About this file

This document is a pre-solicitation notice for a construction project to replace a dilapidated visitor facility at Little Bighorn Battlefield National Monument in Montana. The current facility is too small, has significant safety and code issues, and an outdated HVAC system. The estimated price range for the project is over $10 million. The period of performance is January 2024 to April 2025. A virtual pre-proposal meeting will be held on October 10, 2023. The solicitation is expected to be issued on or around October 1, 2023 and will be posted on SAM.gov. Title of Project: Replace Dilapidated Visitor Facility, Little Bighorn Battlefield National Monument, LIBI 241430 Description:

Background:

Little Bighorn Battlefield National Monument (LIBI) is located in central Montana and tells an important story that is best illustrated by the mission of the Park: To preserve and protect the historic and natural resources pertaining to the Battle of the Little Bighorn and to provide visitors with a greater understanding of those events which lead up to the battle, the encounter itself, and the various effects the encounter had on the two cultures involved.

For decades, LIBI has grappled with implementing the vision for Little Bighorn Battlefield National Monument. The 1986 General Management Plan (GMP) identified deficiencies in operations and called for relocating the Visitor Center and parking lot, extending the tour road, expanding the park to protect the historic landscape, and safeguarding the museum collection. The NPS, working with its stakeholders at the park, has made little headway in implementing the GMP recommendations. A recent concerted effort provided a general direction and a few facility improvements, but consensus among all concerned parties has been difficult to achieve. A temporary expansion of the Visitor Center was proposed in 2008 but tabled due to stakeholder concerns about impacts to the cultural landscape and the appearance of NPS abandonment of the goal of moving facilities off-site. Another effort to restart movement toward improving operations and the visitor experience occurred during 2009-2011, but aside from emergency removal of the museum collections from the Visitor Center basement, little progress has been made toward the goal.

Current Visitor Center Information:

Little Bighorn Battlefield National Monument has approximately 300,000 visits annually. A minimum of 75% of the visitors obtain information and participate in the interpretive talks and exhibits at the Visitor Center. Opened in 1952, the Visitor Center was designed to accommodate 100,000 annual visitors. It does not have a theater room, and it is too small to facilitate visitor flow, provide information and an adequate interpretive experience. The lobby, bookstore and museum area are inadequately sized, as confirmed by space analysis through the Facility Planning Model. Space limitations have forced the park to move interpretive talks to an exterior patio, which exposes visitors to extreme temperatures and thunderstorms, which can cause cancelling of programs. Current facilities cannot accommodate thousands of visitors per year. The park film is shown in a small room (440 sq feet) that can only safely accommodate 30 visitors at a time. Ranger led programs are conducted on an open-air patio whose design can only safely accommodate 200 visitors at a time. The building has significant safety and building code issues. Pest infestations occur throughout the building. Water intrusion has damaged rooms on both floors. The fire detection and intrusion alarm systems are outdated and not code compliant. The building does not have a fire suppression system. Neither the exterior nor interior stairways meet code requirements. The basement does not meet accessibility standards and contains the only employee restroom and breakroom in the building. Doorways throughout the building do not meet standards for accessible design including clearance requirements, width standards or opening force or closing speed standards. The HVAC system is beyond its useful life and overtaxed; it cannot provide sufficient, equalized climate-control for visitors and exhibits. The existing building has had several additions and been reconfigured many times since it was originally built. The HVAC system cannot accommodate the new configurations resulting in hot and cold areas, which make visitor and employee areas uncomfortable and results in excessive energy use.

Estimated Period of Performance: January 2024 – April 2025

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents
