About this file
This is a Determination to Solicit from a Single Source document for the U.S. Department of the Interior's Grand Coulee Dam Security Response Force (SRF). The document justifies a sole-source procurement from Ultimate Training Munitions (UTM) for specialized training ammunition, including 10,800 Rifle Training Marking Rounds, 6,800 Rifle Battlefield Blank Rounds, 11,000 Pistol Marking Rounds, and 6,000 Pistol Battlefield Blank Rounds, totaling $33,566.00, with delivery by August 31, 2026.
The justification emphasizes the unique technical characteristics of UTM rounds, which are proprietary and designed specifically for safety and training purposes. The ammunition is engineered with specialized conversion kits that prevent chambering live ammunition, utilize unique dimensions and low-pressure rounds, and have specific safety features like an offset firing pin design. The training ammunition is already in use at multiple dam locations (Hoover, Glenn Canyon, and Shasta) and enables standardized joint training across different security force locations, with market research confirming no comparable alternative training systems exist without significant retraining and logistical challenges.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available
(e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity. U.S. Department of the Interior,
2. Name and Address of Single Source. Ultimate Training Munitions
55 Readington Rd, North Branch, NJ 08876
3. Description of Supplies/Services and Estimated Cost.
The Grand Coulee Dam Security Response Force (SRF) requests the purchase of Ultimate
Training Munitions (UTM) Rifle and Pistol training ammunition to ensure operational readiness while conducting security operations and mandated Less than / non-Lethal training.
This requirement is for a Brand Name Justification only.
The following ammunition will be purchased.
(10,800 Each) Rifle Training Ammunition – Mn Marking Round (Red), 5.56mm MMR
(6,800 Each) Rifle Training Ammunition – Loud Battlefield Blank Round, 5.56mm LBBR
(11,000 Each) Pistol Training Ammunition – Man Marking Round (Red), 9mm MMR
(6,000 Each) Pistol Training Ammunition – Loud Battlefield Blank Round, 9mm LBBR
Delivery by August 31, 2026 with an estimated cost of $33,566.00.
4. Description of Circumstances, including why only one source is reasonably available.
IAW FAR 13.106-1(b)(1)(ii), specific characteristics of the UTM Rounds limit the availability to a sole source are unique features and function of the items. Only this suggested
Brand Name can furnish the requirements, to the exclusion of other sources, because of the following reasons.
UTM Rifle Training Ammunition is proprietary to UTM Barrels and conversion Kits due to safety, functionality, and design compatibility. The rifle and pistol ammunition are currently in use by the SRF at Grand Coulee Dam in the conduction of sustainment training, drills, and exercises. The SRF Department also holds a current supply of training ammunition for annual training, Use of Force drills and exercises, and joint training events with Law
Enforcement agencies.
UTM conversion kits are designed to prevent the chambering and firing of live ammunition.
This is a critical safety feature for force-on-force training. The UTM barrel or bolt assembly is engineered to only accept UTM rounds, which are dimensionally different from live rounds.

UTM rounds have unique dimensions and operate at much lower pressures than live ammo.
The conversion kits include modified bolts, barrels, or breech blocks that are specifically tuned to cycle UTM rounds reliably while being incompatible with standard ammunition.
UTM rounds are designed to mark targets or simulate hits without causing serious injury.
The proprietary design ensures that the projectile velocity, accuracy, and marking capability are consistent only when used with UTM-specific components.
UTM conversions are uniquely designed to prevent the discharge of traditional “live” ammunition. Fail-Safe is achieved by utilizing an offset firing pin design, which will only work with the rim fire primer used in the UTM Cartridge, but not with a “live” center fire cartridge. In the event a “live” cartridge is chambered, and the trigger is pulled, the
Conversions offset firing pin will strike outside the primer pocket of the 5.56mm “live” round. This makes it impossible to detonate the “live” cartridge in the UTM converted weapon.
In addition, the requested training ammunition is currently in use by the SRF located at
Hoover Dam, NV, Glenn Canyon Dam, AZ, and Shasta Dam, CA. The training ammunition requested will allow SRF Officers to conduct Joint Training between locations and ensure the standardization of operational abilities and training requirements, during the academy and weekly sustainment training.
5. Determination of Fair and Reasonable Price.
Pricing will be determined fair and reasonable using FAR 13.106-3(a)(2). An informal price analysis will be conducted using the Government’s history of procuring these services along with market research and comparison to an independent Government estimate. No award will be made without a warranted Contracting Officer’s determination of fair and reasonable pricing.
6. Description of Market Research.
Market research identified other training systems (e.g., Simunition, Force on Force), but each requires entirely different conversion kits and weapon modifications. Switching systems would incur significant costs, retraining, and logistical delays, and would not be interoperable with current UTM-equipped platforms.
