Attachment F: Labor Categories The labor categories included in the table below represent a common core of labor categories that shall be used in Task Orders. In addition to these specified labor categories, custom or specialized labor, defined as any labor for which the expertise required or duties performed are within the scope of the BOA and Task Order, but are not identified by the common core labor categories. When common core labor categories are not sufficient to meet the requirements of a Task Order, other labor categories may be included in the Task Order.

Cloud SME Responsible for overseeing cloud computing strategy, to include consulting, planning, design, and implementation of cloud and business solutions. The
Cloud SME will help analyze complex requirements, work with customers to design, develop, and deploy proof‐of‐concepts, and evaluate implementations.
The Cloud SME provides technical leadership, understands the latest in cloud service offerings and can apply that knowledge to USDA business challenges, including defining policy, drafting diagrams and procedures, and collaborating with security. The Cloud SME will serve as a primary point of contact for project stakeholders, project technical leaders, and security and project management leads. This role will include demonstrable experience delivering leadership for cloud projects within the Federal Government and in alignment with FISMA and
FedRAMP requirements.

Portfolio
Manager
Senior personnel responsible for the overarching set of projects and teams to assess adherence to USDA requirements, progress against plans, and tracking to cost projections. The Cloud Portfolio Manager will communicate as necessary with senior stakeholders within USDA regarding strategic approach, enterprise architecture, business case development and financial planning, and performance management within the vendor’s USDA cloud portfolio. The Cloud
Portfolio Manager will participate in necessary business reviews, provide required deliverables, optimize resources, and resolve any issues that may arise.

Engineer
Demonstrated experience in the field of cloud computing, CI/CD systems, SysOps, Azure, AWS, GCP, and other CSPs. Experience developing and maintaining the production environment, ensuring a modern and secure foundation upon which all product teams can deploy containerized applications.
Works with engineering teams to develop, implement, optimize, and maintain cloud‐based solutions. Responsible for deploying and debugging cloud stacks, educating teams on new cloud initiatives, and ensuring the security of the cloud infrastructure. Ability to identify the most optimal cloud‐based solutions and maintain cloud infrastructures in accordance with best practices and USDA and
Federal security policies.

Administrator
Responsible for managing and maintaining cloud deployments utilizing IaaS, PaaS, or SaaS. Cloud administrators will work closely with Cloud Engineers, Cloud Architects, and Cloud Developers to maintain an efficient cloud environment. Hands‐on management includes monitoring and maintaining virtual servers, storage, network, or security configurations. This could include patching, load balancing, cost optimization activities, and architecture reviews.

Engineer
Demonstrated understanding of FedRAMP and FISMA security requirements in a cloud‐based environment. Demonstrated experience building solutions to identify existing agency data within cloud environments and the security controls in place to properly monitor and protect this information, align standards, frameworks and security with overall business and technology strategy. Experience developing cybersecurity solutions across a diverse IT environment. Duties may include identify and communicate current and emerging security threats, develop automated mechanisms to report on Cloud
Service Provider status for items of concern such as vulnerability status, incident response interactions, forensic activities, integration of security logs into the
Agency toolsets, etc., develop security architecture elements to mitigate threats as they emerge, identify security design gaps in existing and proposed architectures and recommend changes or enhancements.

Demonstrated understanding of cloud computing and technology systems, as well as experience designing and transferring applications to the cloud.
Experience creating cloud strategy and managing the adoption process.
Duties may include regularly evaluating cloud applications, hardware, and software, develop and organize cloud systems, work closely with IT security to monitor the cloud privacy and security, offer guidance in infrastructure movement techniques including bulk application transfers into the cloud, Identify the top cloud architecture solutions to successfully meet the strategic needs of USDA.

