Title of Project: Backfill Canals, Jean Lafitte National Historical Park and Preserve (JELA- 311263)

Description: The scope of this project calls for the development and restoration of up to 16.5 miles of dredged canals within the Barataria unit of JELA. Canal restoration tasks will degrade or gap spoil banks associated with canal dredging to restore more natural hydrology and wetland functions and values. Restoration will also involve removal of vegetation from the spoil banks. This material will be placed into the canals before the spoil material is backfilled, or it will be placed parallel to the banks of the canal or chipped in place before spoil bank gapping or to meet stakeholder concerns for navigation before backfilling. The spoil banks are defined as any material above the elevation of the adjacent wetlands. The spoil banks are generally 1.5 feet to 4 feet in height and vary from 50 feet to 100 feet in width. Site conditions vary throughout the project area.

Degrading spoil banks and dikes will be accomplished from the canals and / or the spoil banks using marsh buggies, barge- mounted excavators, or similar earth- moving equipment. Access to the reclamation areas will be via canals and/or spoil banks.

In areas where canals identified for reclamation meet a maintained navigable waterway, check meanders are included to prevent degraded material from drifting into the navigable waterway and potentially impeding navigation.

In non-historic canals where pushing woody vegetation into the open water may interfere with navigation, cut woody vegetation may be placed parallel to the banks of the canal or chipped in place. Woody vegetation also may be chipped in place in canals or drill slips that meet a navigable waterway to prevent large woody debris from drifting into the navigable waterway.

Gapping is a technique whereby spoil banks will be intermittently breached to restore hydrological connections between the canal and the surrounding wetlands. Gapping is used in areas throughout the project area where it will be too costly to degrade an entire spoil bank or dike due to the amount of material present. The gapped material will be used to partially fill the open water area of the canal.

Some reclaimed areas that are adjacent to forested wetlands may be revegetated with native woody species.

Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical, past performance and price proposal. The government will consider an offeror’s technical capability and past performance in comparison to its price.

Estimated Price Range: $5 million - $10 million

Estimated Period of Performance: 1 June 2022 - 30 May 2023

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents

A pre-proposal meeting may be posted and date/location will be noted in the solicitation.
