About this file

This document is a pre-solicitation notice for a design-build construction contract to repair Paw Paw Tunnel located on the Chesapeake and Ohio Canal in Maryland. The National Park Service intends to issue a two-phase solicitation to design and construct repairs that address safety hazards from falling rocks. Phase 1 will evaluate technical approach, experience, and past performance. Up to five contractors will be selected for Phase 2 to provide design concepts, technical approach, and schedule. The non-price factors are more important than price. The work is estimated between $5-10 million over two years from notice to proceed in October 2020. Small, veteran-owned, HUBZone, small disadvantaged, and women-owned businesses are encouraged to compete. The pre-solicitation notice provides relevant details regarding the opportunity, but the solicitation with firm response requirements has not yet been issued.

Title of Project: Paw Paw Tunnel

Description: The Department of Interior (DOI), National Park Service (NPS) anticipates issuing a firm fixed price construction contract to design and construct the repairs to Paw Paw Tunnel.

The project is located on the Cheasepeake and Ohio Canal (C&O) at mile marker 184.5 in Maryland.

The 184.5-mile C&O Canal Towpath is the backbone of the Potomac Heritage National Scenic Trail network. Along with the Great Allegany Passage trail, the towpath is part of one of the United States’ premier off road recreational trails, stretching 335 miles from Pittsburgh to Washington, DC. Approximately 250,000 people/year cycle the entire route and these numbers are growing every year. Should the boardwalk at the Paw Paw Tunnel fail, there is no possible detour for the towpath. Shattering this critical link would have a negative impact on towpath usage by locals and visitors alike. Mitigating rockslide hazards would ensure towpath continuity in this popular area for many years going forward.

The Paw Paw Tunnel area also hosts Canal Classrooms, where retired teachers volunteer to lead educational programs within the park. In FY2014, the first year 1800 students visited the Paw Paw Tunnel area for educational programming, which includes a hike over the mountain and through the Tunnel. A closure of the boardwalk in this area would have a negative effect on this program. The condition of the stone presents a significant life safety hazard for the park visitor. The number and size of falling rocks have increased each year. Inspections by park staff have revealed multiple vertical fissures and cracks and precariously perched stones. Further review by a geotechnical engineer or geologist is required.

In the recent past when the C&O Canal Towpath was closed in that section due to a rock slide, business in the towns up and down the C&O canal Towpath saw their business drop off as reservations were cancelled in the motels and campgrounds. While the majority of the 5.2 million annual visitors to the C&O Canal NHP may be in Georgetown and Great Falls, the 250,000 visitors that are traveling the length of the C&O Canal towpath must traverse the Paw Paw tunnel.
