5. Reasons for Authority Cited:

Market research has shown that the requirements for EA Floor Driver and EA Floor Passenger were only fully met by TRI Applied Technologies. Other sources were not able to meet all the requirements, specifically being able to provide protection during all blast events. In addition, the TRI Applied Technologies EA Floor Passenger and EA Floor Driver blast have undergone and passed extensive testing to prove out performance in meeting an armored Heavy Equipment Transport mission. These blast mats were tested in 2016 as part of live fire testing , performance/durability testing and Operational testing of the HUSK equipped HETS 1070A1 production verification test and passed all requirements set forth in the HETS Capability Production Document (CPD). To change out these blast mats with another manufacturer’s part would result in spent to revalidate the design thru testing to ensure the new manufacturers component meets the HETS CPD requirements.
