1. INTRODUCTION
The U.S. Army Corps of Engineers, Memphis District (COE) developed this pre- and post- dredge sediment analysis plan to provide state and federal entities analytical results per federal regulation.
There are 10 federal harbors adjacent to the Mississippi River within the Memphis District Area of Responsibility (AOR) that are dredged annually; therefore, analytical analyses are conducted on the pre- and post-dredge samples collected in each harbor to provide to state and federal entities.
1.1. Project Description
The Memphis District is responsible for maintaining the shallow draft navigability of 10 harbors within the district’s AOR. Pre- and post-dredge samples are submitted to laboratory for analysis every dredge season. The Tennessee Department of Environment and Conservation (TDEC) requires that sediment analyses be completed on each Tennessee Harbor prior to dredging and after dredging to determine how dredge activities alter the aquatic environment. Pre- and post- dredge sample analyses are completed on sediment samples at every other harbor to maintain an internal record for the Memphis District COE. This project involves the analysis of sediment prior to the dredge season beginning and again once the harbor has been dredged.
1.2. Project Purpose
The purpose of this project is to characterize sediments in each of the 10 harbors that the Memphis District COE is responsible for dredging for the purpose of estimating environmental impacts of the disposal of dredged materials. Proper analytical techniques must be used.
1.3. Project Scope of Work
This scope of work (SOW) describes the laboratory analysis that must be completed on every sediment sample submitted to the contractor for the purpose of characterizing sediments in each of the 10 harbors the Memphis District COE dredges. Up to 22 total samples (11 pre-dredge samples and 11 post-dredge samples) will be submitted to the contractor for analysis. Required analytical procedures, including laboratory analyses and measurements are identified in Section 4.0.
1.4. Period of Performance: The resulting contract will be for a base period with four (4) one (1) year periods. Performance of the sediment sample contract with options are as follow:
Base Period: June 1, 2021 – May 31, 2022
Option Period I: June 1, 2022 – May 31, 2023
Option Period II: June 1, 2023 – May 31, 2024
Option Period III: June 1, 2024 – May 31, 2025
Option Period IV: June 1, 2025 – May 31, 2026
2. DATA QUALITY OBJECTIVES
Likely users of the results of the pre- and post- harbor dredge material analysis would include the U.S. Army Corps of Engineers and the Tennessee Department of Environment and Conservation.
The analytical data developed in this project should be analyzed by a certified lab that meets USEPA guidelines and NELAC if possible.
