GENERAL

The Department of the Interior, National Park Service (NPS), National Capital Area Office of Acquisition, anticipates issuing a solicitation for the services described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. No questions with regard to this notice will be responded to or answered. Specific instructions on submitting quotes will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 21 November 2022. The entire solicitation package, including all attachments, will be exclusively and only available electronically at: www.sam.gov.

Paper copies of this solicitation will not be made available.

PROJECT DESCRIPTION

NAMA has many distinct and separate memorial/monument sites throughout Washington DC. Eighteen (18) of these sites have pools/fountains that require daily, corrective, and preventative maintenance to ensure they operate correctly.

NPS, NAMA requires a contractor who will operate and provide all preventative maintenance and facility support services identified in this Performance Work Statement (PWS) to the pools/fountains listed in this contract. The contract will include ten (10) pools/fountains with the option to add eight (8) more subject to the availability of funding. The contractor shall be required to provide all supervision, labor, equipment, and materials necessary to perform all mechanical, electrical, plumbing, and repair services to properly operate and maintain the pools/fountains that fall within the coverage of this contract.

The objective of this PWS is to ensure that the pools/fountains at these monuments and memorials display clean and clear water quality and are fully functional features for the enjoyment of the visitors. It is also an objective that these features are maintained in a manner that prevents undue costs on the Federal Government from lack of proper maintenance. Clean and clear water quality (aesthetic criteria) includes: no algae, no debris, no cloudiness, no organic growth of any kind on any surface, no odor of any kind, no calcium/efflorescence build-up.

Due to the nature of the requirement where the Government cannot predetermine all the work that may be required, the Government has determined that a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be awarded from this solicitation. The ID/IQ contract will include a base plus four (4) option years with an optional six (6) month extension with an anticipated period of performance of January 17, 2023, through July 16, 2028.

In accordance with FAR 22.1002-2, the prevailing wage rates will apply.

This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any quote preparation costs.

PROCUREMENT TYPE

The Government anticipates awarding a Single Award - ID/IQ contract with subsequent Firm Fixed-Price Task Orders.

Set-aside This acquisition will be a 100% Total Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business under the NAICS code solicited may be rejected.

North American Industrial Classification System (NAICS) CODE The NAICS for this project is 561210 – Facility Support Services.

SMALL BUSINESS SIZE STANDARD: $41.5M

J043 – Maintenance, Repair, and Rebuilding of Equipment – Pumps and Compressors

PERIOD OF PERFORMANCE

The contract performance period is expected to be 12-month base period plus four (4) 12-month option years and the potential for a 6-month extension under FAR 52.217-8 – Option to Extend Services.

SITE VISIT

It is strongly recommended that the contractor visit and inspect the site to verify all estimated quantities provided by the Government and to observe the complexities of the work required for full restoration. Formal site date, time, and any other additional information will be provided in the solicitation.

AWARD DECISION

Offers/Quotes received in response to the solicitation will be evaluated using Simplified Acquisition Procedures under the authorities granted in FAR 13.106-2. Award will be made to the responsible offeror/quoter whose offer/quote, conforming to the solicitation, will be most advantageous to the Government, price and non-price factors considered. Award may be made to other than the lowest priced proposal/quote if the perceived benefits of the proposal/quote merit the price difference based on the evaluation of non-price factor evaluation criteria.

System for Award Management Offerors shall be required to have a Unique Entity Identifier (UEI) (replaced DUNS) and an active registration in SAM, System for Award Management (www.sam.gov) by the closing/response date. In order for contractors to conduct business with the Federal Government, they must hold an active SAM registration, be registered under the NAICS Code solicited in their representation and certifications and be free of any exclusions.
