DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

3. Description of Supplies/Services and Estimated Cost.

Upgrade Phase-1 Pumping Plant Flowmeter from Accusonic 7510+ flowmeter to a Accusonic 8510+04ACR6 Each unit is estimated to cost around $30,000.00

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.106-1(b)(1)(i), only one source will be solicited because of the urgency of this requirement. The installed transducers are still operational but, the flowmeter console is failing, and repair parts are no longer supported by the manufacturer. The ultrasonic transducers are mounted inside of the pipe making them extremely difficult and costly to access. However, the manufacturer, Accusonic, has a newer flowmeter console which is compatible with the older transducers. Therefore, purchasing from a sole source will benefit

(11/2020) the Government because it will be cheaper, faster, and ensure the Government is getting a flowmeter that will work in its needed application.

Additionally, Accusonic does not have any distributors able to sell flowmeters to Oregon.

Therefore, the only way to purchase an Accusonic flowmeter which is compatible with the transducers is directly from Accusonic.

5. Determination of Fair and Reasonable Price.

Price, fair and reasonable, will be accomplished IAW FAR 13.106-3(a)(2)(iv) comparison with similar equipment in a related industry. Price analysis will be conducted by comparing flowmeter rates to similar businesses.

6. Description of Market Research.

Market research was conducted by the customer and Contract Specialist. Research included a search of GSA, Unicor, Ability One, and general Internet for a flowmeter console. The Contract Specialist also had several phone conversations with the Business Development Manager for Accusonic. There were also many phone calls made to other vendors in an attempt to locate an alternative vendor.
