About this file

This Memorandum for the Record (MFR) documents a sole-source procurement for annual maintenance of a Sentry 110 Co-60 radiography exposure device used by the Non-Destructive Testing Division at Puget Sound Naval Shipyard. The document justifies direct procurement from QSA Global Inc., the Original Equipment Manufacturer (OEM), based on their exclusive licensing and proprietary rights, with the maintenance requiring trained and qualified technicians who can service the device in compliance with NAVSEA and manufacturer requirements.

The procurement is for a period of performance from June 1, 2025 to December 31, 2025, with a value under the Simplified Acquisition Threshold ($250,000). The specific maintenance involves servicing the Sentry 110 exposure device and its Co-60 radioactive source (type A424-14), ensuring consistent and safe operation while maintaining the integrity of Type B(U) transport packages. The justification cites FAR 13.106-1(b)(1)(i), which allows single-source procurement when only one source is reasonably available, with QSA Global being the sole authorized distributor and having the necessary technical qualifications for this specialized equipment maintenance.

MEMORANDUM FOR THE RECORD (MFR)

(This is only applicable to acquisitions under the Simplified Acquisition Threshold ($250,000). Acquisition using FAR Subpart 13.5 shall follow the special documentation requirements at FAR 13.501.)

Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN ACQUISITION UNDER

THE SIMPLIFIED ACQUISITION THRESHOLD JML #

I. BACKGROUND:

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

Non-Destructive Testing Division utilizes radioactive sources to perform non-destructive testing at Puget Sound Naval Shipyard on submarines and ships’ structural and piping components to support the mission of the shipyard. One of the devices uses to perform radiography is a Sentry 110 Co-60 exposure device. This exposure device is the container that provides shielding from the radioactive source contained inside and contains the mechanism to retract and expose the radioactive source during radiography operations. This device is also what is used to transport the radioactive source. Per NAVSEA DET RASO document RAD 10, paragraph 5.7.3 and the manufacturer’s manual for the Sentry 110, the Sentry 110 is required to be serviced annually by personnel qualified and trained by the manufacturer. This is to ensure consistent and safe operation and that the integrity of the Type B(U) transport packages are maintained in compliance with the package certifications. QSA Global is the Original Equipment Manufacturer (OEM) for the Sentry 110 and they have trained and qualified technicians that can perform the required maintenance. The exposure device is a Model Sentry 110, and the Co-60 radioactive source is type A424-14, The required POP for the performance of this service is June 1, 2025 to Dec 31, 2025.

III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION IS BASED ON THE FOLLOWING (select all that apply):

A. X ONLY ONE RESPONSIBLE SOURCE (select all that apply):

1. X RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.

QSA Global, Inc. is the design authority/manufacturer of the Sentry 110 under USNRC Type B manufacturing and ISO9001. They also have technicians that are trained and qualified to perform maintenance and repairs on the Sentry 110.

2. X EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

QSA Global (OEM) is the only authorized distributor in the USA for the Sentry 110 exposure device.
