About this file
This document is a determination to solicit from a single source under the Federal Acquisition Regulation (FAR) 13.1. The U.S. Department of the Interior Bureau of Reclamation Columbia Pacific-Northwest Region requires land survey equipment including a Trimble R12i GNSS survey receiver from Frontier Precision, Inc. by 30 days after award for approximately $56,934. Only Trimble brand equipment is compatible with the region's existing Trimble systems, software, and surveys involving R8, R10, and R12i GPS receivers. Solicitation number 140R1023Q0018 was issued for this sole source requirement. Market research found Frontier Precision, Inc. as the only authorized distributor for the required equipment in the region encompassing Idaho where configuration is needed. A fair and reasonable price determination will compare pricing to catalogs, GSA schedules, and previous purchases.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity.
U.S. Department of the Interior, Bureau of Reclamation, Columbia Pacific-Northwest Region (CPN)Acquisition and Financial Assistance Maintenance Group
2. Name and Address of Single Source.
Frontier Precision, Inc 5569 W. Kendall Street Boise, Idaho 83706
3. Description of Supplies/Services and Estimated Cost.
The CPN office requires land survey equipment for surveying and mapping to complete surveys for boundary lines, construction, GPS, property lines, as well as hydrographic and topographic mapping. The equipment must be capable of providing accurate measurements and in-depth analysis of the real property and improvements located on the property while being compatible with the system in current use. The only equipment that has this capability is the Trimble R12i GNSS survey receiver.
Delivery is expected within 30 days of award. The estimated cost of the survey equipment is $56,934.00.
4. Description of Circumstances, including why only one source is reasonably available.
The CPN office is currently using Trimble brand equipment to conduct GPS surveys including: R8 GPS, R10 GPS, R12i GPS, and Trimble Business Center software. The cost to replace the existing equipment would exceed $400,000, not including acquisition costs.
Any additional equipment must be fully compatible with the existing Trimble brand equipment and software ecosystem. Only Trimble brand equipment has the total system compatibility required. The radios and GPS units must also be configured for compatibility with the existing system and for the CPN office needs. The configuration is only provided through authorized distributors of Trimble branded geospatial survey equipment.
The Trimble distribution network established as regional dealers which are not permitted to compete with one another. As such, Frontier Precision Inc. is the only authorized provider of the required brand equipment who will configure the equipment for compatibility with the region’s existing surveying equipment.
Additionally, the CPN office holds active licenses to the Trimble Business Center Software which provides field-to-finish computer-aided design deliverables to leverage full data traceability throughout a project’s lifestyle. Other brand-named products do not integrate with this software, and to use products from another manufacturer other than Trimble would require additional purchases of software and hardware and would result in unnecessary costs to the government.
5. Determination of Fair and Reasonable Price.
It is anticipated that a determination of price fair and reasonableness will be made based on a comparison of pricing from Frontier Precision, Inc. to catalog pricing, established GSA pricing, and/or a comparison to previous purchase pricing.
6. Description of Market Research.
Market research was conducted by the requiring office as well as the contract specialist. Research included a search of mandatory and preferred sources, and internet searches for alternate products. Trimble was contacted for additional information on part numbers, product configuration, distribution channels, and their GSA schedule. Trimble confirmed that Frontier Precision, Inc. is the only authorized distributor and repair facility for the region encompassing Idaho.
A contracting opportunity forecast was posted to the Acquisition Gateway on 05/18/2023. No responses or inquiries pertaining to this requirement have been received as of the date of approval of this document.