Responsible for tracking all points of customer engagement, addressing customer queries, and identifying ways to improve our customer services. Responsible for tracking customer experiences across online and offline channels, devices, and touchpoints, collaborating with IT developers to enhance customer services, aligning customer experience strategies with USDA initiatives and informing customers about new product features and functionalities, identifying customer needs and taking proactive steps to maintain positive experiences, analyzing customer feedback on product ranges and new releases, as well as preparing reports, performing product tests, evaluating support services, and facilitating improvements, and documenting processes and logging technical issues, as well as customer compliments and complaints.
DevSecOps
Engineer
The DevSecOps engineer will be involved in various stages of each project's lifespan and should remain abreast of technological advancements to promote efficiency, manages the CI/CD pipelines of a wide variety of applications, have prior experience at all phases of the software product life cycle, from conception to extinction. Demonstrated experience using an array of automation tools, familiarity with software security methods, demonstrated experience using a wide variety of coding languages.
Demonstrated ability to collaborate with teams to conceptualize, develop, and release software, conduct quality assurance to ensure that the software meets prescribed guidelines, roll out fixes and upgrades to software, secure software to prevent security breaches and other vulnerabilities, collect and review customers' feedback to enhance user experience.

Engineer
Demonstrated experience in developing, testing, and maintaining containerized applications. Working knowledge of source version control, build/release tools and methodologies, software build process, CI/CD pipelines for large enterprises that consist of hundreds of applications. Advanced experience in providing DevSecOps implementation using Gitlab, or similar tools. Ability to be flexible and work on several different products while supporting multiple teams.

Demonstrated experience as a data engineer, software developer, or similar.
Expert proficiency in Python, C++, Java, R, and SQL. Familiarity with Hadoop or suitable equivalent. Capacity to successfully manage a pipeline of duties with minimal supervision. Responsible for employing machine learning techniques to create and sustain structures that allow for the analysis of data while remaining familiar with dominant programming and deployment strategies.
Duties may include liaising with coworkers and customers to elucidate the requirements for each task, conceptualizing and generating infrastructure that allows big data to be accessed and analyzed, reformulating existing frameworks to optimize their functioning, testing such structures to ensure that they are fit for use preparing raw data for manipulation by data scientists.
Data Scientist Demonstrated experience collecting large volumes of data from varying sources, clean and interpret data, create solutions to overcome challenges, and communicate with interested parties, up to date with data programming software and apps, understanding of statistics and mathematics and proficient in writing algorithms, excellent analytical and problem‐solving skills Experience using data visualization tools, experience with data querying languages, and statistical or mathematical software. Duties may include developing complex mathematical models that integrate business rules and requirements, creating machine learning models, communicating and meeting with engineers, IT teams, and other interested parties, ability to share complex ideas verbally and visually in an understandable manner with non‐technical stakeholders.
Data Analyst Demonstrated experience managing master data sets, providing technical expertise in data storage structures, data mining, and data cleansing, developing reports, and troubleshooting data issues, managing users and user roles, providing quality assurance of imported data, processing confidential data and information according to guidelines, develop reports and analysis, managing and designing the reporting environment, including data sources, security, and metadata, supporting the data warehouse in identifying and revising reporting requirements, supporting initiatives for data integrity and normalization, and training end‐users on new reports and dashboards, ability to translate business requirements into non‐technical, lay terms for various stakeholders.

Demonstrated help desk experience including responding to queries in person and over the phone, assess and diagnose computer hardware and software problems, and implement effective solutions, providing basic computer training, modifying hardware systems, installing computer peripherals, and performing basic computer maintenance, having advanced knowledge of computer software and hardware systems, excellent diagnostic skills, and high‐level communication skills.

Designer
Responsible for the user experience (UX) and user interface (UI) design of our various digital assets. Ensures that all elements of the online user experience are optimized for improved usability, usefulness, and exceptional visual design.
Responsibilities include investigating user experience design requirements for a suite of digital assets, developing and conceptualizing a comprehensive UI/UX design strategy for the brand, producing high‐quality UX design solutions through wireframes, visual and graphic designs, flow diagrams, storyboards, site maps, and prototypes, designing UI elements and tools such as navigation menus, search boxes, tabs, and widgets for digital assets, and testing UI elements.
