PROJECT DESCRIPTION

The Record of Decision for the Catoctin Mountain Park (CATO) Deer Management Plan/Environmental Impact Statement was signed in April 2009. The plan supports forest regeneration and provides for long-term protection, conservation, and restoration of native species and cultural landscapes. Studies have determined that excessive deer browsing reduces forest regeneration, resulting in adverse changes to the forest structure, composition, and wildlife habitat. Lethal White-Tailed Deer reduction operations have taken place for thirteen (13) consecutive seasons beginning in 2010. This is not a new requirement. The previous contract number is 140P3021C0006. Prior to the two previous contracts, all other services were conducted via interagency agreement with the United States Department of Agriculture and their team of biologists.

This is anticipated to be a Single-Award Blanket Purchase Agreement (BPA) to provide all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, and equipment incidental to and necessary to perform deer culling at Catoctin Mountain Park in Thurmont, Maryland. Considering forest regeneration has not yet met the successful regeneration threshold, the National Park Service (NPS), National Capital Area (NCA) seeks a qualified contractor to continue the reduction of the White-Tailed Deer population in the park by the removal of individual deer in an effort to maintain the target deer density of 15 to 20 deer per square mile. This project shall implement the lethal actions (sharpshooting) specified as the selected alternative in Catoctin Mountain Park’s Deer Management Plan.

Historical data puts the margin of difference between the number of proposed deer to be removed and the actual number of deer to be removed at 5%, which equates to a 95% fulfillment rate. The proposed number of deer to be removed is ascertained in a study that concludes in November and can fluctuate from year to year. Additionally, over the historical span of operations, it took an average of fourteen (14) days to achieve a 95% fulfilment rate with regards to the proposed number. However, since we have reached our deer management goal, it takes an average of seven (7) days. Over the last 6 years, 100% of deer culled have been delivered for processing.

The anticipated award date is December 2022.

In accordance with FAR 22.1002-2, the prevailing wage rates will apply.

The Period of Performance for issuance of calls against this Blanket Purchase Agreement is anticipated to be one year from date of award plus four (4) option years.
