be done on site as part of the base contract (approx. 6 on site visits are required annually to change codes on site).
2. 24-hour monitoring and immediate notice, within 2 minutes, of all alarms will be made to the individuals and agencies listed on the “Call Out” lists. Calls will continue until there is a response. The “Call out” lists for individuals and agencies will be provided to the contractor by the COR, and COR will coordinate with the contractor which lists to use for which site or location.
3. The monitoring station will have the capacity to provide, and will provide, the following information when there is an activation, to individuals and agencies listed on the Call Out Lists: the specific sensor, panel, building, time of alarm activation and restore, current status and other pertinent information. Additionally, system status, recent activity, configuration information, the activation information listed above, and other information will be provided as requested (at any time, in addition to when there is an activation) to individuals and agencies who provide an active code. This information will be recorded or otherwise maintained for minimum one month.
Deliverables:
Opening and closing reports, which includes monthly status reports, will be provided to the COR on request. Contractor shall provide activity reports upon request. This report shall provide all activity generated from all systems sorted by property location and events/activity shall be chronologically reported. For example, each opening / closing, each breach of the system and resolution, times/dates of events, false alarms and actual alarms, and names associated with user codes. This electronic report shall be emailed directly to the COR upon request.
Programming:
Initial programming, inspection and monitoring connections must be compatible with present systems and completed on the first day of transition when newly awarded. System(s) will be programmed with each user having a separate and unique pin number, which includes up to twice annual changes/updates to users pins at no additional charge. Provide remote software access, updates and connection support throughout the period of performance. Costs associated with converting, downloading or updating intrusion and security systems and monitoring connections are the responsibility of the contractor
Contractor will ensure access to alarm system(s) upon expiration or termination of this service contract without additional cost to the Government. Access will include all programming information remaining in place including zone information, employee pass codes, alarm panels including default lock codes, and will ensure the systems report as a local alarm at the time of expiration/termination.
The only programming information that will be removed is the current contractor’s receiving account numbers, receiver telephone numbers, and remote lock out codes.
PART 3 – Security And Alarm System Inspection, Testing and Preventive Maintenance Services, (CLIN 00060 – SAMA – Option 001, and CLIN 00070 – SAIR – Option 002).
Description of Work, and the intrusion and security alarm system:
The contractor shall provide the necessary equipment, supervision, staff, and any other resources to perform annual inspection, testing and preventive maintenance once annually of all intrusion and security alarm system components, for function and condition.
The contractor will document the work they performed, and the results of tests and inspections, in written reports delivered to the COR. One report will be submitted per panel. If deficiencies are found the contractor will identify the deficiency in the report and will include their quote to correct it. Services included as part of the base contract include once yearly testing and inspection of all system components, submission of reports as stated above, cleaning of system components other than wiring, replacement of ¼ of all batteries per year (so all batteries will be replaced every 4 years). Date of replacement will be marked on each battery, and preventative maintenance and cleaning will be performed for all system components: panels, primary and backup communications connections (mix of land-line phone, cell phone, internet and radio (linear for onsite communications between locations, and remote (longer-range) to access central station)), sensors, contacts, detectors, keypads, panic buttons, alerting devices, or other components as installed at time of award. Intrusion and Security alarm panels connect to the municipal fire alarm system, and sprinkler system in 4 buildings, and will report if there is trouble or activation with the municipal fire alarm or sprinkler systems, and monitoring, reporting, testing and repair of this function is included with this solicitation. System has s a mix of analog, digital, radio and cellular components and communications. This is a firm fixed price part.
Qualifications and Experience:
The Contractor shall be qualified and have experience in inspection, testing and repair related to the equipment and tasks listed in this SOW. The Contractor shall have continuously performed inspection and testing for the past three (3) years. Contractor will provide, at the time of their offer, a list of three references for similar testing and repair service previously performed on the same brand and type of equipment being used in this contract. Reference Codes and Standards:
Current UL codes and standards apply to this scope of work, UL-681 & UL-609. The Contractor shall adhere to the latest version of the codes and standards for all services and work performed, and supplies and equipment used, on the specified alarm systems.
Inspection and Testing:
The work shall be completed by qualified and certified personnel. Within 30 days of receiving the award the Contractor shall submit to the CO and COR for their approval a proposed schedule for INSPECTION, TESTING AND PREVENTIVE MAINTENANCE work for each panel location. The schedule should require 4 or fewer days of work per site, with all work being performed within 5 months of contract award. The Contractor shall complete and submit written reports, per panel location, detailing the work performed and deficiencies found, and any other pertinent information, within 10 business days completing the work.
Identify System Deficiencies:
The Contractor shall identify the deficiencies in each system, and in their written report they should classify each deficiency found as “minor”, “essential” or “critical”. Repairs deemed to be “critical” shall immediately be brought to the attention of the CO and COR by email and phone call.
Develop Cost Estimates:
The Contractor shall develop a plan and quote to remedy each deficiency. If other trades are required, the contractor and COR will discuss which the contractor will include in their quote.
Deliverables:
The Contractor shall complete and submit the following deliverable in a timely fashion (not to exceed 10 business days after performance of the inspections, per panel) to the COR.
1. Report of inspections, testing and battery replacements (refer to Reference Codes and Standards)
2. Quote to repair any deficiencies if found during annual inspection and testing. (Refer to Identify System Deficiencies)
PART 4 – Emergency and Non-Emergency Calls (CLIN 00030 – SAMA, and CLIN 00040 – SAIR)
SAMA Emergency Service Calls:
The contractor shall be required to respond to emergency service calls within twelve (12) hours from the time the call for service is received, and to have the system back online by COB on the next business day after the call was placed. The scope of an Emergency Service Call includes all efforts necessary to respond to and fix the problem. They are limited to a total effort not to exceed 8 man-hours of labor and a material cost of $2,000.00. On average, the park requires two (2) Emergency Service Calls per year.
