About this file

This document is a Determination to Solicit from a Single Source for the U.S. Department of the Interior's Pacific Northwest Region, Grand Coulee Acquisition Group. The procurement involves purchasing 2 HMB-8.3 operating mechanisms for Hitachi Energy (formerly ABB) 550PM SF6 Power Circuit Breakers, with an estimated six-week delivery timeline. The single-source justification is based on the mechanisms being proprietary, specifically designed for these circuit breakers, and critical to ensuring safe and efficient circuit breaker operation.

Market research confirmed that no alternative operating mechanisms can be used without potentially compromising equipment safety. The contract will be awarded to Hitachi Energy, the sole manufacturer of these specific mechanisms, with the fair and reasonable price to be determined through competitive quotes. The procurement is being conducted under the Simplified Acquisition Threshold (SAT) and follows Federal Acquisition Regulation (FAR) guidelines for single-source procurement when only one source is reasonably available.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior Pacific Northwest Region Grand Coulee Acquisition Group

2. Name and Address of Single Source.

Hitachi Energy (Formerly ABB) 3600 NE Huffman Street 97214 Hillsboro, Oregon

3. Description of Supplies/Services and Estimated Cost.

The Grand Coulee Power Office has 2 Hitachi Energy 550PM SF6 Power Circuit Breakers that utilize the HMB-8.3 Operating Mechanisms. The operating mechanisms were originally manufactured by ABB, however, in 2022 ABB sold this portion of their company to Hitachi Energy. This requirement is for the purchase of 2 HMB-8.3 operating mechanisms for the circuit breakers. The HMB-8.3 operating mechanisms are used to control the operation of the breaker. This mechanism uses an electric motor to charge a spring or directly drive the breaker's moving parts. The purchase of these operating mechanisms is critical to the efficient and effective operation of the circuit breakers. The estimated delivery schedule is six weeks after receipt of order and the estimated cost is .

4. Description of Circumstances, including why only one source is reasonably available.

These operating mechanisms are proprietary and have a specific composition that is made specifically for the 550PM SF6 Power Circuit Breakers, they are the only mechanisms that will fit the circuit breakers. Although there are other brands of operating mechanisms available, none are specifically made for these circuit breakers and may not fit properly or operate the same way that the HMB-8.3 operating mechanisms do, which could cause the circuit breaker to malfunction, jeopardizing the safety of government employees.
