About this file
This document is a Synopsis Pre-Solicitation Notice from the National Park Service (NPS) Denver Service Center for a design-build contract to replace the Wahweap Government Dock at Glen Canyon National Recreation Area in Page, Arizona. The project involves constructing a new dock structure with utilities and breakwater, capable of withstanding environmental hazards, replacing an existing 40-year-old deteriorated dock. The contract is a small business set-aside with a size standard of $45 million, estimated between $5-10 million in magnitude, and will have a 393-calendar-day performance period.
The solicitation (RFP 140P2025R0020) will be issued electronically via SAM.gov on 9/22/2025, with a Firm-Fixed-Price contract type requiring bid, performance, and payment bonds. Evaluation will use a best-value trade-off process, with technical/non-price factors (including technical approach, qualifications, key personnel, schedule, and past performance) significantly more important than price. Prospective offerors must have an active SAM registration and UEI number, and the NPS anticipates holding a pre-proposal conference and site visit after RFP issuance.

Reference: GLCA 210865 – Replace Wahweap Government Dock DB
This pre-solicitation announcement is to advise the Industry that NPS DSC intends on issuing an RFP Solicitation for the Construction Services described below, in support of the above referenced project requirement at Glen Canyon National Recreation Area, Page, Arizona.
This PSN is not a formal Solicitation in itself, but rather a Synopsis of forthcoming RFP 140P2025R0020.
Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after 09/22/2025.
General Project Description and Scope:
The Government Dock structure is located at Wahweap Marina, and houses slips for operational and emergency access vessels from the National Park Service (NPS), Coconino County Sheriff’s Office, Arizona Department of Game and Fish, and, at times, the U.S. Coast Guard. Government Dock is more than 40 years old and a state of disrepair. Deterioration has resulted from a combination of the docks age, weather, contact with water and the elements, wave and wind action, and heavy repetitive use. Deterioration has recently accelerated due to relocation of the dock in response to lower lake levels to an unprotected location with greater exposure to the environmental elements
This project will replace the existing deteriorated Government Dock with a modern dock, including utilities and breakwater structure capable of withstanding known environmental hazards. The contract will include design services supporting development of plan documents demonstrating compliance with Design Build Request for Proposal. This project also includes construction services including sourcing of materials, assembly and construction of the replacement dock/breakwater structures, and removal and disposal of the existing dock system/breakwater structures.
The contract is a design-build contract. The National Park Service has hired a design firm to evaluate existing conditions, conduct topographic survey, geotechnical testing, and permitting initiation to develop feasible ramp locations. Those alternatives were evaluated through a value engineering process to select a preferred site location for the new ramp. The preferred concept location was then further developed to a 30% design level in order to develop this request for proposal in such that sizing, alignment, scaled distances for the design is a feasible concept to allow prospective bidders understand performance criteria, construction limits and any other limitations to construction. The prospective awardee is expected to submit for approval the Denver Service Center, National Park Service workflow requirement for design services and construction documents for the 70%, 95% and 100% deliverables. Upon successful acceptance of these design deliverables by the NPS, a construction notice to proceed will be issued to allow the Design Builder to begin physical construction.
