About this file

This is a Determination to Solicit from a Single Source document for the Bureau of Reclamation (BOR), Grand Coulee Power Office. The document justifies procuring 10,000 gallons of Exxon-Mobil DTE Heavy-Medium Oil Group I with ISO Grade 68 as a sole-source procurement. Market research confirmed Exxon-Mobil is the only manufacturer of this specific Group I turbine oil, which is critical because mixing Group I and Group II oils can cause operational issues with generator units. The purchase order will be a firm fixed price contract with a 30-day delivery timeline after order receipt. The Contract Specialist conducted extensive market research, including contacting six vendors and issuing a previous sources sought notice, which confirmed no alternative manufacturers for this specific oil type exist.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

BOR, CPN Service-Supply Team

2. Name and Address of Single Source.

Exxon-Mobil Oil Corporation 22777 Springwoods Village Pkwy Spring, TX 77389

3. Description of Supplies/Services and Estimated Cost.

The Bureau of Reclamation, Grand Coulee Power Office has a brand name requirement for a total of 10,000 gallons of Exxon-Mobil DTE Heavy-Medium Oil Group I with ISO Grade 68.

The resultant purchase order will be a firm fixed price contract estimated at with a delivery date of 30 days after the receipt of order.

4. Description of Circumstances, including why only one source is reasonably available.

In accordance with FAR 13.106-1(b)(1)(ii) the following is the reason only one (1) brand name can meet the Government’s requirements. Mobile DTE Heavy Medium ISO turbine oil is currently the in-service oil used in the Grand Coulee Power Office Generator Units. This oil is a Group I type of oil which means it is a solvent refined based oil. Whereas Group II oils are refined by hydrocracking and have a lower solvency. Mixing Group I and Group II type oils will result in excessive air entrainment and gum up governor filters and valves.

Additionally, Power Equipment Bulletin No. 11 posted by the Bureau of Reclamation’s Hydroelectric Research and Technical Services Group states that under no circumstances should Group I and Group II oils be mixed.

Under a previous purchase order solicited as number 140R1718Q0014, a sources sought was issued and no respondents were able to provide another manufacturer of Group I oil.

Additionally, the Contract Specialist called six (6) different vendors while performing market research and all of them stated the only Group I oil they know of is Exxon Mobil’s.
