GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a Total Small Business Set Aside from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on website at www.SAM.gov Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a UEI number in order to conduct business with the Federal Government.
This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below.
Proposed Solicitation Issue Date: Estimated on/about June 15, 2024.
This is currently an unfunded requirement with a high expectation that funds will be available.
When and if funds become available a contract will be awarded at that time.
The NAICS Code for this requirement is 237110-Water and Sewer Line and related structions Construction with a size standard of $45 million.
Title of Project: GLAC 307606 – Swiftcurrent Water Distribution System, Glacier National Park
Description:
This project designed through design bid build procedures will provide for the overall construction to replace the water system at Swiftcurrent on the east side of Glacier National Park. The effort will include removal and replacement of the well pump and main water line from the existing well. A new well will be installed to serve as a second water source and will be connected with a new water main line. The existing water storage tank will be rehabilitated and a new water storage tank will be constructed to ensure the system has adequate fire suppression capacity. A dedicated storage tank supply and distribution main will be added to the system, supporting water systems that serve concessionaires, campgrounds, administrative facilities and picnic areas.
A new telemetry system and new meters will be installed to improve water system monitoring and the chlorination building will be rehabilitated. To further improve system reliability during power outages, a new generator building will be constructed and a new emergency generator with a new automatic transfer switch will be installed. All disturbed areas will be restored to pre-construction conditions.
Where asbestos cement pipe is found or if existing underground pipe conflicts with the design of the new system it will be demolished, and disturbed pavement and natural landscape areas will be restored. This includes the access road to the storage tanks.
The existing water system in Swiftcurrent was installed over 50 years ago and is well beyond estimated design life. These underground pipe systems supply various concession properties, a campground, multiple residences, and a picnic area, serving over 100,000 visitors per year.
Concessions properties include a motel, rental cabins, a restaurant, and a general store. Equipment http://www.sam.gov/ is aged and failing. Existing leaks are reported, requiring maintenance staff to spend limited time and funding, chasing leaks from location to location, including the loss of approximately 20,000- 30,000 gallons of water per day, with unknown cause. The current systems were installed with single points of failure. A single point of failure is a part of a system that, if it fails, will stop the entire system from working. At current design, the water system capacities are insufficient to meet current or anticipated demands for domestic water provision or fire protection. Fire flow minimums are not attainable due to inadequate existing pipe size. Through completion of this project, the Park will have a reliable water system for approximately 50 years. Deferred maintenance of this system will be eliminated. Improved fire flow of the water system will add to the protection and preservation of historic structures in the area. The health and safety of visitors and employees will be improved through the establishment of a reliable fire protection capability.
Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror’s technical capability in comparison to its price.

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.
A pre-proposal meeting will be is tentatively scheduled for Thursday, June 20, 2024 beginning at 10:00 a.m. Location information will be posted with the full solicitation package.
This procurement is being procured as a Total Small Business Set Aside. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS 236220 is $45 million. Small Disadvantaged Business firms must be certified in accordance with solicitation clause, FAR 52.219-8—Utilization of Small Business Concerns.
All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
