Statement of Work Roof Refurbishment Project

USGS Guam Magnetic Observatory

Project Background

The USGS Guam Magnetic Observatory was constructed in 1966-67 on Anderson Air Force Base property on the northwest side of the island of Guam. The observatory contains 6 buildings comprising of approximately 31 acres of land. The buildings currently include two Quarters Buildings (occasionally occupied by short term tenants), a Shop/Garage Building, a Combo (Variations) Building, an Absolutes Building, and an Office Building (Fig. 1). The observatory serves as one of the links in the U.S. Geological Survey’s network of seismic and magnetic observatories. The site collects vital scientific data that is utilized domestically and internationally; therefore, the upkeep and maintenance of these buildings are critical to the operation and maintenance of the site.

Project Description

The main objective of this project is the resurfacing of the roofs of two buildings. The Office building and the Shop/Garage building (Fig 2 and 3). The two buildings support a 4” thick concrete roof slab that slopes 1/8” per foot along the width of the roof, from the back to the front.

The roofing construction is composed of 3000 Psi rebar reinforced concrete slab, tied into the building’s supporting structure. The roofs are presently covered with an elastomeric roof topping system that is showing large amounts of degradation due to time and weather. The roofs are showing signs of cracking, spalling, and minor penetrations along the entire surface.

Office 28’-8” wide × 48’-8” long to include eaves extending 2’-4” off each side.

Shop/Garage 31’-0” wide × 46’-0” long to include eaves extending 3’-0” off each side.

Original roof Contract Drawings can be provided upon request.

Once the awarded contractor receives the notice to proceed (NTP), the contractor shall submit a construction schedule per the clause in Federal Acquisition Regulation (FAR) 52.236-15, “Schedules for Construction Contracts”. The work, clean up and final approval shall be complete no later than thirty (30) business days from the NTP.

USGS Points of Contact (POC)

Contracting Officer (CO): TBD

Facility Manager (FM): Rosa Chandler USGS Facility Manager rchandler@usgs.gov

Support Representative (SR): Tom Hinkle Project Coordinator 671-355-4014 (office) Thomas_Hinkle@usgs.gov

Hours of Operation

All physical construction work conducted on-site shall be coordinated with the SR. All construction work shall occur between the hours of 7:00 AM and 6:00 PM. No activities shall occur at night, during the weekend, or on Federal holidays without proper written approval from the CO.

Note: The Quarters are occasionally occupied by employees from different federal agencies.

During the Project’s onset and when work directly affects them, the agency’s’ points of contacts will have to be coordinated with to avoid any undue issues. Coordination shall occur 72 hours in advance of any work-related issues and shall be done through the FM and the CO in writing. If the work is not coordinated in time, the work shall not occur until a time is agreed upon.

Scope of Work

The project scope includes removing the existing elastomeric topping, cleaning and refurbishing the concrete slab, and then reapplying an approved 10-year warranty elastomeric solution.

Task 1: Remove and prepare the roof concrete surface for new application. Complete within 14 business days of the NTP:

1. Provide protection of any roof top systems (i.e. antenna, communication devices) that will interfere with the proper installation of the new elastomeric system. Note: if removal is necessary coordinated for removal with the FM, prior to doing so.

2. Prepare roof’s surface using an aggressive/abrasive removal technique, such as a dry or wet sand blasting, or dry-ice blasting. Ensure proper cleaning is completed to allow for elastomeric adhesion. (See manufacturer’s guidelines for suggestions.)

3. Power-wash roof to clean any remaining residue. Monitor for any leaking into the building. If interior leaking occurs, it is the contractor’s responsibility to clean, repair, and replace anything that is damaged.

4. Ensure the substrate surface is free of damage caused by the stripping process or due to weathering, or age. The surface shall slope to that of the original 1/8” per foot design. The rain shall shed from the roof and its surface shall not allow for ponding or puddling. The contractor shall repair anything that may cause issues with leaking, spalling, or the installation of the new elastomeric topping.

a. Prepare and “shape” any damage in the concrete substrate using materials according to the manufacturer’s standards. Fill protrusions and cracks with cementitious and/or elastomeric patching compounds as recommended by the coating manufacturer.

b. Infill and reshape low or irregular surfaces (tool marks) in the existing concrete surface with a grout-type patching compound approved by the coating manufacturer.

c. Prepare transitions from horizontal to vertical surfaces (e.g., fascia) using fillets of elastomeric compound.

Task 2: Resurface the roof (Follow manufacturer’s guidelines for the proper application): Shall be completed within 30 business days of the NTP.

1. Apply bonding agents and primers to the existing concrete surface as required for the cohesive bonding of all patching materials and coatings to the existing concrete.

2. Apply the required number of coats of approved high-quality elastomeric coating to mil-thickness necessary to acquire 10-year coating warranty.

3. Remove protection from and replace roof top systems, temporarily removed for installation of elastomeric solution (See Task 1.1 above). Any damage to systems will need to be replaced at the contractor’s cost. Note: Coordinate installations with FM.

4. Test dried elastomeric applications to make sure the water sheds properly and no leaks occur in the interior of the buildings. Repair any leaks found. Retest patch to ensure no leaks continue.

It is very important that the successful bidder understand that this project will be conducted at a magnetic collection observatory and that the observatory is to remain operational throughout the performance of this contract. In areas where work is required and the USGS must maintain data collection activities, work shall be conducted without disruption to the USGS’s data collection activities as much as possible, and in close coordination with the USGS Facility Manager.