SAMA Non-Emergency Service Calls:
The contractor shall be required to respond to non- emergency service calls by noon on the business day following the problem being reported to the contractor. The scope of a Non-Emergency Service Call includes all efforts necessary to respond to and fix the problem. They are limited to a total effort not to exceed 8 man-hours of labor and a material cost of $2,000.00. On average, the park requires six (6) Non-Emergency Service Calls per year.
SAIR Emergency Service Calls:
The contractor shall be required to respond to emergency service calls within twelve (12) hours from the time the call for service is received, and to have the system back online by COB on the next business day after the call was placed. The scope of an Emergency Service Call includes all efforts necessary to respond to and fix the problem. They are limited to a total effort not to exceed 8 man-hours of labor and a material cost of $2,000.00. On average, the park requires two (2) Emergency Service Calls per year.
SAIR Non-Emergency Service Calls:
The contractor shall be required to respond to non- emergency service calls by noon on the business day following the problem being reported to the contractor. The scope of a Non-Emergency Service Call includes all efforts necessary to respond to and fix the problem. They are limited to a total effort not to exceed 8 man-hours of labor and a material cost of $2,000.00. On average, the park requires four (4) Non-Emergency Service Calls per year.
Labor Rate:
It may be determined that a repair is necessary that is not covered in section 3 and that exceeds the scope of an Emergency Service Call. When this is the case, the contractor shall provide a detailed estimate for the work to include all labor and material to make the repair. All associated costs must be included in the estimate under the labor and material line items for a total cost to make the repair complete and ready for use. The labor rate quoted by the contractor shall be all inclusive to include payroll taxes, mark-ups, and any burdens. Contractor will state with their proposal the regular time, and overtime, fully burdened labor rates that they will use in determining costs to repair problems found during inspections and service calls under this contract.
Material Rate:
It may be determined that a minor repair is necessary that is not covered in Security and Alarm System Inspection, Testing and Preventive Maintenance Services (Part 3) and that exceeds the scope of an Emergency Service Call. When this is the case, the contractor shall provide a detailed estimate for the work to include all labor and material to make the repair. All associated costs must be included in the estimate under the labor and material line items for a total cost to make the repair complete and ready for use. The material price shall be based on the cost incurred by the contractor from the supplier plus any Fixed Burden Rate. The Fixed
Burden Rate is defined as a factor adjustment for any direct or indirect costs associated with providing the material including any mark-up included. Contractor will state with their proposal the fixed burden rate percentage that they will use as a markup on supply costs to repair problems found during inspections and service calls under this contract.
PART 5 - West India Goods Store, SAMA (CLIN 00050)
Consolidate two existing areas that are currently controlled by two separate panels, into two zones that report through one “Radionics” panel. The first floor main room will be one zone and the back hall and 2nd floor will be the other zone. Access to each zone must be able to be limited to a different set of users. When this work is complete there will be two keypads total, one near each 1st floor entry door. A new panel and keypads will be supplied and installed as part of this line.
PART 6 – Government Furnished Property, Materials And Services
The NPS will furnish the following materials in support of this contract:
1. Contact information (“Call-out” lists) for notifications, there will be multiple lists for different building locations.
2. Construction or as-built drawings of facilities as requested and if available.
3. The Government will furnish no materials or tools. All materials and tools are Contractor-furnished from outside the park.
4. Public restrooms will be available for the contractor employees to use. Common housekeeping rules apply; use of facilities may be prohibited if determined by COR.
5. All work shall be completed in such a way as to create no damage and to protect the surrounding property, collection, fabric etc. No technician at any time shall be permitted to drill, nail, screw, remove etc. any piece or pieces of historic fabric. The technician shall ask the COR for clarification any time they need to drill, nail, screw, cut, remove, etc. any alarm component or wiring.
6. Contractor personnel or equipment shall avoid contact with historic furniture, artifacts, wall finishes, trim etc. at any time
7. Review and approve vendor product submittals and quotes.
PART 7 – Security
1. Prior to starting any work, and at the completion of work and prior to departing, the Contractor shall check in and out with the COR, or another staff if so delegated. While in security sensitive areas, the contractor will always be escorted by a National Park Service employee. Technicians shall have credentials displayed or wear company uniform with company name visible.
2. Technicians or other contractor employees will be allowed to park vehicles in areas designated by COR, or another staff if so delegated.
3. There shall be no use of any tobacco products including vapor or e-cigarettes as well as consumption of any foods or liquids in NPS buildings.
4. Background Investigation: All contractor employees shall be of good character. The contractor shall have a background investigation (BI) completed on all prospective contractor employees for this site prior to the assignment at the contractor's expense. The BI must meet accepted standards for the alarm industry. The BI shall include as a minimum, a criminal history check (CORI) or a MA “S” security credential, a credit bureau check, references from three persons, location of residences for the previous five (5) years and places of employment or the previous five (5) years. Evidence of any criminal history shall be brought to the attention of the COR prior to assignment to the site.
5. Drug Free Workplace: All contractor employees shall be drug free. Any level of illegal drug use is sufficient to disqualify a contractor employee from working on the site.
6. No wireless devices are to be integrated into any existing systems without COR approval. Each device associated with each system shall be physically connected by hardwire to the associated control panel or hard wires leading to control panel.
